Translate it into local language, if required.</span></li> <li><span>Collaborate with program staffs on project related monitoring and accountability routine activities; PRIME reporting and indicator performance tracking.</span></li> <li><span>Organize frequent field visit to monitor project Quality Benchmarks and observations and reports to concerned project management team based on quality and accountability findings and incorporate inputs from project team in action agreed plan.</span></li> <li><span>Support project staff to strengthen joint planning and monitoring with stakeholders.</span></li> <li><span>Contribute to the quality of project design – reviewing log-frames, results frameworks, project plan, strategic plans, MEAL Plan, etc.</span></li> <li><span>Technical support in collecting quality data and analysis against the performance indicators and targets on periodic basis</span></li> <li><span>Ensure the quality of reporting data and verify those data and information from sources periodically on sample basis.</span></li> <li><span>Carry out follow-up monitoring visits to materialize agreed action in the action plan; also maintain Monitoring-Action Plan Tracker' at field level.</span></li> <li><span>Maintain close coordination with MEAL Coordinator on Quality and Accountability issues. Share all information (monitoring reports, FRM database preliminary inquiry reports) with MEAL Coordinator.</span></li> <li> <p><span><strong><u>B. Evaluation:</u></strong></span></p><br></li> <li><span>Assist the MEAL team in all formative, operational, and contextual assessments and situation analysis reviews.</span></li> <li><span>Assist the MEAL team in preparing and conducting profile studies.</span></li> <li> <p><span><strong><u>C. Accountability:</u></strong></span></p><br></li> <li><span>Establish an effective functional system for complaints/feedback handling and response mechanisms at community level in the support of the MEAL Assistant.</span></li> <li><span>Ensure the Feedback Response Mechanisms are functional and accessible to beneficiaries.</span></li> <li><span>Develop regular accountability trend analysis of feedback at organizational level and share it with program team as per protocols.</span></li> <li><span>To assist MEAL Coordinator in carrying out preliminary first verification report in case of serious nature of complaints filed by beneficiaries/communities and support for investigation of that types of complaints as per FRM protocol.</span></li> <li><span>On quality and accountability issues, share all information (monitoring reports, preliminary verification reports, etc)</span></li> <li><span>Share MEAL findings & FRM issues in each monthly meeting as defined in the protocol.</span></li></ul><p><span><strong><u>D. Learning:</u></strong></span></p><br><ul> <li><span>Assist the MEAL team in developing quality reports and findings.</span></li> <li><span>Ensure the key learning's are incorporated in upcoming plan and interventions.</span></li></ul><p><span><strong><u>E. <p>The RRM Coordinator shall be responsible for coordinating the RRM response implemented by partners. The primary function of the RRM Coordinator will be to ensure quality implementation of the RRM. The mechanism prepositions and distributes emergency lifesaving commodities to populations affected by new crisis within 72 hours of trigger. One of these services is Energy services. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to:</p><p>Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Carry out field visits to target facilities - which may include traveling to various governates- to:</li><ul><li>a. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. Since 2015, the country has experienced severe economic contraction, institutional fragmentation, and declining public sector capacity, further exacerbating vulnerabilities across key sectors.</p><br> <p>Public institutions under the Internationally Recognized Government (IRG) continue to face major challenges, including weakened governance systems, limited institutional capacity, fragmented administrative structures, and increasing fiscal pressures. These challenges have affected the government’s ability to deliver services efficiently, implement reforms, and respond to evolving development priorities.</p><br> <p>Critical public systems—including public administration, statistical systems, public financial management (PFM), human resource management (HRM), and institutional coordination mechanisms—require substantial modernization to improve efficiency, transparency, accountability, and service delivery. Existing systems remain fragmented, largely manual, and constrained by outdated processes, weak infrastructure, and limited technical capacity.</p><br> <p>In response to these challenges, UNDP is implementing the project “Modernizing Public Institutions and Systems in Yemen (MPISY)” to support institutional strengthening and systems modernization across key government functions. The project aims to enhance institutional effectiveness, improve governance systems, strengthen public sector performance, and support sustainable capacity development toward increased national ownership and resilience.</p><br> <p>The project contributes to strengthening public institutions and enabling more effective, accountable, and responsive governance in Yemen.</p><br> <p><strong>Position Purpose</strong></p><br> <p>The Project Manager will lead the overall implementation, management, and coordination of the project “Modernizing Public Institutions and Systems in Yemen (MPISY).”The incumbent will report directly to the UNDP Programme Manager / Governance Team Leader and will be responsible for providing strategic, technical, and operational leadership to ensure successful project delivery.</p><br> <p>The Project Manager will work closely with government institutions, implementing partners, development partners, and relevant stakeholders to ensure coordinated implementation of project activities. This includes engagement with key ministries, public institutions, technical counterparts, and development partners supporting governance and institutional reform in Yemen.</p><br> <p>The Project Manager will oversee project personnel, consultants, and technical experts and ensure effective coordination across all project components, including institutional strengthening, systems modernization, capacity development, and governance reforms.</p><br> <p>The role requires strong leadership, stakeholder engagement, and adaptive management to deliver results in a complex and fragile operating environment.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.</p><br> <p><strong>Duties and Responsibilities</strong></p><br> <p>1.)
