Office/Unit/Project Description </strong></p><br> <p>UNDP Yemen operates in one of the world’s most complex and protracted crises, where overlapping challenges of conflict, governance, and climate change create deep vulnerabilities for communities across the country. The Country Office’s Climate Change, Water, Energy, and Environment (CCWEE) portfolio is a core pillar of UNDP’s programming, focused on restoring essential services, strengthening local governance, and improving livelihoods through climate-resilient, inclusive, and sustainable development solutions. The portfolio works closely with national and local partners to implement integrated interventions across water, agriculture, energy, and institutional strengthening to address the interlinked drivers of fragility, inequality, and environmental degradation.</p><br> <p>In this context, the <i>Integrated Water Resources Management for Enhanced Resilience in Yemen (IWRM-ERA)</i> Project, funded by KfW, aims to strengthen climate resilience and improve water resources management in targeted areas of Taiz and Lahj governorates. The project supports sustainable water management, watershed rehabilitation, community engagement, and climate-resilient livelihoods to improve water security and enhance resilience to climate change.</p><br> <p>Furthermore, this position will also provide targeted cross-support to communication and visibility activities for other strategic initiatives under the broader CCWEE portfolio (including GEF, GCF, and other bilateral donors), ensuring unified thematic messaging.</p><br> <p>To enhance project visibility, stakeholder engagement, knowledge sharing, and advocacy, UNDP seeks a Communications Analyst to lead the development and implementation of communications and outreach activities.</p><br> <p>The Communications Analyst reports directly to one of the Project Managers, while maintaining a direct strategic and operational matrix reporting line to the CCWEE Team Leader to facilitate portfolio-wide thematic synergy.</p><br> <p><strong>2. Scope of Work </strong></p><br> <p><strong>1-Ensure effective management of communications activities for the CCWEE Portfolio</strong></p><br> <ul> <li>Chart and oversee the implementation of daily communications activities across all CCWEE projects.</li> <li>Draft and publish success stories, articles, press releases and other publications to highlight the portfolio’s achievements and impact.</li> <li>Coordinate with project teams to develop social media posts, infographics and multimedia content reflecting CCWEE achievements and lessons learned.</li> <li>Ensure timely updates of portfolio and project fact sheets, website pages, newsletters and other outreach materials.</li> <li>Work with implementing partners and project Responsible Parties to generate content (text, photos, video) that aligns with UNDP guidelines and narrative.</li> <li>Provide communications advice to project teams to maximize visibility and ensure consistency.</li> <li>Support and contribute to the Country Office’s overall communications priorities and campaigns, ensuring CCWEE activities are integrated into corporate messaging as needed</li> </ul> <p><strong>2- Ensure implementation of strategic communications plan</strong></p><br> <ul> <li>Develop and implement a comprehensive Strategic Communications Plan for the CCWEE portfolio, targeting key audiences (e.g. government stakeholders, donors, communities, media).</li> <li>Lead the production of communications materials and donor-facing products (e.g. brochures, reports, presentations), including managing photo and video documentation. This involves procuring and coordinating photographers, videographers and designers to create assets for use by regional and HQ partners. For example, similar roles have handled procurement and deployment of consultants to produce photos, videos, animations and other communications products.</li> <li>Coordinate closely with the UNDP Yemen Communications & Advocacy Team to ensure that CCWEE messaging and outreach activities align with the Country Office’s communications strategy and UNDP branding.</li> <li>Emphasize CCWEE’s development and resilience work – not just humanitarian relief – helping to shift the narrative towards long-term solutions for climate, water and environmental challenges.</li> </ul> <p><strong>3- Promote advocacy and communications campaigns</strong></p><br> <ul> <li>Design and roll out innovative advocacy and awareness campaigns linked to CCWEE priorities (e.g. water conservation, renewable energy, biodiversity). This includes social media campaigns timed to international observances (Climate Week, World Water Day, etc.), policy dialogue events, and project launches.</li> <li>Plan and execute national-level advocacy initiatives to promote CCWEE themes and influence public and stakeholder understanding. Campaigns should engage diverse media channels and community networks.</li> <li>Develop creative content (videos, photo essays, blog series) to increase engagement. For example, the Analyst will “produce information and communications products (e.g. press releases, articles, speeches, stories, blogs, fact sheets, etc.), including proposing topics, collecting information from the field, audience targeting, writing and editing content.</li> </ul> <p><strong>4- Ensure donor relations and reporting </strong></p><br> <ul> <li>Regularly update donors on communications activities and work directly with communication focal points on planning, requirements and operational requirements.</li> <li>Assist the team in the editing and formatting of official project reports.</li> <li>Review and polish written content produced by the portfolio to enhance coherence, tone, and readability in line with UNDP standards.</li> </ul> <p><strong>5- Ensure editorial support and quality control and support knowledge sharing </strong></p><br> <ul> <li>Assist CCWEE teams by editing and formatting official reports, concept notes and policy briefs to ensure clarity, coherence and alignment with UNDP standards.</li> <li>Review and edit written content (in English and/or Arabic) produced by the portfolio, enhancing tone, style and accuracy. Unique terrestrial and marine ecosystems, including globally significant island biodiversity, extensive coral reefs, diverse highland agro-ecosystems, and culturally important dryland forests, provide essential services that underpin livelihoods, food security, water systems, and cultural identity across the country. </p><br> <br> <p> Yet Yemen faces a complex set of environmental and development challenges. Institutional capacity constraints, limited environmental monitoring, and pressures on public resources have affected the management of natural ecosystems. </p><br> <br> <p> Yemen’s ability to address biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. </p><br> <br> <p>The Global Environment Facility (GEF) Small Grants Programme (SGP) is implemented by UNDP on behalf of the GEF Partnership. UNDP oversees the Small Grants Programme (SGP) through the Vertical Hub and the Nature Hub of Bureau for Policy and Programme Support (BPPS). Funded by the Global Environment Facility (GEF), the Small Grants Programme efficiently channels direct grants to non-governmental and community-based organizations to help them cope with climate change; conserve biodiversity; protect international waters; reduce the impact of Persistent Organic Pollutants; and prevent land degradation. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA.
