Program / Department Summary:

Mercy Corps, as humanitarian actor in Yemen to enhance food security and resilience for vulnerable population and n Yemen. Through the food security and agriculture program, the Mercy Corps seeks to strengthen food security and agriculture, focusing on natural resource management, and climate-smart agriculture, This initiative addresses the needs of vulnerable communities while laying the groundwork for long-term resilience to environmental and socio-economic shocks.

General Position Summary:

The Agriculture Officer will support the implementation of the food security program Accelerating Food Security in Yemen (AFSY) program that will be implemented in Hadramout by supporting food security in Yemen agriculture activities tailored to the needs of targeted communities. Reporting to the FSL Coordinator, the Officer will implement climate-smart agricultural practices and manage food security activities. This role requires close collaboration with Mercy Corps’ field teams, local authorities, and community leaders to ensure project activities are responsive, culturally appropriate, and sustainable.

Essential Job Responsibilities:

Planning and Implementation:

  • Oversee the delivery of climate-smart agriculture training and support, promoting techniques such as drought-resistant cropping, organic composting, and water conservation.
  • Implement livestock support activities, including small ruminant distribution, veterinary support, and training on animal health management and sustainable practices.
  • Coordinate with Agriculture Extension Workers (AEWs) and Community Animal Health Workers (CAHWs) to provide ongoing technical assistance to IDP households.
  • Facilitate community-led natural resource management activities, including rangeland management, watershed protection, and soil conservation.

Coordination and Reporting:

  • Actively participate in consortium and sector coordination platforms, maintaining alignment with Mercy Corps’ mission and best practices.
  • Prepare reports on program activities, highlighting progress, challenges, and lessons learned, for internal and donor audiences.
  • Engage with local authorities and community leaders to strengthen community ownership and secure support for project activities. Provide required inputs in regular progress reports to the donor.
  • Document lessons learned and success stories on the project.

Capacity Building and Community Engagement:

  • Conduct training for AEWs, CAHWs, and beneficiaries on sustainable agricultural and livestock practices.
  • Support the training of community members in natural resource management and sustainable agriculture practices.
  • Engage with community leaders and local stakeholders to facilitate program acceptance and ensure project activities meet community needs.

Monitoring and Evaluation:

  • Monitor the progress of agriculture and livestock activities, ensuring that targets and quality standards are met.
  • Maintain detailed records of program activities and beneficiary feedback to inform adaptive management.
  • Support the collection of data for baseline, midline, and endline assessments, contributing to project learning and impact measurement.

Team management and leadership

  • Support the FSL & Cash Program Coordinator with supervision and technical support to the cash transfers/ FSL  team.
  • Contribute to team efforts in promoting accountability, communicating expectations, and providing constructive feedback informally and formally during performance reviews.

Logistics:

  • Initiate the processing of procurement needs for agriculture and livestock activities including procurement of agricultural inputs, livestock, and materials, following Mercy Corps’ policies and procedures. 
  • Develop monthly and/or quarterly procurement plans
  • Regular communication with the Operations department concerning procurement of supplies.
  • Ensure high-quality, locally sourced supplies that meet project needs and environmental conditions.
  • Plan and oversee transportation and timely delivery of resources to project sites.
  • Manage logistics for livestock distribution, including transport and holding facilities
  • Maintain accurate inventory records of all materials and monitor stock levels.
  • Proactively address supply needs to avoid disruptions.
  • Maintain logistics documentation, including procurement records and inventory logs.
  • Submit regular logistics reports to the FSL & Cash Program Coordinator and Logistics Department.
  • Organize distribution and quarantine sites, ensuring safety and hygiene standards.
  • Prepare sites with necessary materials for smooth operations.

Security

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
  • Keep his/her supervisor and Security Focal Point updated with regard to the security situation, and any security incidents, in the project implementation area.
  • Maintain the highest standards of behavior when working with the project beneficiaries. 

Safeguarding

  • Actively learns safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work. 
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members. 
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g. Integrity Hotline and other options. 
  • If relevant, briefing or training any external personnel such as when working with service contractors or subaward partners. 

Supervisory Responsibility:

FSL/CASH Assistants as required

Accountability 

  • Reports Directly To: FSL & Cash Program Coordinator
  • Works Directly With: Consortium partners, Local Authorities, Community Leaders, MEAL teams, Operations, and other Mercy Corps teams.

Knowledge and Experience:

  • Bachelor’s degree in agriculture, Veterinary Science, or related field.
  • Minimum of 3 years’ experience in implementing agriculture or livestock programs in a humanitarian or development context.
  • Strong understanding of climate-smart agriculture and natural resource management in arid environments.
  • Proficiency in conducting community-based training and awareness programs.
  • Excellent organizational and communication skills, with fluency in Arabic and English.
  • Strong interpersonal skills with the ability to build effective working relationships with community members and stakeholders.
  • Experience with representation in interagency processes and with government structures.
  • Good facilitation and training experience
  • Ability to work under pressure.
  • Strong interpersonal, intercultural and communication skills
  • Effective multi-tasking, organizational capacity and prioritization skills are necessary.
  • Report writing skills. 
  • Intermediate computer literacy.
  • Good judgment and commitment to adhere to MC policies

Success Factors:

Ability to interact effectively with national and international stakeholders, and a demonstrated ability to multi-task, meet deadlines and process information to support adaptation of program activities. Demonstrated high professional work ethic and willingness and ability to enforce compliance with Mercy Corps and donor policies. Strong commitment to teamwork and accountability. Willing to travel to project sites in rural locations on a regular basis. Attention to detail and ability to work independently.
