Save the Children International seeks to always be a child safe organization through fulfilling its obligations to the community and through programme implementation carried out by the organization for safeguarding children and to improve the living standards of the child. --------------------------------------------------------------------------------- Position:  Pharmacist Officer- (National Only)  Location: Taiz Contract Length: 4 months (Extendable) Grade: 4 The Opportunity: Under overall guidance and supervision of project manager, the pharmacist will support the daily operational management of all pharmacies and pharmacist activities in the assigned region, and provide the technical support for pharmacists, ensure timely flow of information to and from field, this position is also responsible to monitor and evaluate pharmacies in delivery according to national protocol and donor standard. In addition, support the project in term of regulating the consumption of all medication items. SCOPE OF ROLE Reports to: health and nutrition program manager Staff directly reporting to this Post: non  Budget responsibility: non  Key Areas of Responsibilities <ul> <li>Prepares medication in SCI pharmacy store and hands-over medications and medical supplies to the targeted Health facilities (HFs) in SCI operating areas.</li> <li> Completes pharmacy operational requirements by organizing and directing technicians' work flow; verifying their preparation and labelling of pharmaceuticals; verifying orders requested. </li> <li> Managing stock movement (bin card, stock card, reports). And ensure that stores are maintained according to the drugs standards, protocol and donor stander. </li> <li> Collecting and submitting of monthly consumption reports to Reproductive Health Officer. </li> <li>Maintain appropriate inventory on pharmaceutical and medical supplies. In warehouses and Health facilities.</li> <li>Work closely with GHO and DHO to ensure progress of project activities.</li> <li> Preparation of donation certificate, waybill for distribution of items to the targeted sites under supervision of Reproductive Health Coordinator.</li> <li> Maintains safe and clean working environment by complying with procedures, rules, and regulations. </li> <li> Contributes to team effort to achieve project results. </li> <li> Updating and entering the data to drugs management systems including online systems </li> <li> Ensure that no shortage of medicines and medical supplies in HFs from available stock.</li> <li>Capacity building of MOH and Save the Children staff through supervision, training in drug/stock management and record keeping.</li> <li> Accomplish any additional task related to this position and project. </li> <li>Working effectively as team member and solve staff problems whenever occur. </li> <li> Take up any job-related assignment as requested by supervisor.</li> <li>Ensure that the health program has effective monitoring systems in place to collect, analyze and act on information collected and that health program activities are evaluated.</li> <li>Manage , Monitor and evaluate the stock in the Health facilities and SC Wearhouse and develop strategies to ensure achievement of objectives.</li> <li>Liaise with other implementing partners and local authorities to maximize collaboration and ensure proper coordination of activities </li> <li>Attend health management and coordination meetings.     </li> <li>To take any other relevant task given by the supervisor</li> <li>Embed counter-fraud and ethical controls in all operational processes, ensuring compliance with donor and legal requirements, while collaborating with Finance and Counter-Fraud teams to mitigate risks and conduct assessments for high-value programs.</li></ul>Qualifications, Skills and Experience <ul> <li>Bachelor degree in pharmaceutical sciences.</li> <li>More than 3 years of relevant work experience in pharmacy, ideally including in humanitarian – health INGO</li> <li>Strong organizational and communication skills, with the ability to effectively present information and respond appropriately to questions from line managers.</li> <li>Ability and willingness to travel to project sites and HFs regularly.</li> <li>Strong English and Arabic language skills, both written and spoken.</li> <li>Excellent computer skills and especially good understanding and knowledge of Microsoft excel.</li> <li>Strong experience in GIK management.</li> <li>Experience in representation and interaction with partners & government officials.</li> <li>Good information seeking skills and analytical approach.</li> <li>Good knowledge of essential drugs, consumables and equipment. Ability and willingness to travel to project sites as needed.</li> <li>Proven ability to manage stock and resources. </li> <li>Experience staff training and capacity building of national structures.</li> <li>A very good understanding of at least of key technical areas of health and nutrition programming and a working knowledge of the other sectors that include WASH, livelihoods and CP. </li> <li>Ability to analyze information, evaluate options, and follow the strategic directions as guided.</li> <li>Previous  experience of working with a multi-cultural team and  the adaptability to varied team dynamics</li> <li>Understanding rights based approaches and participatory concepts and practical experience in similar context. </li> <li>Ability to communicate and maintain tactful relations with relevant local authorities in political and militarily sensitive environments. </li> <li>Strong commitment to capacity building of national staff and partners with willingness to adopt a participatory and consultative management approach.</li> <li>Flexible, adaptable, able to improvise and work in stressful, volatile environment </li></ul>Commitment to Save the Children values. SCOPE OF ROLE Reports to: Health and Nutrition Programme Manager Staff reporting to this post: No. Budget Responsibilities: No. Key Areas of Responsibilities <ul> <li>Supervise the primary health care activities at the health facilities level focusing on the CMAM program, IMCI, OPD, RH services (ANC, PNC, EmONC, and FP), Expanded Program of Immunization (EPI), IYCF services, and Referral services.</li> <li>Supervise comprehensive training programs for health and nutrition workers and ensure all the training are fully documented, reported, and archived in both ways (soft and hard way). And share all the means of verification (MoVs) of the training with the Data Management Officer.</li> <li>Raise all the required Purchase Requests of the project as per the plan and available budget, ensure tracking of the process, and follow up with them till the stage of the distribution, and paying to the suppliers.</li> <li>Provide technical support to the health workers at the field level, ensure the quality of service provision is in place, and keep improving the health workers throughout the On-the-Job training. Additionally, the officer will follow up on the attendance of the health workers, and collect their attendance sheets to raise the payment of their incentives every month.</li> <li>Ensure all the activities are accomplished as per the detailed implementation plan (DIP), with continuous and regular referral to the line manager for the guidance and support.</li> <li>With Pharmacist officer support, prepare procurement plan for medical items and process it after getting approval from senior managers when required, and this mainly will depend on the consumption reports, and through analyzing the data of programs within the health facilities.</li> <li>Ensure proper management of the provided assets, pharmaceuticals, medical supplies, and nutritional commodities. This will include rational use of medicines, follow-up stock movement through stock cards and consumption rate, and ensuring the quality of warehouse management at the HFs level.</li> <li>Ensure timely and quality implementation of activities in compliance with the defined project and Country Strategy as per the SCI and donor guidelines.</li> <li>Ensure proper communication, coordination, and harmonization of tools with the different stakeholders involved in health /nutrition activities. Ensure minimum standards are maintained in accordance with humanitarian relief and MoPH guidelines. </li> <li>Conduct the Health Key Performance Indicators (KPI) on a monthly basis, and ensure to sharing the assessments and ways of improvement with the Project’s coordinator. All the documents must be archived, and fully documented.</li> <li>Provide technical support to H&N project assistants, partners, and government authorities on the planning, implementation, and management of the Nutrition and Health programs.</li> <li>Attend weekly meetings with Health and Nutrition project staff, to monitor progress in implementation, exchange information, discuss challenges and plan forward.  </li> <li>Ensure that staff responsibilities are clearly defined, and understood and objectives are set against work plans and regularly monitored.</li> <li>Ensure that staff at health facilities perform well and are monitored daily to fulfill the required indicators of the program.</li> <li>Maintain and strengthen established links with NGOs and other agencies including government ministries and agencies. And build a good relationship with district health offices by multiple meetings, and inviting them into joint supportive supervision visits.</li> <li>Coordinate with logistics, administration, and finance units to procure all equipment, supplies, and materials required to implement the project activities, ensuring cost efficiency and accountability in compliance with SCI and donor regulations and procedures.</li> <li>Ensure effective and efficient use of all SC resources to keep costs low and ensure safety in the workplace.</li> <li>Provide support and work closely with the MEAL team in carrying out assessments and evaluations, accountability, and information sharing.</li> <li>Comply with SC policies and practices with respect to child protection, code of conduct, child safeguarding, health and safety, equal opportunity, and other relevant policies and procedures.</li> <li>Perform any other tasks as required by the line manager or technical manager that are related to the position, or when there is an urgent situation that requires all team efforts.</li> <li>Embed counter-fraud and ethical controls in all operational processes, ensuring compliance with donor and legal requirements, while collaborating with Finance and Counter-Fraud teams to mitigate risks and conduct assessments for high-value programs</li> <li>Bachelor in Medicine or Public Health and Nutrition/ public health professional or, Bachelor in medical science (pharmacy, Medical Assistance, Nurse, laboratory, Nutrition, etc) with at least 3 years experience in a similar position.</li> <li>At least 3 years experience in implementing emergency health and nutrition programs with NGOs or INGOs (Required).</li> <li>Good writing and speaking English skills (Required).</li> <li>Training courses or experiences in CMAM, IYCF, EMONC, EPI, and IMCI are highly (Preferred). </li> <li>Experience in staff training and capacity building preferred by having a TOT course (Preferred).</li> <li>Skills and experience in project management or getting similar certificates (Preferred).</li> <li>Understanding rights-based approaches and participatory concepts and practical experience in a similar context. </li> <li>Ability to communicate and maintain tactful relations with relevant local authorities in political and militarily sensitive environments. </li> <li>Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
