<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><b>JOB PURPOSE</b>: WFP operations in the Southern Areas of Yemen are conducted in a highly complex, volatile, and high-risk operating environment. Protracted conflict, economic deterioration, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. In Government of Yemen (GoY) controlled areas, approximately one in two people experience acute food insecurity, as declining household purchasing power, inflation, and disrupted livelihoods leave millions unable to meet their basic food needs. Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency). Despite the harvest season, urgent needs are expected to persist from October December 2026, with 5.4 million people in IPC Phase 3 or above and deepening severity. The Head of Field Office will provide strategic leadership and overall management of field office operations, ensuring the effective and efficient use of human, financial, and operational resources to deliver high-quality programme activities aligned with the approved Interim Country Strategic Plan (ICSP and organizational policies. The role places a strong emphasis on fostering and sustaining strategic partnerships with government authorities, United Nations agencies, international non-governmental organizations (INGOs), and WFP cooperating partners within the area of responsibility to strengthen coordination, enhance operational effectiveness, and maximize programme impact. One of these services is Energy services. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to: Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with Our client guidelines and standards. This will include but not limited to: Carry out field visits to target facilities - which may include traveling to various governates- to: a. Inspect and verify the actual needs; b. Consult with the facility s management and administration about the expected needs. c. Cooperate with electrical engineer to identify the required space for system required components such as Solar PV panels, distribution and control boards, batteries, Diesel generators and fuel tanks. d. A full description of the target facility including its location (with GIS coordinates), existing capacity, functionality, provide photograph for the available areas for the required civil and steel structure either rooftop or on ground. b. AutoCAD drawings for the available areas presenting the south direction and azimuth, illustrating the proposed location and details for the panels, steel structure(s), Battey or Generator rooms. c. The design shall consider HSSE and aesthetic concerns. We engage in research, advocacy, and training to foster understanding and respect for IHL and for complementary rules of international law. <p>Develops, reviews, monitors, assesses and manages technical contracts for the provision of support services. Plans and prepares current cost estimates/budget implications and long-term forecasts of Organization s requirements for machinery, equipment, tools, materials, services, supplies, food aid and utilities. Monitors KPIs, designs business analytics reports for property, plant and equipment. Supervise asset management, property management and yearly financial report submission functions. Initiates actions for disposal of items including preparing asset disposal plan, case preparation for write off in accordance with Financial rules and delegation of authority. Undertakes market research and reviews best practices in contract development and adapts such practices to United Nation s (UN) requirements. Establishes and/or reviews mission requirements. Initiates actions to fulfill and control these requirements. Conducts technical survey visits both in start-up phase and during implementation to plan and ensure most efficient use of resources. Develops plans for redeployment of assets for intra and intra mission transfer when Missions are liquidated. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><br>Established in April 2019, the Humanitarian Hub in Marib City serves as a crucial center for aid operations in Yemen. It houses 9 UN agencies, providing office space and accommodation for UN personnel working in Marib, as well as short-term lodging for expatriate International Non-Governmental Organizations (INGO) staff when needed. The International Organization for Migration (IOM) maintains a substantial presence there, with 4 international and approximately 127 national staff members. They implement various activities, including health, WASH, shelter, and protection services for internally displaced persons and other vulnerable populations in Marib and nearby regions.<br>Under the overall supervision of the Chief of Mission and the direct supervision of the Field Coordinator (Liaison, Emergency & Recovery Programmes), the Hub Coordinator will be responsible for the management of the overall Humanitarian Hub in Marib.<br>Responsibilities<br>1. Support the coordination with partners and agencies regarding the day-to-day needs identification of the Humanitarian Hub.<br>2. Contribute to planning and provide practical recommendations to support the Hub s objectives.<br>3. Support the day-to-day operations of the Humanitarian Hub, ensuring facilities remain functional and well-maintained.<br>4. Coordinate the repair, maintenance, and installation of infrastructure, both conventional and temporary installations, with building contractor, procurement, and logistics; monitor contractor performance, checking adherence to agreed specifications and quality standards; and closely collaborate with logistics and procurement staff for the effective management of contracts.<br>5. Monitor cost recovery processes, closely collaborating with finance staff to ensure accurate and timely invoice processing.<br>6. Review proposals for additional requests for space and advise best practices for space standards within the Humanitarian Hub.<br>7.
