<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Overview of position Our client is undertaking a project that aims to restore access to critical urban service in selected cities within the Republic of Yemen under Yemen Integrated Urban Services Emergency Project Phase two (YIUSEP-II) . One of these services is Energy services. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to:</p><p>Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Carry out field visits to target facilities - which may include traveling to various governates- to:</li><ul><li>a. Inspect and verify the actual needs;</li><li>b. Consult with the facility s management and administration about the expected needs.</li><li>c. Cooperate with electrical engineer to identify the required space for system required components such as Solar PV panels, distribution and control boards, batteries, Diesel generators and fuel tanks.</li><li>d. Cooperate with the electrical engineer to Identify possible cable routs and any possible obstacles.</li><li>e. Instruments. The engineer shall be familiar with measurement instruments and apparatus required for such assignment including Surveying Equipment such as TOTAL STATIONS.</li></ul><li>Prepare appropriate civil and steek structural designs for target facilities based on proposed energy system either solar or gensets - and according to site suitability. This will include the following:</li><ul><li>a. A full description of the target facility including its location (with GIS coordinates), existing capacity, functionality, provide photograph for the available areas for the required civil and steel structure either rooftop or on ground.</li><li>b. AutoCAD drawings for the available areas presenting the south direction and azimuth, illustrating the proposed location and details for the panels, steel structure(s), Battey or Generator rooms.</li><li>c. The design shall consider HSSE and aesthetic concerns.</li></ul><li>Provide technical and administrative support throughout all stages of designing processes and respond for any inquiries and modification requests from design review team through UNOPS energy specialist until getting final approval and design certificate.</li><li>Working in coordination with UNOPS Renewable Energy Coordinator, City Engineers and Social Safeguard Officer.</li><li>The consultant will prepare and deliver the required documents in a professional way within specified working period which will include but not limited to:</li><ul><li>- Technical assessment report.</li><li>- High quality digital photographs.</li><li>- AutoCAD detailed design using approved layout templates.</li><li>- Sizing Calculation sheets.</li><li>- Bill of Quantities (BOQ), including detailed specifications and cost estimation.</li></ul><li>All team s members shall working side by side and perform all tasks assigned cooperatively.</li><li>Protecting the confidentiality of work.</li><li>Any additional duties required as needed within the scope of the project.</li></ul><p>Project Supervising: The minimum criteria in regard to the duties responsibilities and expectations of the supervising during the implementation phase of the hybrid solar system project in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Responsible for all QC activity on site, performing QC Assessments of work by Technicians.</li><li>Conduct on- site observations to assure conformance with the contract documents regarding work, materials and equipment.</li><li>Arrange and attend field observations where issues of conformity with approved design and specifications arise.</li><li>Make sure that the contractor is adhering the minimum safety and quality policies and procedures.</li><li>Review shop drawings and advise of any significant changes required.</li><li>Issue field instructions for correction of any work that does not conform to the approved contract documents, and if needed, Request change orders when required for review, discussion and approval.</li><li>Review the project file maintained on the site by the Supplier/contractor to ensure that the necessary tests have been performed and the results were satisfactory, issue remedial instructions if the test results were found unsatisfactory.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>Key competencies 4. Qualifications and Experience a. Education University degree in Civil engineering. b. Work Experience More than 6 years working experience in project assessment, design supervising and management experience in civil and steel structural design and implementation is essential. Experience in the usage of computers and software packages (Structural design software, Autodesk AutoCAD, Microsoft office). Very Good Knowledge in written and oral of English and Arabic languages is required. c. Key Competencies Excellent oral and written communication skills. The ICLA and Protection Officer Yemen Aden is responsible for leading and coordinating implementation of programme activities in the designated areas of operation. Resource Pools (hereafter pool) gather staff in one common team which is organised and managed (but not necessarily physically located) at Head Office. Although the consultant will primarily work remotely or from the Aden office, the position will involve at least indirect contact with children and/or young people through program-related activities, data collection, communications, interviews, and advisory support. The consultant may also be responsible for tasks that influence or support child safeguarding processes, including reviewing safeguarding measures, contributing to risk assessments, or supporting vetting procedures for personnel involved in child‑related programming. Background and Rationale</strong></span><p>Save the Children has worked in Yemen for over 60 years, reaching millions of children and families since its inception, including more than 11.7 million people since the conflict began in 2015. Using a rights-based, child-focused approach, the organisation delivers comprehensive support across child protection, education, health and nutrition, food security and livelihoods (FSL), and water, sanitation and hygiene (WASH). Its community-centred model priorities local leadership, inclusive participation, and meaningful engagement with children, adolescents, and their families, while promoting sustainability through locally driven solutions designed to create long-term impact.</p><br><p>The organisation maintains a strong operational presence in Internationally Recognized Government (IRG)-controlled areas such as Aden, Lahj, and Taiz, where humanitarian needs remain high alongside emerging development opportunities. A critical component of maintaining and expanding this programming is robust resource mobilization and new business development. Timely identification of funding opportunities, strategic donor engagement, and the development of high-quality proposals are essential to sustaining current programmes and scaling impactful initiatives across critical sectors.</p><br><span><strong>2. Role Purpose</strong></span><p>To provide dedicated specialist support to the Country Office's Resource Mobilization and New Business Development functions, focusing on funding information management, liaison with all parts of the Save the Children Alliance, donor engagement, in-country partnership development, and the development of high-quality concept notes and proposals.</p><br><p>The New Business and Proposal Development Specialist will act as a focal person for new business and proposal development processes, supporting the delivery of resource mobilization functions with emphasis on donor relationship management, scoping and identification of new funding opportunities, and development and submission of concept notes and proposals. This assignment is intended to strengthen the Country Office's proposal development capacity and support pursuit of strategic funding opportunities aligned with Yemen programming priorities.</p><br><span><strong>3. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency.</p><br> <p>RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance.</p><br> <p>LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds.</p><br> <p>SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. Despite the harvest season, urgent needs are expected to persist from October December 2026, with 5.4 million people in IPC Phase 3 or above and deepening severity. The Head of Field Office will provide strategic leadership and overall management of field office operations, ensuring the effective and efficient use of human, financial, and operational resources to deliver high-quality programme activities aligned with the approved Interim Country Strategic Plan (ICSP and organizational policies. The role places a strong emphasis on fostering and sustaining strategic partnerships with government authorities, United Nations agencies, international non-governmental organizations (INGOs), and WFP cooperating partners within the area of responsibility to strengthen coordination, enhance operational effectiveness, and maximize programme impact. The incumbent will report directly to the Head of operations and will be responsible for the following tasks and responsibilities. Leadership & Management Provide overall management and strategic guidance to the Field Office. Ensure Field office operations are effectively managed in accordance with WFP policies, procedures, and corporate standards. Overall management of human, financial, and administrative resources are efficiently utilized, with strong internal controls and compliance maintained. Ensure timely, high-quality programme implementation within budget and in line with the approved Interim Country Strategic Plan (ICSP), annual work plans, and donor requirements. Operational Coordination Oversee day to day Field Office programme activities including: Targeted Emergency Food Assistance (TEFA) Livelihoods/Resilience School feeding Nutrition programmes Logistics and warehouse operations Coordinate field-level emergency responses, assessments, or scale-ups as needed. Monitoring, Accountability & Protection Ensure programmes are delivered according to WFP standards, protection principles, and "Do No Harm" approaches. Ensure high-quality monitoring of activities (onsite/offsite), following WFP RAM standards. Strengthen protection mainstreaming, gender, disability inclusion, and AAP within field operations. Ensure functionality of hotlines, complaint mechanisms, and escalation pathways. Conduct field visits to distribution sites, warehouses, and partner locations. Use operational evidence to improve programme performance and decision-making. Ensure recommendations from monitoring, audits, complaints mechanisms, and evaluations are addressed. Administration, Budgeting & Compliance Oversee Field Office administrative functions including human resources, logistics support, travel, and petty cash. Ensure compliance with WFP rules, regulations, anti-fraud policies, and donor requirements. Ensure timely Field Office reporting (daily sitreps, weekly updates, M&E reports, partner performance). Security Management Act as Security Focal Point for the Field Office. Ensure full compliance with UNDSS and WFP security protocols. Maintain incident reporting, access analysis, and staff movement planning. Maintain accountability for the safety of WFP staff, operations, facilities, and assets, ensuring compliance with established security protocols and active participation in the Area Security Management Team (ASMT). <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><br></p><p>Overall purpose of the role: The Economic Recovery Coordinator provides overall technical leadership, and coordination to DRC s economic recovery programming in Yemen, including food security, decent livelihoods, and financial inclusion, with cross-cutting technical support on CVA, market system development and climate-sensitive natural resource management. The Economic Recovery Coordinator has the overall responsibility for designing, coordinating, supporting, and representing DRC's Economic Recovery program in Yemen in external coordination mechanisms (as well as a member of the Cash Consortium for Yemen) and for providing technical guidance and strategic directions to DRC teams operating across the country.</p><p>Duties and Responsibilities:</p><p>Technical Oversight</p><ul><li>Develop economic recovery program strategy and priorities based on thorough understanding of needs and context, aligned with DRC s mandate and regional/global strategies.
