Job Description

Roles & Responsibilities

About us Desired start date: 15/07/2026 Duration of the mission: 6 months Location: Aden SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms. About the mission SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence. About the job General objective: The Grants and Partnership Manager will ensure the follow-up of the grants for the country office and ensure the compliance with the Donor Regulations. The role will be also to support the CO in the external communication for various audiences. Ensure the mission produces high quality and timely reports, including assessments, proposals and any other documents shared externally. The main challenges: The Yemen Mission will grow in 2026/2027 towards a diversified donor and grants portfolio, including 'traditional institutional donors' ECHO, EU - DG MENA, YHF, CDCS, SDC among others as well as new donors (private, Gulf Donors, Foundations). Donors are not present in-Country and representation takes place in Amman or other locations (Riyadh, Beirut). Humanitarian funding is expected to decrease, while development donors are still globally risk-avert, but increasingly investing into Yemen.. The push for cost-effectiveness pushes all INGOs towards consortia while the kicking in of the localization agenda imposes the development of local partnerships. Enhanced donors' intelligence, representation and influencing is key to ensure Mission's sustainability Priorities for the 2/3 first months: 1) Facilitate Mission's business development through the writing of key propositional concept notes to forward the mission strategy in particular towards development donors and enhancing donors' intelligence and influencing, in particular towards longer-term funding opportunities 2) Ensure detailed management of grants management cycle, with specific focus on Kick of and Inception Phases for all new Grants/ Projects (4-5 new projects and 8 ongoing) 2) Steer the Partnership strategy and support the Consortium Manager when need with a decisive step towards implementation of new integrated approaches an consortia over 2024/25 3) Work on the development of a more sustainable Grants department (so far relying on international staff only) Security constraints: The security situation in Aden (where the staff is expected to spend 50 to 70% of her/his time) remains unstable and volatile no twithstanding the distance from frontlines. Risks related to high proliferation of weapons, abduction attempts, and terrorist attacks are high. Due to the above, movements for international staff remain highly constrained, with a limited number of public places (some cafes, restaurants and supermarkets) validated for movements. Curfew time is at 10:00 PM.

Job Description

Roles & Responsibilities

Overview of position Our client is an operational arm of the United Nations, supporting the successful implementation of its partners peacebuilding, humanitarian, and development projects around the world. Our mission is to help people build better lives and countries achieve sustainable development. Our client's areas of expertise cover infrastructure, procurement, project management, financial management, and human resources. 1. BACKGROUND Country-specific: Our client in Yemen. The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water and energy sources, relying on alternate service providers, and community-based service delivery initiatives to address the shortfall. Physical damage to infrastructure and the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, which are often interrelated. Given the above continued needs, our client is therefore undertaking a project with the following scope: Role objectives The project is financed by BMZ through the KfW Development Bank to strengthen the operational capacity of the supported health storage warehouses at the national (central) and sub-national (governorate) levels through rehabilitation works of the warehouses infrastructure and provisions of equipment and capacity building training. This entails direct support to improve the operational sustainability of the selected storage warehouses in terms of reliable access to electricity, enhancing their structural integrity and safety, and providing needed equipment and training that will support the overall capacity of the cold supply chain and dry storage in close consultation and collaboration with UNICEF, WHO, and MoPHP. Project Components: 1. Technical assessments and stakeholder engagements 2. Rehabilitation works 3. Procurement of furniture and equipment 4. Staff training 5. Third-party monitoring Project Outcomes: 1. It is envisaged that the Project will contribute to the following outcomes: 2. Vaccine Supply Chain and Logistics are enhanced and improved. 3. The storage capacity, including the cold supply chain for COVID-19 vaccines, is increased and enhanced. 4. Effective synergy and collaboration among UN agencies are further enhanced in the health sector. 5. Relevant stakeholders are engaged in planning and redressing grievances through the Grievance Redress Mechanism (GRM) and Stakeholder Engagement Plan (SEP). 2. Purpose - Assignment specific 2.1 Objective Training on cold chain management and maintenance is critical to ensuring the effectiveness of the Expanded Programme on Immunization (EPI). It serves as the fundamental pillar for maintaining vaccine quality and safety from the point of receipt to the point of distribution. To ensure integration between the technical, administrative, and operational aspects, UNOPS will implement the training program for the targeted cadres on "Operation and Maintenance of Cold Chain Equipment" and "Vaccine and Cold Chain Management".: Training / Activity#: Vaccine Management Training Training Location: Aden/ Mukalla Number of Days : 3/ 3 Number of Trainees: 31/ 23 The objective of this consultancy is to conduct the Vaccine and Cold Chain Management Training to ensure that administrative and technical staff can manage inventory and maintain vaccine quality through sound cold chain practices. 2.2 Scope and focus of work The consultant will need to carry out the following: Preparation of Technical Training Materials: Develop manuals on Inventory Management (Receipt, storage, distribution, balance). Space Planning within cold rooms for optimal air flow. Alarm Response Protocols and Logistical Emergency Plans (vaccine transfer, cold box usage, total system failure procedures). Standardized templates for daily temperature logs and vaccine handling records. Guide for the Shake Test and reading VVM indicators. Inventory and Quality Management Training: Vaccine classifi cation (Categories A to F) and arrangement to avoid "unsafe zones" (e.g., keeping freeze-sensitive vaccines away from cold air outlets). Analyzing Data Logger records to ensure storage quality. Correct receiving procedures (VVM check, temperature verifi cation, visual inspection). Temperature Monitoring and Alarm Response: Training on digital/analog monitoring devices. Developing an alarm response protocol: defi ning responsibilities and determining "critical" temperatures requiring technical intervention. Emergency packing techniques using Cold Boxes and Ice Packs during total system failure. 2.3 Requested outputs and deliverables Integrated technical training package (PowerPoint, simplifi ed manuals, checklists, fault-fi nding charts). Materials must align with manufacturer specs and WHO/UNICEF standards. Ideal Load Layout diagrams for vaccines based on sensitivity. Record of commissioning protocols performed during practical sessions. Trainees must pass theoretical and practical evaluations with a minimum score of 80%. Final technical report including trainee performance evaluation and equipment sustainability recommendations. Given the Project s very limited scope and time, the total estimated work period is 4 weeks. 4. About the job General objective: Ensure proper grants' management from inception phase to final reporting. Ensure compliance towards donors' regulations. Foster donors' network and support representation towards donors. Enhance donors' mapping and develop opportunities' development plans. Build on the partnerships' strategy of the Mission and support the reinforcement of SI's partnerships in Yemen both with national and INGOs The main challenges: The Yemen Mission has been working on an increased diversified resource mobilisation stratgey and is expected to potentailly have 5-6 new grants (CDCS Taiz, SDRPY Taiz, DG MENA Marib, DG MENA Taiz, FCDO, FRDL, SDC - Taiz) as well increasing new local partnerships (5-6), and two new consortia set ups, with SI being the lead.. Donors are not present in-Country and representation takes place remotely or through visits in Amman or other locations. Humanitarian funding is expected to decrease, while development donors have increasingly expressed interest to continue to support (e.g. EU, SDC). The push for cost-effectiveness pushes all INGOs towards consortia while the kicking in of the localization agenda imposes the development of local partnerships. Priorities for the 2/3 first months: 1) Steer the Partnership strategy with a decisive step towards implementation of new integrated approaches an consortia over 2026/27 2) Facilitate the development of key propositional concept notes to forward the mission strategy in particular towards development donors 3) Work on the development of a more sustainable Grants department (so far relying on international staff only) Security constraints: The security situation in Aden remains unstable and volatile notwithstanding the distance from frontlines.

Job Description

Roles & Responsibilities

I. GENERAL SCOPE The rapid adoption and expansion of information and communications technologies (ICTs) across public and private institutions have fundamentally transformed the way governments, businesses, and individuals interact. This ongoing digital transformation offers significant opportunities for economic growth, innovation, and improved service delivery, while simultaneously giving rise to complex legal, regulatory, and security challenges. In this context, the development, modernization, and effective implementation of e-transactions legislation have become a critical priority for governments worldwide to ensure legal certainty, trust, and security in digital environments. Across the Arab region, several countries have made notable progress in establishing legal frameworks governing e-transactions, trust services, data protection, cybersecurity, and related areas. Nevertheless, the continuous emergence of new digital applications such as cloud computing, mobile platforms, digital identity systems, and artificial intelligence (AI) has requested countries to continuously upgrade those laws to align with the best international practices and the evolving requirements of the digital age. At the global level, the UN continues to promote the responsible, inclusive, and trustworthy use of emerging technologies in support of sustainable development. In September 2024, during the Summit of the Future, world leaders adopted the Pact for the Future, together with its annexes the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC underscores the importance of digital trust, secure and interoperable digital systems, and effective digital governance. These objectives depend fundamentally on robust e-transactions legislation that provides legal recognition to e-communications, signatures, trust services, and contracts mechanisms, thereby enabling safe participation in the digital economy. The UN ESCWA has a long-standing engagement in supporting its member States in the field of cyber legislation. In 2007, UN ESCWA published the study Models for Cyber Legislation in UN ESCWA Member Countries , which reviewed regional and international legal developments and introduced practical templates for assessing and reforming national cyber laws. The objective of those templates is to support Arab countries in drafting and harmonizing national cyber laws. Through its technical cooperation program, UN ESCWA remains committed to assisting member States in strengthening legal and institutional capacities related to the digital and emerging technologies. Recently, the Ministry of Telecom and Information Tech (MTIT) in Yemen requested UN ESCWA s advisory services to develop e-transactions and trust services law aligned with international standards and regional best practices. In response, UN ESCWA is engaging a qualified legal consultant to provide specialized expertise in the area of e-transactions and trust services, with a particular focus on the Yemeni legal and institutional context. The consultant shall use as primary reference frameworks the ESCWA Cyber legislation directives, UNCITRAL Model Law on Electronic Commerce (1996), the UNCITRAL Model Law on Electronic Signatures (2001), and the UNCITRAL Model Law on Electronic Transferable Records (2017), supplementing these with the EU eIDAS Regulation and relevant Arab country implementations. For the purposes of this consultancy, 'trust services' include: qualified electronic signatures and seals, electronic timestamps, electronic registered delivery services, website authentication certificates, and preservation services for electronic signatures, consistent with the eIDAS framework or its functional equivalent. This consultancy is part of a coordinated package of three inter-related legal instruments being developed simultaneously for Yemen: Access to Information Law, Personal Data Protection Law, and an e-Transactions and Trust Services Law. The consultant shall be aware of this broader legislative package and shall flag, in the drafting notes annex, any provisions in the assigned law that intersect with or depend upon the other instruments, to ensure coherence across the three laws. The provision of this advisory service, including the scope of work and expected outputs, is outlined in these Terms of Reference III. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report on e-transaction law. To produce the draft report, the consultant is requested to conduct, among others, the main following tasks: 1. Benchmarking and Best Practices Review current national laws related to digital and emerging technologies in Yemen; Review best regional and international practices in e-Transaction and trust services law (at least 2 selected regional and 2 international cases) and justification for case selection provided in the report; 2. Stakeholder Engagement Identify main national stakeholders, hold, in coordination with MTIT, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; Contribute to sectoral workshops to discuss needs and priorities, if needed; Discuss priorities and needs with MTIT and ESCWA; Document findings, priorities, and challenges. 3. Situational analysis Analyze existing legislation, and regulatory frameworks; Conduct a comprehensive gap analysis; 4. Law Development Draft a suggested law based on national needs, gap analysis, international/ regional best practices, and ESCWA template for cyber legislations.

Desired Candidate Profile

An advanced university degree in law or a related field is required.

Job Description

Roles & Responsibilities

I. GENERAL SCOPE The widespread adoption of information and communications technologies (ICTs) across public and private institutions has made the establishment of comprehensive cyber and data related legislation imperative. In the Arab region, many countries have made progress in developing cyber laws; however, the rapid evolution of digital services such as cloud computing, artificial intelligence (AI), platform economies, and cross border data flows continues to outpace existing legal frameworks. To fully harness the benefits of digital transformation while addressing risks related to privacy, security, and misuse of data, Arab countries are encouraged to develop and modernize their legislative frameworks to meet the demands of the digital age. At the global level, the UN promotes responsible, inclusive, and trustworthy use of digital and emerging technologies in support of sustainable development. In September 2024, world leaders adopted the Pact for the Future during the Summit of the Future, together with its annexes: the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC places strong emphasis on digital trust, effective digital governance, and the protection of human rights in the digital environment. Through its technical cooperation program, UN ESCWA continues to support member States in strengthening legal, institutional, and regulatory capacities related to digital and emerging technologies, including data protection and regulatory oversight. Recently, the Ministry of Telecommunications and Information Technology (MTIT) in Yemen has requested UN ESCWA s advisory services to support the development of a personal data protection law aligned with international standards and regional best practices. Such a law would contribute to strengthening trust in digital services, protecting individuals rights, and supporting Yemen s broader digital transformation efforts in line with global developments, including the principles set out in the GDC. In response, UN ESCWA is engaging a qualified legal consultant to provide specialized expertise in personal data protection, with specific attention to the Yemeni legal and institutional context. Yemen's ongoing conflict and fragile institutional environment require that the draft law include a realistic implementation sequencing recommendation, identifying which provisions can be operationalized in the near term and which require institutional prerequisites, such as the establishment of a data protection authority. The consultant shall draw on established international frameworks including the EU General Data Protection Regulation (GDPR), the OECD Guidelines on the Protection of Privacy and Transborder Flows of Personal Data (2013 revision), the Council of Europe Convention 108+, and the Arab League's draft model data protection law, selecting and adapting provisions appropriate to Yemen's legal, institutional, and developmental context. Law Development Draft a suggested law based on national needs, gap analysis, international/regional best practices, and ESCWA template for cyber legislations. The draft Personal Data Protection Law (PDPL) shall include, at a minimum: o Preamble, objectives, and guiding principles (including lawfulness, fairness, transparency, purpose limitation, data minimisation, accuracy, storage limitation, integrity, and confidentiality); o Definitions and material/territorial scope of application (including extraterritorial reach, where applicable); o Legal bases for processing personal data, including consent, contractual necessity, legal obligation, vital interests, public interest, and legitimate interests, with specific conditions for validity of consent; o Special categories of personal data (sensitive data) and rules governing their processing, including additional safeguards;

Desired Candidate Profile

An advanced university degree in law or a related field is required. More than 300 species of reef-building corals and 1,300+ species of fish inhabit the Red Sea–Gulf of Aden region, alongside ~170 bird species, 20 species of marine mammals, and countless invertebrates . Yemen’s shores provide critical nesting and feeding grounds for endangered five sea turtle species as well as vital stopover sites for seabirds and habitat for charismatic species like dolphins and reef sharks. Such natural wealth underpins the global conservation value of Yemen’s southern coast, marking it as an ecological hotspot that contributes significantly to the planet’s marine and coastal biodiversity heritage .

Equally important is the role of these coastal and marine ecosystems in bolstering climate resilience and sustainable development for the region. Fringing coral reefs and mangrove-lined bays serve as natural storm barriers, protecting coastal communities from erosion and extreme weather by dissipating wave energy. In addition, healthy wetlands and coral reefs stabilize coastal line and sustain water quality, while extensive seagrass beds and coral nurseries support fisheries that are the lifeblood of local livelihoods. Indeed, Indigenous Peoples and Local Communities (IPLCs) along this coastline have for generations depended on artisanal fisheries (supporting ~1.7 million people and employing 20% of coastal population) and mangrove wood harvesting for their sustenance and economic well-being. Many coastal villages derive their primary income and food security from the sea, meaning that intact ecosystems are directly tied to community resilience and cultural heritage . Moreover, community-led ecotourism initiatives are increasingly offering alternative livelihood opportunities that both generate income and reinforce economic importance of coastal and marine ecosystems.

Yemen’s coastal ecosystems, despite their high conservation, economic and adaptation value, face escalating threats requiring urgent, targeted interventions. Habitat loss and degradation are already severe: e.g., mangrove cover in parts of the Red Sea and Gulf of Aden has plummeted from approximately 40 km² in the late 1900s to around 19 km² by 2019, driven by logging, coastal construction, and unsustainable development . Overexploitation of marine resources continues unabated, depleting fish, invertebrate, and shark populations, and undermining marine ecosystem health: e.g., fish catches in Yemen have dramatically dropped—from approximately 400,000 tons in 1993 to just 50,000 tons in 2023 . Pollution further intensifies these pressures, including oil spills from tankers and plastic and solid waste accumulation on beaches, in mangroves, and lagoons. Meanwhile, climate change compounds these threats. Warming seas are fueling unprecedented coral bleaching affecting approximately 35% of the coral reefs in the Yemen waters . Additionally, rising sea levels are projected to inundate Yemen’s coastal landscapes, with up to 0.2 m of rise by 2050 and 0.67 m by 2100 in key areas like Aden, threatening mangroves, wetlands, infrastructure, and freshwater supplies .

Yemen’s ability to address coastal biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions, limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. There are no Protected Areas established and no ongoing conservation initiatives in the Yemen’s southern coastline spanning Shabwah, Hadramaut, Lahj, and Taiz governorates.

Without swift action, the region could suffer irreversible loss of species and the collapse of services that buffer communities from climate extremes. This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. The proposed initiative is designed as a timely response that aligns with the Kunming–Montreal Global Biodiversity Framework (GBF) Targets: it will promote integrated spatial planning (Target 1) to curb biodiversity loss, drive coastal ecosystem restoration of degraded mangroves, and lagoons (Target 2), expand conserved areas and ecological connectivity along the coast (Target 3) and ensures that conservation is coupled with the sustainable use of biodiversity by IPLCs (Target 5).

The GBFF project Objective and Strategies

The suggested project Objective is to enhance biodiversity conservation in Yemen’s coastal governorates (Shabwah, Hadramaut, Lahj, and Taiz) by establishing protected area network, restoring critical coastal ecosystems, and empowering local communities. The Objective is going to be achieved through implementation of four project strategies (Components):

Component 1: Strengthening coastal and marine ecosystem conservation in Yemen through the establishment of new Protected Areas;

Component 2: Restoration of coastal ecosystem having high biodiversity conservation, economic, and adaptation value;

Component 3: Blue and green livelihoods for coastal IPLCs contributing to biodiversity conservation and ecosystem restoration; and

Component 4: Awareness campaign, knowledge management, and lessons learning.

UNDP seeks to recruit an Admin and Finance Associate to support the implementation of the project described above.

2- Scope of Work

Under the direct supervision of the Project Manager, the Admin & Finance Associate will provide support and services ensuring high quality, accuracy, and consistency of work.
Project Description

Yemen’s southern coastline (spanning Shabwah, Hadramaut, Lahj, and Taiz governorates) is of immense global and regional ecological importance. This coastal zone lies at the confluence of the Red Sea and the western Indian Ocean, forming part of a globally significant marine ecosystem renowned for its rich mosaic of habitats, high species diversity, and many endemic species . Its waters sustain vibrant coral reefs, extensive seagrass beds, and scattered mangrove forests, which collectively harbor extraordinary biodiversity.

Component 1: Strengthening coastal and marine ecosystem conservation in Yemen through the establishment of new Protected Areas;

Component 2: Restoration of coastal ecosystem having high biodiversity conservation, economic, and adaptation value;

Component 3: Blue and green livelihoods for coastal IPLCs contributing to biodiversity conservation and ecosystem restoration; and

Component 4: Awareness campaign, knowledge management, and lessons learning.

Office/Unit/Project Description

Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture.

Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches.

According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas.

As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services.

This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.

The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. The Gender Analyst will therefore be expected to ensure gender mainstreaming coherence across this portfolio, working collaboratively with gender focal points and technical teams across all three projects to maximize synergies and avoid duplication.

Gender equality is a significant objective across all components of this project and engagement, and empowerment of women is key to achieving the aimed results.

2. Scope of Work

The primary objective of the position is to provide technical leadership and advisory support to ensure that gender equality, women's empowerment, and social inclusion are effectively mainstreamed across the Integrated Resilience and Governance Programme in Yemen and related portfolio projects (RESOLVE, LoG4ABD, and SANABEL), ensuring that gender-responsive approaches are integrated throughout project design, implementation, monitoring, reporting, and knowledge management.

Provides technical leadership and coordination support, focusing on the achievement of the following functions:

1. Gender Mainstreaming and Technical Advisory

Lead the integration of gender equality and women's empowerment across all project components, ensuring interventions are gender-responsive and aligned with UNDP Gender Equality Strategy and corporate policies.

Provide technical guidance to project teams, Responsible Parties (RPs), consultants, and implementing partners on gender-sensitive programming across livelihoods, local governance, value chains, MSME development, climate-resilient agriculture, financial inclusion, and private sector engagement.

Review project documents, work plans, Terms of Reference, training materials, and implementation tools to ensure effective integration of gender and social inclusion considerations.

Identify opportunities to strengthen project interventions through practical and context-specific gender-responsive approaches that address the needs of women, youth, internally displaced persons (IDPs), persons with disabilities, and other vulnerable groups.

2. Gender Analysis, Monitoring, Evaluation, and Reporting

Lead the development and implementation of systems to collect, analyze, and report sex-, age-, and disability-disaggregated data across all project interventions.

Integrate gender indicators into Results-Based Management (RBM), monitoring and evaluation frameworks, and project reporting systems.

Conduct periodic gender analyses, assessments, and audits to evaluate the effectiveness of project interventions and recommend corrective measures where required.

Ensure all internal and external reports adequately reflect gender-related achievements, lessons learned, challenges, and recommendations in compliance with UNDP corporate requirements.

3. Capacity Development and Institutional Strengthening

Design and deliver capacity-building programmes, training workshops, coaching sessions, and awareness activities for project staff, Responsible Parties, government counterparts, contractors, local authorities, and other stakeholders on gender mainstreaming and social inclusion.

Develop practical tools, guidance notes, and gender mainstreaming resources to strengthen institutional capacity and support the integration of gender-responsive approaches throughout project implementation.

Support partners in institutionalizing gender-sensitive planning, implementation, monitoring, and reporting mechanisms.

4. Partnerships, Coordination, and Advocacy

Establish and maintain strategic partnerships with government institutions, women's organizations, civil society organizations, research institutions, private sector partners, and development agencies to promote gender equality and inclusive development.

Coordinate closely with UNDP gender focal points, project teams, and implementing partners to ensure harmonized implementation of gender-related activities across the portfolio.

Promote advocacy initiatives and facilitate dialogue to strengthen awareness and commitment to gender equality and women's economic empowerment among project stakeholders.

5. Knowledge Management and Communications

Identify, document, and disseminate lessons learned, best practices, success stories, and innovative approaches related to gender-responsive programming.

Prepare knowledge products, publications, communication materials, and case studies highlighting project achievements and impacts.

Promote knowledge sharing across the RESOLVE, LoG4ABD, and SANABEL projects and contribute to UNDP corporate knowledge platforms and communities of practice.

6. Gender Equality, Social Inclusion, and Safeguards

Ensure gender equality, human rights, and Leave No One Behind (LNOB) principles are integrated throughout project planning, implementation, monitoring, and reporting.

Promote inclusive participation and equitable access to project benefits for women, youth, IDPs, persons with disabilities, and other marginalized groups.

Ensure project activities comply with UNDP's Gender Equality Strategy, Social and Environmental Standards (SES), and other relevant corporate policies and safeguard requirements.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

3. Institutional Arrangement

Under the direct supervision of the UNDP Project Manager for Integrated Resilience and Governance Programme in Yemen and in close collaboration with the project team, Responsible Parties (RPs), the LoG4ABD and SANABL project teams, gender focal points across the portfolio and the UNDP Country Office, the Gender Analyst will provide technical leadership to ensure that gender equality and women's empowerment are systematically integrated across all project components and across the broader RESOLVE-LoGABD-SANABEL projects within the portfolio. Moving beyond symbolic inclusion, the analyst will embed gender mainstreaming into the very fabric of operational practice, advising on the design and implementation of interventions—from agricultural support and value chain development to microfinance, local governance strengthening, public financial management, climate-resilient agriculture and private sector engagement—so that they are explicitly responsive to the distinct barriers, needs, and capacities of women, men, youth, IDPs, persons with disabilities and displaced populations. This involves proactively identifying opportunities to strengthen project activities, developing tailored tools and frameworks for partners, and championing realistic, context-sensitive gender strategies that can adapt to Yemen’s fluid operating environment while driving measurable progress toward gender equality outcomes.

4.
