Job Description

Roles & Responsibilities

Overview of position Our client is an operational arm of the United Nations, supporting the successful implementation of its partners peacebuilding, humanitarian, and development projects around the world. Our mission is to help people build better lives and countries achieve sustainable development. Our client's areas of expertise cover infrastructure, procurement, project management, financial management, and human resources. 1. BACKGROUND Country-specific: Our client in Yemen. The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water and energy sources, relying on alternate service providers, and community-based service delivery initiatives to address the shortfall. Physical damage to infrastructure and the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, which are often interrelated. Given the above continued needs, our client is therefore undertaking a project with the following scope: Role objectives The project is financed by BMZ through the KfW Development Bank to strengthen the operational capacity of the supported health storage warehouses at the national (central) and sub-national (governorate) levels through rehabilitation works of the warehouses infrastructure and provisions of equipment and capacity building training. This entails direct support to improve the operational sustainability of the selected storage warehouses in terms of reliable access to electricity, enhancing their structural integrity and safety, and providing needed equipment and training that will support the overall capacity of the cold supply chain and dry storage in close consultation and collaboration with UNICEF, WHO, and MoPHP. Project Components: 1. Technical assessments and stakeholder engagements 2. Rehabilitation works 3. Procurement of furniture and equipment 4. Staff training 5. Third-party monitoring Project Outcomes: 1. It is envisaged that the Project will contribute to the following outcomes: 2. Vaccine Supply Chain and Logistics are enhanced and improved. 3. The storage capacity, including the cold supply chain for COVID-19 vaccines, is increased and enhanced. 4. Effective synergy and collaboration among UN agencies are further enhanced in the health sector. 5. Relevant stakeholders are engaged in planning and redressing grievances through the Grievance Redress Mechanism (GRM) and Stakeholder Engagement Plan (SEP). 2. Purpose - Assignment specific 2.1 Objective Training on cold chain management and maintenance is critical to ensuring the effectiveness of the Expanded Programme on Immunization (EPI). It serves as the fundamental pillar for maintaining vaccine quality and safety from the point of receipt to the point of distribution. To ensure integration between the technical, administrative, and operational aspects, UNOPS will implement the training program for the targeted cadres on "Operation and Maintenance of Cold Chain Equipment" and "Vaccine and Cold Chain Management".: Training / Activity#: Vaccine Management Training Training Location: Aden/ Mukalla Number of Days : 3/ 3 Number of Trainees: 31/ 23 The objective of this consultancy is to conduct the Vaccine and Cold Chain Management Training to ensure that administrative and technical staff can manage inventory and maintain vaccine quality through sound cold chain practices. 2.2 Scope and focus of work The consultant will need to carry out the following: Preparation of Technical Training Materials: Develop manuals on Inventory Management (Receipt, storage, distribution, balance). Space Planning within cold rooms for optimal air flow. Alarm Response Protocols and Logistical Emergency Plans (vaccine transfer, cold box usage, total system failure procedures). Standardized templates for daily temperature logs and vaccine handling records. Guide for the Shake Test and reading VVM indicators. Inventory and Quality Management Training: Vaccine classifi cation (Categories A to F) and arrangement to avoid "unsafe zones" (e.g., keeping freeze-sensitive vaccines away from cold air outlets). Analyzing Data Logger records to ensure storage quality. Correct receiving procedures (VVM check, temperature verifi cation, visual inspection). Temperature Monitoring and Alarm Response: Training on digital/analog monitoring devices. Developing an alarm response protocol: defi ning responsibilities and determining "critical" temperatures requiring technical intervention. Emergency packing techniques using Cold Boxes and Ice Packs during total system failure. 2.3 Requested outputs and deliverables Integrated technical training package (PowerPoint, simplifi ed manuals, checklists, fault-fi nding charts). Materials must align with manufacturer specs and WHO/UNICEF standards. Ideal Load Layout diagrams for vaccines based on sensitivity. Record of commissioning protocols performed during practical sessions. Trainees must pass theoretical and practical evaluations with a minimum score of 80%. Final technical report including trainee performance evaluation and equipment sustainability recommendations. Given the Project s very limited scope and time, the total estimated work period is 4 weeks. 4. TYPE OF CONTRACT AND DURATION OF THE ASSIGNMENT The expert consultant will be engaged to lead the assignment. The consultant must be a local expert with demonstrated experience and presence in Aden, Yemen.

Job Description

Roles & Responsibilities

I. GENERAL SCOPE The widespread adoption of information and communications technologies (ICTs) across public and private institutions has made the establishment of comprehensive cyber and data related legislation imperative. In the Arab region, many countries have made progress in developing cyber laws; however, the rapid evolution of digital services such as cloud computing, artificial intelligence (AI), platform economies, and cross border data flows continues to outpace existing legal frameworks. To fully harness the benefits of digital transformation while addressing risks related to privacy, security, and misuse of data, Arab countries are encouraged to develop and modernize their legislative frameworks to meet the demands of the digital age. At the global level, the UN promotes responsible, inclusive, and trustworthy use of digital and emerging technologies in support of sustainable development. In September 2024, world leaders adopted the Pact for the Future during the Summit of the Future, together with its annexes: the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC places strong emphasis on digital trust, effective digital governance, and the protection of human rights in the digital environment. Central to these objectives is the protection of personal data, which the GDC recognizes as a cornerstone of trust in digital systems and a prerequisite for people s safe and meaningful participation in the digital economy. The UN ESCWA has a long standing role in supporting its member States in the development and reform of cyber legislation. In 2007, UN ESCWA published Models for Cyber Legislation in UN ESCWA Member Countries, which reviewed regional and international legal developments and proposed practical templates to assist countries in assessing and harmonizing national cyber laws. Through its technical cooperation program, UN ESCWA continues to support member States in strengthening legal, institutional, and regulatory capacities related to digital and emerging technologies, including data protection and regulatory oversight. Recently, the Ministry of Telecommunications and Information Technology (MTIT) in Yemen has requested UN ESCWA s advisory services to support the development of a personal data protection law aligned with international standards and regional best practices. Such a law would contribute to strengthening trust in digital services, protecting individuals rights, and supporting Yemen s broader digital transformation efforts in line with global developments, including the principles set out in the GDC. In response, UN ESCWA is engaging a qualified legal consultant to provide specialized expertise in personal data protection, with specific attention to the Yemeni legal and institutional context. Yemen's ongoing conflict and fragile institutional environment require that the draft law include a realistic implementation sequencing recommendation, identifying which provisions can be operationalized in the near term and which require institutional prerequisites, such as the establishment of a data protection authority. The consultant shall draw on established international frameworks including the EU General Data Protection Regulation (GDPR), the OECD Guidelines on the Protection of Privacy and Transborder Flows of Personal Data (2013 revision), the Council of Europe Convention 108+, and the Arab League's draft model data protection law, selecting and adapting provisions appropriate to Yemen's legal, institutional, and developmental context. This consultancy is part of a coordinated package of three inter-related legal instruments being developed simultaneously for Yemen: Access to Information Law, Personal Data Protection Law, and an e-Transactions and Trust Services Law. The consultant shall be aware of this broader legislative package and shall flag, in the drafting notes annex, any provisions in the assigned law that intersect with or depend upon the other instruments, to ensure coherence across the three laws. The advisory services, including the scope of work and expected outputs, are detailed in these Terms of Reference. III. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report on personal data protection law. To produce the draft report, the consultant is requested to conduct, among others, the main following tasks: 1. Benchmarking and Best Practices Review current national laws related to digital and emerging technologies in Yemen; Review best regional and international practices in personal data protection law covering at least 2 regional cases and 2 international cases, with justification for case selection provided in the report; 2. Stakeholder Engagement Identify main national stakeholders, hold, in coordination with MTIT, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; Contribute to sectoral workshops to discuss needs and priorities, if needed; Discuss priorities and needs with MTIT and ESCWA; Document findings, priorities, and challenges. 3. Situational analysis Analyze existing legislation, and regulatory frameworks, including data-related provisions currently embedded in Yemen's telecommunications law, e-government frameworks, and sector-specific regulations, mapping these against international PDPL standards; Conduct a comprehensive gap analysis to identify gaps, overlaps, and contradictions with international PDPL standards 4. Law Development Draft a suggested law based on national needs, gap analysis, international/regional best practices, and ESCWA template for cyber legislations. The draft Personal Data Protection Law (PDPL) shall include, at a minimum: o Preamble, objectives, and guiding principles (including lawfulness, fairness, transparency, purpose limitation, data minimisation, accuracy, storage limitation, integrity, and confidentiality); o Definitions and material/territorial scope of application (including extraterritorial reach, where applicable); o Legal bases for processing personal data, including consent, contractual necessity, legal obligation, vital interests, public interest, and legitimate interests, with specific conditions for validity of consent; o Special categories of personal data (sensitive data) and rules governing their processing, including additional safeguards;

Desired Candidate Profile

An advanced university degree in law or a related field is required. Office/Unit/Project Description

Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture.

Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches.

According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas.

As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services.

This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.

The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. The Gender Analyst will therefore be expected to ensure gender mainstreaming coherence across this portfolio, working collaboratively with gender focal points and technical teams across all three projects to maximize synergies and avoid duplication.

Gender equality is a significant objective across all components of this project and engagement, and empowerment of women is key to achieving the aimed results.

2. Scope of Work

The primary objective of the position is to provide technical leadership and advisory support to ensure that gender equality, women's empowerment, and social inclusion are effectively mainstreamed across the Integrated Resilience and Governance Programme in Yemen and related portfolio projects (RESOLVE, LoG4ABD, and SANABEL), ensuring that gender-responsive approaches are integrated throughout project design, implementation, monitoring, reporting, and knowledge management.

Provides technical leadership and coordination support, focusing on the achievement of the following functions:

1. Gender Mainstreaming and Technical Advisory

Lead the integration of gender equality and women's empowerment across all project components, ensuring interventions are gender-responsive and aligned with UNDP Gender Equality Strategy and corporate policies.

Provide technical guidance to project teams, Responsible Parties (RPs), consultants, and implementing partners on gender-sensitive programming across livelihoods, local governance, value chains, MSME development, climate-resilient agriculture, financial inclusion, and private sector engagement.

Review project documents, work plans, Terms of Reference, training materials, and implementation tools to ensure effective integration of gender and social inclusion considerations.

Identify opportunities to strengthen project interventions through practical and context-specific gender-responsive approaches that address the needs of women, youth, internally displaced persons (IDPs), persons with disabilities, and other vulnerable groups.

2. Gender Analysis, Monitoring, Evaluation, and Reporting

Lead the development and implementation of systems to collect, analyze, and report sex-, age-, and disability-disaggregated data across all project interventions.

Integrate gender indicators into Results-Based Management (RBM), monitoring and evaluation frameworks, and project reporting systems.

Conduct periodic gender analyses, assessments, and audits to evaluate the effectiveness of project interventions and recommend corrective measures where required.

Ensure all internal and external reports adequately reflect gender-related achievements, lessons learned, challenges, and recommendations in compliance with UNDP corporate requirements.

3. Capacity Development and Institutional Strengthening

Design and deliver capacity-building programmes, training workshops, coaching sessions, and awareness activities for project staff, Responsible Parties, government counterparts, contractors, local authorities, and other stakeholders on gender mainstreaming and social inclusion.

Develop practical tools, guidance notes, and gender mainstreaming resources to strengthen institutional capacity and support the integration of gender-responsive approaches throughout project implementation.

Support partners in institutionalizing gender-sensitive planning, implementation, monitoring, and reporting mechanisms.

4. Partnerships, Coordination, and Advocacy

Establish and maintain strategic partnerships with government institutions, women's organizations, civil society organizations, research institutions, private sector partners, and development agencies to promote gender equality and inclusive development.

Coordinate closely with UNDP gender focal points, project teams, and implementing partners to ensure harmonized implementation of gender-related activities across the portfolio.

Promote advocacy initiatives and facilitate dialogue to strengthen awareness and commitment to gender equality and women's economic empowerment among project stakeholders.

5. Knowledge Management and Communications

Identify, document, and disseminate lessons learned, best practices, success stories, and innovative approaches related to gender-responsive programming.

Prepare knowledge products, publications, communication materials, and case studies highlighting project achievements and impacts.

Promote knowledge sharing across the RESOLVE, LoG4ABD, and SANABEL projects and contribute to UNDP corporate knowledge platforms and communities of practice.

6. Gender Equality, Social Inclusion, and Safeguards

Ensure gender equality, human rights, and Leave No One Behind (LNOB) principles are integrated throughout project planning, implementation, monitoring, and reporting.

Promote inclusive participation and equitable access to project benefits for women, youth, IDPs, persons with disabilities, and other marginalized groups.

Ensure project activities comply with UNDP's Gender Equality Strategy, Social and Environmental Standards (SES), and other relevant corporate policies and safeguard requirements.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

3. Institutional Arrangement

Under the direct supervision of the UNDP Project Manager for Integrated Resilience and Governance Programme in Yemen and in close collaboration with the project team, Responsible Parties (RPs), the LoG4ABD and SANABL project teams, gender focal points across the portfolio and the UNDP Country Office, the Gender Analyst will provide technical leadership to ensure that gender equality and women's empowerment are systematically integrated across all project components and across the broader RESOLVE-LoGABD-SANABEL projects within the portfolio. Moving beyond symbolic inclusion, the analyst will embed gender mainstreaming into the very fabric of operational practice, advising on the design and implementation of interventions—from agricultural support and value chain development to microfinance, local governance strengthening, public financial management, climate-resilient agriculture and private sector engagement—so that they are explicitly responsive to the distinct barriers, needs, and capacities of women, men, youth, IDPs, persons with disabilities and displaced populations. This involves proactively identifying opportunities to strengthen project activities, developing tailored tools and frameworks for partners, and championing realistic, context-sensitive gender strategies that can adapt to Yemen’s fluid operating environment while driving measurable progress toward gender equality outcomes.

4. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. Donors are not present in-Country and representation takes place remotely or through visits in Amman or other locations. The Yemen Country Climate and Development Report highlights the development conflict climate nexus and underscores the need for coordinated approaches that integrate development needs with climate action, particularly given climate-induced disasters such as droughts, floods, and extreme heat that amplify existing vulnerabilities. In parallel, Yemen has demonstrated commitment to strengthening its national climate planning landscape, including the NDC 3.0 vision and framework, the National Adaptation Plan (NAP), and the Long-Term / Low Emission Development Strategy (LT-LEDS). The development of a Climate Finance Strategy and Investment Plan is intended to help Yemen better understand climate finance needs, map current climate finance flows, strengthen institutional coordination, and identify feasible financing pathways aligned with national priorities and implementation realities. Our client has engaged an International Climate Finance Consultant to provide overall technical leadership, quality assurance, and drafting across the assignment. To support the in-country workstream, our client intends to engage two complementary field-based national consultants: (i) a National Climate Finance and Institutional Mapping Consultant; and (ii) a National Climate Stakeholder Engagement and Validation Consultant. The two national consultants will work in close coordination under the technical supervision of the international consultant, but with clearly differentiated roles to avoid duplication and to ensure efficient delivery of the analytical and consultative workstreams. In coordination with the National Climate Stakeholder Engagement and Validation Consultant, the National Climate Finance and Institutional Mapping Consultant will provide in-country technical support for the development of the Climate Finance Strategy and Investment Plan for Yemen. Under the technical supervision of the International Climate Finance Consultant and the overall guidance of our client Yemen, the consultant will serve as the lead national focal point for the analytical workstream related to institutional stocktaking, climate finance needs evidence, climate finance flow data collection and structuring, institutional mapping, finance-flow mapping, and technical documentation. The consultant will support the consultative and validation process by providing technical inputs, analytical summaries, and subject-matter clarification for meetings, consultations, and workshops organized primarily by the National Climate Stakeholder Engagement and Validation Consultant.

Project Objectives:

Activity 1a.
