The SDO will lead the development and implementation of robust data workflows across research cycles, ensuring statistical rigour, methodological soundness, and operational efficiency. A collaborative mindset, ability to communicate technical concepts clearly to non-technical stakeholders, and a solution-oriented attitude are essential to success in this role. <b>RESPONSIBILITIES </b>The Senior Data Officer is responsible for the following: RESEARCH CYCLE MANAGEMENT AND TECHNICAL LEADERSHIP • Serve as the mission s technical focal point for quantitative methodology, statistical validity, and data reliability across all research cycles. • Lead on the development of sampling design in coordination with assessment and GIS teams, ensuring relevance to research objectives and field realities. • Act as the focal point for the IMPACT Kobo server, managing all Yemen mission projects, including tool design, deployment, and troubleshooting. • Provide training and technical guidance to assessment teams and junior data staff on data cleaning, management, and statistical best practices. DATA MANAGEMENT AND ANALYSIS • Manage and maintain R-based pipelines for data cleaning, transformation, and analysis, ensuring replicable and well-documented workflows. • Oversee the design and the implementation of the data cleaning and validation processes. • Lead the development and execution of analysis scripts, and contribute to the automation of recurring data processing tasks. INFORMATION MANAGEMENT AND PRODUCT DEVELOPMENT • Translate analysis findings into accessible and insightful data outputs, including summary statistics, visualizations, dashboards, and interactive tools. • Collaborate with assessment and GIS teams to support the development of high-quality deliverables (e.g., factsheets, briefs, interactive maps). • Provide ongoing technical support to internal teams and external stakeholders, including tailored analysis, data interpretation guidance, and capacity strengthening where needed. • Ensure that data outputs are aligned with IMPACT s internal quality standards and support decision-making in the response. <p>Mercy Corps has developed a Crisis Analysis function to support our programming in the most complex contexts, including Syria, Lebanon, Palestine, Ukraine, and others. The Crisis Analysis supports Mercy Corps in-country programming as well as the wider humanitarian response in the region through the provision of quality, timely and relevant analytical products. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><b>JOB PURPOSE</b>: WFP operations in the Southern Areas of Yemen are conducted in a highly complex, volatile, and high-risk operating environment. Protracted conflict, economic deterioration, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. In Government of Yemen (GoY) controlled areas, approximately one in two people experience acute food insecurity, as declining household purchasing power, inflation, and disrupted livelihoods leave millions unable to meet their basic food needs. Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency). Despite the harvest season, urgent needs are expected to persist from October December 2026, with 5.4 million people in IPC Phase 3 or above and deepening severity. The Head of Field Office will provide strategic leadership and overall management of field office operations, ensuring the effective and efficient use of human, financial, and operational resources to deliver high-quality programme activities aligned with the approved Interim Country Strategic Plan (ICSP and organizational policies. The role places a strong emphasis on fostering and sustaining strategic partnerships with government authorities, United Nations agencies, international non-governmental organizations (INGOs), and WFP cooperating partners within the area of responsibility to strengthen coordination, enhance operational effectiveness, and maximize programme impact. <p><b>About the job</b></p><p><br></p><p>Overall purpose of the role:</p><p><br></p><p>The Deputy Chief of Party (Programmes) will provide strategic leadership and oversight of the implementation of the Cash Consortium of Yemen (CCY) programme, ensuring the effective, efficient and harmonised delivery of Multi-Purpose Cash Assistance (MPCA) and livelihoods interventions across Yemen. Reporting to the Chief of Party, the DCOP will be responsible for translating the consortium's strategic objectives into high-quality programme implementation, while maintaining the technical excellence, consistency and accountability that define the CCY approach.</p><p><br></p><p>The DCOP will oversee the consortium's programme delivery functions, providing direct supervision to the MEAL, Information Management and Economic Recovery teams to ensure integrated programme management, evidence-based decision-making and adaptive programming.
