About MOZN:

Mozn Charitable Developmental and Social Foundation is a non-profit organization established in the year 2015 under the Yemeni Institutions and Associations Law, affiliated with the Ministry of Social affairs and Labor. It operates under permit number (63/691) within the Republic of Yemen. Since its inception, the foundation has been working to assist and develop the Yemeni society by actively contributing to the provision of essential services and humanitarian and developmental assistance through the implementation of projects and activities aimed at meeting the needs of affected communities and enhancing the diverse capacities of individuals of all genders.

Job Objective:

Under the direct supervision of the Executive Director, the Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager will be responsible for designing and implementing monitoring, evaluation, accountability, and learning activities. He/She will provide daily support and oversee the implementation of the MEAL framework for the Partner’s MEAL focal points. The MEAL Manager will ensure that monitoring and reporting tools are standardized and coherent within the MOZN framework. Additionally, they will supply technical assistance in data collection, aggregation, and tool development, and will support electronic data platforms and databases. He/She will also choose appropriate technologies to effectively collect and organize data in a usable format.The MEAL Manager will work to strengthen MOZN quality of programs and monitoring, evaluation, learning, and accountability systems.

Main Tasks:

1- Monitoring:

- Developing and implementing plans to monitor project outputs and indicators to enhance the achievement of the organization's strategic goals.
- Collect and analyze data to track project progress.
- Regularly visit project sites to evaluate program and project activities and gather observations.

2- Evaluation:

- Plan and conduct periodic evaluations of projects and programs.
- Utilize diverse evaluation methodologies to assess project outcomes.
- Prepare evaluation reports with actionable recommendations.

3- Accountability:

- Ensure that all projects have effective accountability mechanisms in place.
- Guarantee that programs and projects respond to feedback and complaints.

4- Learning:

- Promote a culture of learning within the organization.
- Use data and observations to adapt programs and projects for better results.
- Facilitate knowledge sharing and dissemination of lessons learned, as well as the promotion of best practices.Other Responsibilities:

1- Organizational development. 

- Participating in designing project indicators and verification methods.
- Contributing to the development of the organization's change theory.
- Facilitating the process of updating the organization's strategic plan.

2- Data Management:

- Ensure the maintenance of project-related databases.
- Ensure the accuracy, security, and confidentiality of data.

3- Capacity Building:

- Provide technical training to program and project staff in evaluation, monitoring, accountability, and learning methodologies and tools.
- Enhance the capacity of the project and program team in their specific monitoring and evaluation skills.

4- Reporting:

- Prepare accurate reports related to project progress.
- Generate reports relevant to the position's responsibilities.

Roles and Duties:

  • Create a MEAL strategy in line with MOZN needs and best MEAL practices, with practical guidelines that can be used and followed by the team.
  • Lead the development, harmonization, and roll out of SOPs, tools, and guidelines
  • Support in the creation of projects, programme, logframes and M&E plans, ensuring that indicators are SMART.
  • Provide regular technical support and guidance to Coordinators, Project Managers and other relevant staff in both a structured manner and on a case-by-case basis, in line with M&E plans

  • Assure compliance with MOZN standards and procedures and alignment with global strategy, through regular coordination with colleagues in support services.
  • Lead the development and implementation of the Information Management (IM) platform and securely transfer large program field data, capacity build, train and support sectors and field staff to improve the field monitoring or any other monitoring needs. 
  • Provide suggestions for information management solutions, including design, key features, user interfaces, automatic analysis, data mining and automated reports.
  • Support Technical Coordinators to use pre-agreed indicators for core areas of work.
  • Complete regular field visits to ensure technical oversight and support, identify needs, and ensure quality programming
  • Coordinate with field staff and partner organizations staff to develop tools and methods to improve data collection for example, surveys, assessment and beneficiary data
  • Link with data and grants management tools developed to collect information and profiling. Support team to use these tools on all projects activities levels. (Excel, SPSS, ODK,…)
  • Organize, participate and collect field data and process / analyse this data. Take part and carry out assessments, evaluations and any other form of survey or review of projects. 
  • Finalise data collection tools, such as surveys and questionnaires developed by the MEAL team in line with the operating environment
  • Ensure all projects have adequate MEAL budget for effective MEAL work and prioritize spending according to core needs.
  • Donor focal point for M&E components of projects
  • Participate in project Kick-off meetings, Quarterly Review meetings and Close-out meetings to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes

Qualifications and Experience:

  • A Bachelor's degree in Information Systems, Business Administration, or a related field.
  • A minimum of three years of experience in the field of evaluation and monitoring.
  • Sufficient knowledge of evaluation and monitoring methodologies and tools.
  • Strong data collection, analysis, and report-writing skills.
  • Proficiency in Microsoft Office and advanced skills in Excel and related software.
  • Excellent communication skills and the ability to work effectively in a team.
  • Excellent English language skills.
