<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>I. GENERAL SCOPE The widespread adoption of information and communications technologies (ICTs) across public and private institutions has made the establishment of comprehensive cyber and data related legislation imperative. In the Arab region, many countries have made progress in developing cyber laws; however, the rapid evolution of digital services such as cloud computing, artificial intelligence (AI), platform economies, and cross border data flows continues to outpace existing legal frameworks. To fully harness the benefits of digital transformation while addressing risks related to privacy, security, and misuse of data, Arab countries are encouraged to develop and modernize their legislative frameworks to meet the demands of the digital age. At the global level, the UN promotes responsible, inclusive, and trustworthy use of digital and emerging technologies in support of sustainable development. In September 2024, world leaders adopted the Pact for the Future during the Summit of the Future, together with its annexes: the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC places strong emphasis on digital trust, effective digital governance, and the protection of human rights in the digital environment. Central to these objectives is the protection of personal data, which the GDC recognizes as a cornerstone of trust in digital systems and a prerequisite for people s safe and meaningful participation in the digital economy. The UN ESCWA has a long standing role in supporting its member States in the development and reform of cyber legislation. In 2007, UN ESCWA published Models for Cyber Legislation in UN ESCWA Member Countries, which reviewed regional and international legal developments and proposed practical templates to assist countries in assessing and harmonizing national cyber laws. Through its technical cooperation program, UN ESCWA continues to support member States in strengthening legal, institutional, and regulatory capacities related to digital and emerging technologies, including data protection and regulatory oversight. Recently, the Ministry of Telecommunications and Information Technology (MTIT) in Yemen has requested UN ESCWA s advisory services to support the development of a personal data protection law aligned with international standards and regional best practices. Such a law would contribute to strengthening trust in digital services, protecting individuals rights, and supporting Yemen s broader digital transformation efforts in line with global developments, including the principles set out in the GDC. In response, UN ESCWA is engaging a qualified legal consultant to provide specialized expertise in personal data protection, with specific attention to the Yemeni legal and institutional context. Yemen's ongoing conflict and fragile institutional environment require that the draft law include a realistic implementation sequencing recommendation, identifying which provisions can be operationalized in the near term and which require institutional prerequisites, such as the establishment of a data protection authority. The consultant shall draw on established international frameworks including the EU General Data Protection Regulation (GDPR), the OECD Guidelines on the Protection of Privacy and Transborder Flows of Personal Data (2013 revision), the Council of Europe Convention 108+, and the Arab League's draft model data protection law, selecting and adapting provisions appropriate to Yemen's legal, institutional, and developmental context. This consultancy is part of a coordinated package of three inter-related legal instruments being developed simultaneously for Yemen: Access to Information Law, Personal Data Protection Law, and an e-Transactions and Trust Services Law. The consultant shall be aware of this broader legislative package and shall flag, in the drafting notes annex, any provisions in the assigned law that intersect with or depend upon the other instruments, to ensure coherence across the three laws. The advisory services, including the scope of work and expected outputs, are detailed in these Terms of Reference. III. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report on personal data protection law. To produce the draft report, the consultant is requested to conduct, among others, the main following tasks: 1. Benchmarking and Best Practices Review current national laws related to digital and emerging technologies in Yemen; Review best regional and international practices in personal data protection law covering at least 2 regional cases and 2 international cases, with justification for case selection provided in the report; 2. Stakeholder Engagement Identify main national stakeholders, hold, in coordination with MTIT, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; Contribute to sectoral workshops to discuss needs and priorities, if needed; Discuss priorities and needs with MTIT and ESCWA; Document findings, priorities, and challenges. 3. Situational analysis Analyze existing legislation, and regulatory frameworks, including data-related provisions currently embedded in Yemen's telecommunications law, e-government frameworks, and sector-specific regulations, mapping these against international PDPL standards; Conduct a comprehensive gap analysis to identify gaps, overlaps, and contradictions with international PDPL standards 4. Law Development Draft a suggested law based on national needs, gap analysis, international/regional best practices, and ESCWA template for cyber legislations. The draft Personal Data Protection Law (PDPL) shall include, at a minimum: o Preamble, objectives, and guiding principles (including lawfulness, fairness, transparency, purpose limitation, data minimisation, accuracy, storage limitation, integrity, and confidentiality); o Definitions and material/territorial scope of application (including extraterritorial reach, where applicable); o Legal bases for processing personal data, including consent, contractual necessity, legal obligation, vital interests, public interest, and legitimate interests, with specific conditions for validity of consent; o Special categories of personal data (sensitive data) and rules governing their processing, including additional safeguards; </p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>An advanced university degree in law or a related field is required. A Ph.D. degree is desired. At least 5 years of demonstrated experience in the drafting or regulatory advisory assessment of personal data protection legislation is required. Familiarity with the Yemeni legal system or civil law systems in the Arab region is desirable. Expertise in digital technology and digital identity issues is desirable. Previous experience in the delivery of research papers is desirable</p><p></p></section>
<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><b>POSITION PROFILE </b>The Senior Data Officer (SDO) will serve as the technical focal point for all data-related processes within the mission, with a particular emphasis on quantitative methodology, statistics, and sampling design. The SDO will lead the development and implementation of robust data workflows across research cycles, ensuring statistical rigour, methodological soundness, and operational efficiency. As the mission s lead on data systems and quantitative methods, the SDO will support and advise assessment teams on sampling strategies, research design, and quantitative analysis plans. They will oversee the validation of data collection tools, design and implementation cleaning and analysis scripts, and will lead the production of analytical outputs including dashboards, summary tables, and statistical briefs. The SDO will also be responsible for line-managing at least one Data Officer (DO) and supporting their technical growth. They will coordinate with the Research Manager and relevant assessment teams to align on priorities and deadlines and will serve as a central actor in troubleshooting methodological challenges and improving research processes. This position requires a candidate with a strong background in statistics and data analysis, advanced proficiency in tools such as R, Stata, or Python, and experience designing and implementing sampling methodologies in humanitarian or development contexts. The ideal candidate will be highly organized, capable of managing multiple priorities, and able to work autonomously in volatile and fast-paced environments. A collaborative mindset, ability to communicate technical concepts clearly to non-technical stakeholders, and a solution-oriented attitude are essential to success in this role. <b>RESPONSIBILITIES </b>The Senior Data Officer is responsible for the following: RESEARCH CYCLE MANAGEMENT AND TECHNICAL LEADERSHIP • Serve as the mission s technical focal point for quantitative methodology, statistical validity, and data reliability across all research cycles. • Lead on the development of sampling design in coordination with assessment and GIS teams, ensuring relevance to research objectives and field realities. • Act as the focal point for the IMPACT Kobo server, managing all Yemen mission projects, including tool design, deployment, and troubleshooting. • Provide training and technical guidance to assessment teams and junior data staff on data cleaning, management, and statistical best practices. DATA MANAGEMENT AND ANALYSIS • Manage and maintain R-based pipelines for data cleaning, transformation, and analysis, ensuring replicable and well-documented workflows. • Oversee the design and the implementation of the data cleaning and validation processes. • Lead the development and execution of analysis scripts, and contribute to the automation of recurring data processing tasks. INFORMATION MANAGEMENT AND PRODUCT DEVELOPMENT • Translate analysis findings into accessible and insightful data outputs, including summary statistics, visualizations, dashboards, and interactive tools. • Collaborate with assessment and GIS teams to support the development of high-quality deliverables (e.g., factsheets, briefs, interactive maps). • Provide ongoing technical support to internal teams and external stakeholders, including tailored analysis, data interpretation guidance, and capacity strengthening where needed. • Ensure that data outputs are aligned with IMPACT s internal quality standards and support decision-making in the response. The Senior Data Officer will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with IMPACT s data protection policy and SOPs. They will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners or collected during their assignment with IMPACT. Overall purpose of the role: The Grants and Partnerships Coordinator role has a country focus and ensures compliance with DRC-led Consortia procedures, donor regulations, and internal DRC guidelines. The role contributes to the development of consortium strategies and supports their translation into action plans and day-to-day tasks for consortium partners. The Grants and Partnerships Coordinator provides technical support and guidance to DRC-led Consortia members, with a strong emphasis on partner management, coordination, and quality assurance. Key responsibilities include; • Leading the development of high-quality funding proposals for the DRC-led Consortia, ensuring compliance with donor and internal requirements, overseeing donor reporting processes, strengthening information management systems, responding to adhoc donor meetings and related preparations and supporting grants-management capacity-building efforts. • The Grants and Partnerships Coordinator manages the consortium agreements with partners, works closely with consortium partner grants teams on project cycle management, proposal development, donor reporting, program strategy, and assists in advising and supporting field teams to ensure the effective and successful implementation of all activities. • The role also supports communications and visibility efforts, ensuring timely production of high-quality communication materials and compliance with donor visibility requirements. Duties and Responsibilities: Grant Management / Compliance & Reporting • Provide strategic oversight on donor and government compliance requirements, ensuring DRC-led Consortia and partners operate within a consistent, compliant framework aligned with broader consortium objectives. • Lead strategic communication with consortium partners/members on donor policies and compliance shifts, anticipating implications and advising on risk mitigation and adaptive measures. • Ensure donor formats, tools, and guidelines are fully institutionalized across consortium structures, and strategically guide staff and partners to internalize donor expectations in program design and delivery. • Shape and review key grant agreements including sub-agreements, teaming agreements, and MoUs ensuring they reflect strategic priorities, risk parameters, and partnership standards. • Lead donor negotiations related to programmatic or operational changes, ensuring alignment with consortium strategy and coordinated input from all partners/members. • Strategically design and facilitate grant lifecycle processes including kick-off, mid-term, and closure reviews to foster shared understanding, alignment on deliverables, and forward-looking planning across partners. • Ensure systematic follow-up on key grant actions, strategically escalating issues, tracking risks, and enabling timely decision-making by senior management and partners. • Strengthen continuity of grant operations by institutionalizing documentation processes, clarifying decision pathways, and ensuring information flows support strategic accountability. • Lead and coordinate donor reporting cycles, setting reporting standards, guiding partners on consortium-wide messaging, and ensuring narratives are analytically strong, coherent, and strategically aligned. Funding Opportunities & Proposals • Monitor and strategically assess emerging funding opportunities, advising CMU leadership on positioning and engagement based on consortium priorities and external trends. • Conduct targeted research to inform the consortium s fundraising strategy, mapping donor landscapes, thematic openings, and partnership opportunities across institutional, multilateral, and private sectors. • Maintain and analyze the consortium s fundraising pipeline, identifying strategic pathways for resource mobilization in alignment with medium- and long-term goals. • Develop and oversee a strategic Grants Portfolio Dashboard to support informed decision-making on program performance, financial health, compliance risks, and operational bottlenecks across the consortium. • Lead or oversee the development of competitive, strategic proposals and concept notes including narratives, budgets, and annexes ensuring coherence with donor agendas and cross-partner strengths. • Coordinate consortium partners throughout the proposal and reporting cycles, ensuring strategic alignment, harmonized inputs, and evidence-driven contributions.
