Job Title: HDP Nexus Mapping Consultant

Background
Abs Development Organization for Women and Children (ADO) is a women-led organization that has been operating in Yemen since 1996 in both the humanitarian and development sectors. ADO has extensive experience in food security, particularly in agriculture and fisheries, health, WASH, nutrition, protection, and women empowerment (www.absyemen.org). ADO and the Yemen Nexus Initiative, established in August 2021, which focuses on applying Nexus principles programmatically across three pillars:
- Research-based knowledge and the development of guidance notes/strategies for CSO engagement in Nexus.
- Capacity building.
- Community engagement and ownership.
This initiative addresses health, WASH (water, sanitation, and hygiene), nutrition, and food security, with a strong emphasis on climate change and women's empowerment as interrelated themes.
The Yemen Nexus Initiative envisions a sustainable and resilient Yemen where humanitarian, development, and peacebuilding efforts are interconnected and mutually reinforcing. By strengthening the integration and alignment of these efforts, the initiative aims to address interconnected challenges, build resilience, and contribute to long-term peace and stability in the country. This approach seeks to create a positive cycle of change through the systematic application of the triple Nexus, improving living conditions, fostering resilience, and supporting sustainable development.
The Nexus approach, which integrates humanitarian, development, and peacebuilding efforts, is gaining traction in Yemen. To identify and map organizations that are successfully implementing this approach, a comprehensive mapping exercise is necessary.
Objectives
The consultant will be responsible for:
1. Mapping All local and national organizations active in Yemen, specifically organizations with women’s leadership, working on the development sector, the relief sector, the peace sector, and working on the triple nexus and the three sectors (development, relief, peace).
2. Allocations and annual budget for all local and national organizations active in Yemen
3. Identifying organizations in Yemen that are actively applying the nexus approach in their projects.
4. Collecting and analyzing data on these organizations, including their mission, vision, projects, partnerships, and impact.
5. Creating a detailed map of nexus-focused organizations in Yemen, showing their geographic locations and areas of activity.
6. Offering insights and recommendations on how to strengthen the use of the nexus approach in Yemen.
Duties and Responsibilities
The consultant will be responsible for:
- Conducting a comprehensive literature review to identify relevant organizations, initiatives, and stakeholders in Yemen that are utilizing or could benefit from the nexus approach.
- Designing and implementing a data collection methodology, including the development of surveys, interview guides, and document analysis techniques, to gather relevant information from identified organizations.
- Collecting data from selected organizations through various methods, such as interviews, surveys, focus groups, and reviewing organizational documents and reports
- Analyzing and synthesizing the collected data to identify key trends, challenges, and opportunities in the application of the nexus approach in Yemen, ensuring the findings are both comprehensive and actionable.
- Mapping nexus-oriented organizations in Yemen, visually representing their geographic locations, key areas of focus, and the scope of their projects, highlighting areas of overlap and potential collaboration.
- Providing strategic recommendations for strengthening the nexus approach in Yemen, including suggestions for improving coordination, partnerships, and resource allocation among key stakeholders.
- Engaging with stakeholders throughout the process to ensure their input is incorporated and to facilitate the sharing of findings and recommendations.
- Preparing a final report summarizing the findings of the mapping exercise (Specify all organizations operating in Yemen on the three sectors (development, relief, peace, and women’s organizations, and working on the triple Nexus or multi sectors)
- and providing recommendations for strengthening the nexus approach in Yemen
Deliverables
The consultant will be expected to deliver the following outputs:
- Inception report outlining the methodology and work plan for the mapping exercise.
- Database of Nexus-oriented organizations in Yemen, including their contact information, mission, vision, projects, and impact.
- Map of Nexus-oriented organizations in Yemen, visualizing their geographic distribution and areas of focus.
- Final report summarizing the findings of the mapping exercise and providing recommendations.
Timeline
The consultancy is expected to be completed within Jan month with key milestones and deliverables outlined in a detailed work plan.

Budget
The Consultant shall receive 20% of the payment after delivery and acceptance of the first draft, 30% of the payment after submitting the second draft and 50% after submitting the final draft of the report.
The consultant is subjected to 15% state tax on the total contract amount. In case of delay in submitting the final draft of the strategy, the consultant is subject to a 15% reduction of the total agreed once the report is submitted two weeks after the agreed timelines (without just and reasonable mutually agreed explanation) and, non-delivery of the tasks shall lead to withholding of the final payment (50%) until receipt and approval of all deliverables’ outputs

Experience and Qualifications and skills
The consultant should have:
- Advanced degree in international development, humanitarian affairs, or a related field.
- At least 3 years of experience working in the humanitarian, development, or peacebuilding sectors in Yemen.
- Strong understanding of the nexus approach and its application in complex contexts.
- Proven experience in conducting research and data analysis.
- Excellent communication and writing skills.
- Fluency in English and Arabic is essential..
