<p>The TFM is responsible for all operational aspects of his/her assets including the following.</p>
<p>Technical responsibilities and oversight</p>
<ul>
<li>Responsible for daily management and supervision of operational activity, ensuring safety and quality of EOD and MMC operations.</li>
<li>Supports the HDP Operations Manager in the planning and tasking of operational assets.</li>
<li>Manages, mentors and supervises national staff ensuring that they carry out their duties in a responsible manner. Ensure all teams are fully compliant with IMAS, NMAS & DRC HDP SOPs.</li>
<li>Delivers and monitors training to build capacity within the national staff in consultation with the OM.</li>
<li>Regularly conducts internal quality assurance of EOD providing corrective action where necessary.</li>
<li>Daily reporting of all HDP activities to OM and IM unit.</li>
<li>Monitor and analyse productivity and report back with recommendations for improvement</li>
<li>Supports the process of accreditation of DRC HDP in xx country according to legislative requirements, as required.</li>
<li>Assists the OM in the revision of National Standards and DRC HDP SOPs.</li>
<li>Advice, assists and guides other DRC sector staff to mitigate mine and ERW risks when operating in contaminated areas, as required.</li>
<li>Implement security measures in accordance with the security plan and coordinate with the OM.</li>
<li>Support capacity building of national partners through training and mentoring.</li>
<li>Ensure that priorities set by the programme, and NMAA are met, and the requirements of the donors and beneficiaries are taken into consideration</li>
</ul>
<p>Logistics</p>
<p>The TFM is to ensure the logistic requirements for his/her assigned assets are planned for and correctly managed. Specifics are as follows:</p>
<ul>
<li>Ensure the serviceability of equipment for assigned tasks.</li>
<li>Ensure timely replacement of defective equipment for assigned tasks.</li>
<li>Ensure long-term planning for equipment that has expiry restrictions.</li>
<li>Follow up on requisitions to HQ for his/her assigned tasks.</li>
<li>Ensure damage and losses are reported correctly.</li>
<li>Ensure logistic procedures between the field and HQ are being followed.</li>
<li>Be the Logistic focal point to coordinate with the Logistics Manager in HQ for his /her assigned tasks.</li>
<li>Assist the OM and Logistics Manager in developing plans for maintenance and turnover of operational equipment.</li>
</ul>
<p>Administration / Human Resources</p>
<p>The TFM is responsible for monitoring various aspects of admin and HR of his/her operational assets including the following:</p>
<ul>
<li>Discipline and welfare of assigned staff including Code of Conduct, absenteeism and determining the root cause and effect on operations.</li>
<li>Ensure correct staff levels are maintained for tasks.</li>
<li>Identify staff that have potential for advancement and make recommendations to the OM.</li>
<li>Conduct annual appraisal of staff as directed by the OM.</li>
<li>Document staff work and leave records on a monthly basis.</li>
<li>Facilitate the recruitment of field-based staff in your field location.</li>
</ul>
<p>Finance, the TFM is to monitor the financial aspects of his/her operations with the following responsibilities.</p>

<li>Ensure correct financial procedures are followed at field level.</li>
<li>Verify and sign all field vouchers and payments at field level.</li>

GENERAL SCOPE The rapid adoption and expansion of information and communications technologies (ICTs) across public and private institutions have fundamentally transformed the way governments, businesses, and individuals interact. This ongoing digital transformation offers significant opportunities for economic growth, innovation, and improved service delivery, while simultaneously giving rise to complex legal, regulatory, and security challenges. In this context, the development, modernization, and effective implementation of e-transactions legislation have become a critical priority for governments worldwide to ensure legal certainty, trust, and security in digital environments. Across the Arab region, several countries have made notable progress in establishing legal frameworks governing e-transactions, trust services, data protection, cybersecurity, and related areas. Nevertheless, the continuous emergence of new digital applications such as cloud computing, mobile platforms, digital identity systems, and artificial intelligence (AI) has requested countries to continuously upgrade those laws to align with the best international practices and the evolving requirements of the digital age. At the global level, the UN continues to promote the responsible, inclusive, and trustworthy use of emerging technologies in support of sustainable development. In September 2024, during the Summit of the Future, world leaders adopted the Pact for the Future, together with its annexes the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC underscores the importance of digital trust, secure and interoperable digital systems, and effective digital governance. These objectives depend fundamentally on robust e-transactions legislation that provides legal recognition to e-communications, signatures, trust services, and contracts mechanisms, thereby enabling safe participation in the digital economy. The UN ESCWA has a long-standing engagement in supporting its member States in the field of cyber legislation. In 2007, UN ESCWA published the study Models for Cyber Legislation in UN ESCWA Member Countries , which reviewed regional and international legal developments and introduced practical templates for assessing and reforming national cyber laws. The objective of those templates is to support Arab countries in drafting and harmonizing national cyber laws. Through its technical cooperation program, UN ESCWA remains committed to assisting member States in strengthening legal and institutional capacities related to the digital and emerging technologies. Recently, the Ministry of Telecom and Information Tech (MTIT) in Yemen requested UN ESCWA s advisory services to develop e-transactions and trust services law aligned with international standards and regional best practices. In response, UN ESCWA is engaging a qualified legal consultant to provide specialized expertise in the area of e-transactions and trust services, with a particular focus on the Yemeni legal and institutional context. The consultant shall use as primary reference frameworks the ESCWA Cyber legislation directives, UNCITRAL Model Law on Electronic Commerce (1996), the UNCITRAL Model Law on Electronic Signatures (2001), and the UNCITRAL Model Law on Electronic Transferable Records (2017), supplementing these with the EU eIDAS Regulation and relevant Arab country implementations. For the purposes of this consultancy, 'trust services' include: qualified electronic signatures and seals, electronic timestamps, electronic registered delivery services, website authentication certificates, and preservation services for electronic signatures, consistent with the eIDAS framework or its functional equivalent. This consultancy is part of a coordinated package of three inter-related legal instruments being developed simultaneously for Yemen: Access to Information Law, Personal Data Protection Law, and an e-Transactions and Trust Services Law. The consultant shall be aware of this broader legislative package and shall flag, in the drafting notes annex, any provisions in the assigned law that intersect with or depend upon the other instruments, to ensure coherence across the three laws. The provision of this advisory service, including the scope of work and expected outputs, is outlined in these Terms of Reference III. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report on e-transaction law. To produce the draft report, the consultant is requested to conduct, among others, the main following tasks: 1. Benchmarking and Best Practices Review current national laws related to digital and emerging technologies in Yemen; Review best regional and international practices in e-Transaction and trust services law (at least 2 selected regional and 2 international cases) and justification for case selection provided in the report; 2. </ul><br><br>The experience we're looking for <br><ul>
<li>Passion for all things digital media and proven hands-on experience in planning & buying successful paid social, programmatic and search campaigns. (Min. 5 years of in-platform experience)</li>
<li>Demonstrate strong understanding of either/or programmatic DSPs (DV360, TTD, Amazon, e-retailer DSPs etc), Social (Meta, TikTok etc), Search (Google ads, Bing ads).</li>
<li>Demonstrate strong understanding of other tech platforms such as CM360, DoubleVerify, GA4.</li>
<li>Experience in stakeholder management with excellent communication skills, both verbal and written and a poiser presenter.</li>
<li>A desire to grow your knowledge of digital marketing platforms and champion being a subject matter expert.</li>
<li>Excellent organization skills with the ability to prioritize tasks (your own and the teams) based on deliverables. You will be responsible for junior member’s output. </li>
<li>Strong analytical skills and a natural affinity for numbers is key. You must be able to analyse raw data, draw conclusions and develop actionable recommendations as needed.</li>
<li>Experience in managing teams, setting objectives, aiding with task prioritisation, and leading by example.</li>

As a member of the Senior Management Team, the role will drive programme quality, strategic planning, fundraising and innovation while working closely with the Country Director, programme teams, technical advisors and external stakeholders.</p><p>Your Responsibilities</p><p>This role includes the following responsibilities.</p><ul><li>Provide strategic leadership and direction to the country programme, supporting the development and implementation of Yemen s country strategy and strengthening cross-functional collaboration.</li><li>Oversee programme implementation and budget management, ensuring high-quality, timely and compliant delivery of projects in line with donor requirements and organizational standards.</li><li>Lead programme development and fundraising efforts, supporting the design of evidence-based, innovative and impactful proposals and interventions.</li><li>Strengthen MEAL, programme quality and risk management systems to ensure accountability, learning, compliance and continuous improvement across the portfolio.</li><li>Manage and develop programme teams while representing Relief International with donors, partners and coordination forums.</li></ul><p>This role includes regular travel within Yemen (approximately 50%).</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><h2>About You</h2><p>You will bring the following experience and skills.</p><ul><li>Master s degree in a relevant field, or a bachelor s degree with equivalent professional experience.</li><li>Substantial proven experience providing senior leadership and programme oversight within humanitarian and/or development contexts.</li><li>Strong experience managing institutional donor-funded programmes, including grants from donors such as USG, ECHO, EU, FCDO and UN agencies.</li><li>Demonstrated expertise in programme development, project management, strategic planning, coordination and operational oversight.</li><li>Excellent interpersonal, communication, external representation and stakeholder management skills.</li><li>Proven experience leading, managing and developing diverse teams in complex environments.</li><li>Fluency in English is essential.</li><li>Experience working in conflict-affected settings, previous experience in Yemen or the Middle East, strategic planning and change management expertise, and Arabic language skills are desirable.</li></ul><p>Research shows that women and people of colour are less likely to apply to jobs unless they meet every single requirement.
