Ensure all team members and programme initiatives align with the strategy.</li><li>Lead development, harmonization, trainings, and roll out of SOPs, tools and guidelines with particular attention to setting standards for CVA in Yemen.</li><li>Provide regular technical support and guidance to Project Managers/Team Leaders, Specialists, and other relevant staff in both a structured manner and on a case by case basis.</li><li>Ensure compliance with DRC quality standards and procedures and alignment with global strategy, through regular coordination with colleagues in at Area Offices and Country Office level, proactively identifying risks and mitigation strategies related to economic recovery programming.</li><li>Coordinate with sector colleagues at RO and HQ levels as appropriate about relevant strategic and technical directions.</li><li>Complete regular field visits across the country to ensure technical oversight, capacity building and support, identify needs, and ensure quality programming.</li><li>Ensure that programming is integrated with other DRC sectors by closely working with other sector coordinators and relevant staff in the field, and to design integrated programming at coordination level whenever relevant.</li><li>Ensure strong information management and use of databases for information management and reporting, in coordination with IM and MEAL staff.</li></ul><p>Technical Line Management</p><ul><li>Technical support to the structure of the Economic Recovery (EcRec) team nationally, harmonization of sectoral job descirptions and participation in the recruitment of EcRec staff as required.</li><li>Identify technical gaps and support capacity building for technical staffs, upon checking available ressources at RO and HQ levels</li><li>Mentor and support the Economic Recovery team through regular one-to-one supervision and performance appraisals of technical line reports.</li><li>When necessary, and with approval of his/her line manager, provide stop-gap support in absence of PMs/TLs, in close coordination with senior national colleagues (identified by the PM before his/her absence)</li><li>Ensure the Economic Recovery Specialists provide regular trainings and supervision to activities and field teams to ensure quality project implementation.</li></ul><p>Programme Development, Coordination, and Oversight</p><ul><li>Lead design of project proposals (with associated budget recommendations, and indicators) in coordination with Area Manager, PMs, Specialists, MEAL and Grants unit.</li><li>Oversight and coordination of sectoral and integrated projects, mainly around food security (cash and in-kind assistance), decent livelihoods and financial inclusion, in coordination with Area Managers and PMs, Specialists and other relevant field staff.</li><li>Lead on developing assessments to inform evidence based planning and implementation and ensure that all economic recovery interventions are informed by market conditions.</li><li>Lead on the development of relevant and appropriate standard operating procedures (SOP) including defining beneficiary selection criteria and identification process, and oversee compliance to agreed standards and guidelines.</li><li>Map donor priorities within economic recovery sector and identify new opportunities, including to engage with new donors.</li><li>Provide technical leadership and review of all proposals and reports and other relevant sector-specific donor communications.</li><li>Lead on Economic Recovery program review meetings and contribute to other program review meetings as necessary (Grant Opening, Review, & Close Out Meetings).</li><li>Technical advice on sector related budget budget development and/or realignments, in coordination with PMs, Specialists and Area Managers or Base Managers.</li></ul><p>Quality Assurance</p><ul><li>Oversight of overall program implementation progress and quality; identification, resolution and/or escalation of issues.</li><li>Work with MEAL to develop harmonized tools and databases to monitor and track efficiency and quality of programming and improve information management within the sector focal points.</li><li>Work closely with MEAL in design, implementation, and evaluation of sector-level programming.</li><li>Coordinate with MEAL to ensure accountability mechanisms are established for programming.</li><li>Capture best practices and lessons learned from the monitoring and evaluation results and analysis, and use them to enhance programme quality, effectiveness, and efficiency.</li></ul><p>Coordination and Donor Engagement</p><ul><li>Lead participation at Clusters, including direct participation at the national level and coordination of representation at the sub-national level. The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water and energy sources, relying on alternate service providers, and community-based service delivery initiatives to address the shortfall. Physical damage to infrastructure and the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, which are often interrelated. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms. About the mission SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. About the job General objective: The Grants and Partnership Manager will ensure the follow-up of the grants for the country office and ensure the compliance with the Donor Regulations. The role will be also to support the CO in the external communication for various audiences. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><b>JOB PURPOSE</b>: WFP operations in the Southern Areas of Yemen are conducted in a highly complex, volatile, and high-risk operating environment. Protracted conflict, economic deterioration, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. In Government of Yemen (GoY) controlled areas, approximately one in two people experience acute food insecurity, as declining household purchasing power, inflation, and disrupted livelihoods leave millions unable to meet their basic food needs. Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency). Despite the harvest season, urgent needs are expected to persist from October December 2026, with 5.4 million people in IPC Phase 3 or above and deepening severity. The Head of Field Office will provide strategic leadership and overall management of field office operations, ensuring the effective and efficient use of human, financial, and operational resources to deliver high-quality programme activities aligned with the approved Interim Country Strategic Plan (ICSP and organizational policies. The role places a strong emphasis on fostering and sustaining strategic partnerships with government authorities, United Nations agencies, international non-governmental organizations (INGOs), and WFP cooperating partners within the area of responsibility to strengthen coordination, enhance operational effectiveness, and maximize programme impact. The incumbent will report directly to the Head of operations and will be responsible for the following tasks and responsibilities. Leadership & Management Provide overall management and strategic guidance to the Field Office.
