About the Role

ARK is looking for a MEAL And Accountability Assistant. The position will work on a Children Associated with Armed Forces and Armed Groups (CAAFAG) program seeking to strengthen community resilience to armed recruitment in Yemen. The programme will prioritize building community awareness, prevention and reintegration mechanisms, and reconciliation, positively engage children and youth, advance economic empowerment opportunities to limit the drivers of recruitment, and care for individuals’ psychological and emotional needs through psychosocial and mental health support, including specialized assistance and referral services for women and girls who experience high rates of Sexual and Gender-Based Violence (SGBV) in Yemen.   

The MEAL And Accountability Assistant will support Monitoring, Evaluation, Accountability and Learning (MEAL) activities. The role will contribute to manage the Toll-free number and CFRM database, conduct data collection activity, field visits and data analysis. The position will also actively contribute to ARK’s and MEAL business development activities.  

What you'll be doing

  • Information Sharing 
    • Provide support in ensuring that all ARK interventions have accountability banners exhibiting information on the event being conducted or the service package for facility-based interventions. 
    • Ensure that community orientations on the Community Feedback and Response Mechanism (CFRM) are done in a proper and timely manner and in coordination and support from Program team, using different forms, including accountability posters and meetings. 
  • Establishing and Management of the CFRM  
    • Explore CFRM options and lead on their establishment and smooth functioning. 
    • Establish a CFRM in each project which ensures all beneficiaries can make confidential complaints and be confident in response processes. 
    • Be the first point of contact for beneficiaries’ feedback. 
    • Establish mechanisms based on the highest integrity which beneficiaries will trust. 
    • Ensure that all beneficiaries can safely access the CFRM. 
    • Monitor feedback received and response (follow-up) process through developing and maintaining a tracking mechanism. 
    • Adapt and improve the CFRM based on monitoring of its effectiveness. 
    • Manage the Toll-Free Number and other means of CFRM and ensure all CFRM are properly functional at governorate, district, and community levels. 
    • Receive and register feedback in the CFRM database. Makes sure that the feedback is logged in a professional and timely manner. 
    • Maintain confidentiality in case of sensitive complaints/feedback lodged on the CFRM and follow proper referral pathways as per the CFRM procedures. 
    • Respond and communicate with the beneficiaries in a dignified manner regarding their complaints/feedback with support from MEAL Manager.  
    • Follow the CFRM procedure and ensure others are following it as well. 
    • Keep regular follow up of feedback and update CFRM database. 
    • Perform other tasks, as assigned. 
  • Verification and Investigation of Complaints and Feedback 
    • Conduct field visits and FGDs as required for face-to-face collection of complaints and feedback and/or verification of registered complaints. 
    • Support in verification of all programs related output data through beneficiaries. 
  • Responding to Feedback and Resolving Complaints 
    • Provide timely reminder to the concerned program staffs for provision of response to feedback from beneficiaries. 
    • Ensure that Program Staff deal with and resolve complaints as per the timeframes.  
  • Reporting  
    • Produce monthly updates on the MEAL in their respective area, using the monthly template. 
    • Lead the AAP surveys, including the exit surveys and SMS-based surveys, and their reporting. 
    • Support any other needs of MEAL Department. 

Requirements

  • Interest in and knowledge of data management processes and relevant software.  
  • Experience in conflict sensitivity and gender.   
  • Experience with United States Agency for International Development (USAID) programming. 
  • Experience of, and commitment to, working through systems of community participation and accountability .
  • Experience working and building the capacity of partners on technical issues. 
  • Full professional proficiency in Arabic and advanced proficiency in English.
