comprehensive response for migrant children (those who are separated, unaccompanied, or at risk), in line with the organization’s standards and child protection principles.</span><br><span>The Case Worker is responsible for managing individual cases, providing support and advocacy for children, ensuring their access to essential services, and guaranteeing the quality of care provided to them, individual response plans addressing both short- and long-term needs, ensuring quality care and continuous follow-up.</span></li> <li><span>Provide case management services, recommend financial Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. <p><b>About the job</b></p><p><br></p><p>Overall purpose of the role:</p><p><br></p><p>The Deputy Chief of Party (Programmes) will provide strategic leadership and oversight of the implementation of the Cash Consortium of Yemen (CCY) programme, ensuring the effective, efficient and harmonised delivery of Multi-Purpose Cash Assistance (MPCA) and livelihoods interventions across Yemen. Reporting to the Chief of Party, the DCOP will be responsible for translating the consortium's strategic objectives into high-quality programme implementation, while maintaining the technical excellence, consistency and accountability that define the CCY approach.</p><p><br></p><p>The DCOP will oversee the consortium's programme delivery functions, providing direct supervision to the MEAL, Information Management and Economic Recovery teams to ensure integrated programme management, evidence-based decision-making and adaptive programming. Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. Office/Unit/Project Description </strong></p><br> <p>UNDP Yemen operates in one of the world’s most complex and protracted crises, where overlapping challenges of conflict, governance, and climate change create deep vulnerabilities for communities across the country. The Country Office’s Climate Change, Water, Energy, and Environment (CCWEE) portfolio is a core pillar of UNDP’s programming, focused on restoring essential services, strengthening local governance, and improving livelihoods through climate-resilient, inclusive, and sustainable development solutions. The portfolio works closely with national and local partners to implement integrated interventions across water, agriculture, energy, and institutional strengthening to address the interlinked drivers of fragility, inequality, and environmental degradation.</p><br> <p>In this context, the <i>Integrated Water Resources Management for Enhanced Resilience in Yemen (IWRM-ERA)</i> Project, funded by KfW, aims to strengthen climate resilience and improve water resources management in targeted areas of Taiz and Lahj governorates. The project supports sustainable water management, watershed rehabilitation, community engagement, and climate-resilient livelihoods to improve water security and enhance resilience to climate change.</p><br> <p>Furthermore, this position will also provide targeted cross-support to communication and visibility activities for other strategic initiatives under the broader CCWEE portfolio (including GEF, GCF, and other bilateral donors), ensuring unified thematic messaging.</p><br> <p>To enhance project visibility, stakeholder engagement, knowledge sharing, and advocacy, UNDP seeks a Communications Analyst to lead the development and implementation of communications and outreach activities.</p><br> <p>The Communications Analyst reports directly to one of the Project Managers, while maintaining a direct strategic and operational matrix reporting line to the CCWEE Team Leader to facilitate portfolio-wide thematic synergy.</p><br> <p><strong>2. Scope of Work </strong></p><br> <p><strong>1-Ensure effective management of communications activities for the CCWEE Portfolio</strong></p><br> <ul> <li>Chart and oversee the implementation of daily communications activities across all CCWEE projects.</li> <li>Draft and publish success stories, articles, press releases and other publications to highlight the portfolio’s achievements and impact.</li> <li>Coordinate with project teams to develop social media posts, infographics and multimedia content reflecting CCWEE achievements and lessons learned.</li> <li>Ensure timely updates of portfolio and project fact sheets, website pages, newsletters and other outreach materials.</li> <li>Work with implementing partners and project Responsible Parties to generate content (text, photos, video) that aligns with UNDP guidelines and narrative.</li> <li>Provide communications advice to project teams to maximize visibility and ensure consistency.</li> <li>Support and contribute to the Country Office’s overall communications priorities and campaigns, ensuring CCWEE activities are integrated into corporate messaging as needed</li> </ul> <p><strong>2- Ensure implementation of strategic communications plan</strong></p><br> <ul> <li>Develop and implement a comprehensive Strategic Communications Plan for the CCWEE portfolio, targeting key audiences (e.g. government stakeholders, donors, communities, media).</li> <li>Lead the production of communications materials and donor-facing products (e.g. brochures, reports, presentations), including managing photo and video documentation. This involves procuring and coordinating photographers, videographers and designers to create assets for use by regional and HQ partners. For example, similar roles have handled procurement and deployment of consultants to produce photos, videos, animations and other communications products.</li> <li>Coordinate closely with the UNDP Yemen Communications & Advocacy Team to ensure that CCWEE messaging and outreach activities align with the Country Office’s communications strategy and UNDP branding.</li> <li>Emphasize CCWEE’s development and resilience work – not just humanitarian relief – helping to shift the narrative towards long-term solutions for climate, water and environmental challenges.</li> </ul> <p><strong>3- Promote advocacy and communications campaigns</strong></p><br> <ul> <li>Design and roll out innovative advocacy and awareness campaigns linked to CCWEE priorities (e.g. water conservation, renewable energy, biodiversity). This includes social media campaigns timed to international observances (Climate Week, World Water Day, etc.), policy dialogue events, and project launches.</li> <li>Plan and execute national-level advocacy initiatives to promote CCWEE themes and influence public and stakeholder understanding. Campaigns should engage diverse media channels and community networks.</li> <li>Develop creative content (videos, photo essays, blog series) to increase engagement. For example, the Analyst will “produce information and communications products (e.g. press releases, articles, speeches, stories, blogs, fact sheets, etc.), including proposing topics, collecting information from the field, audience targeting, writing and editing content.</li> </ul> <p><strong>4- Ensure donor relations and reporting </strong></p><br> <ul> <li>Regularly update donors on communications activities and work directly with communication focal points on planning, requirements and operational requirements.</li> <li>Assist the team in the editing and formatting of official project reports.</li> <li>Review and polish written content produced by the portfolio to enhance coherence, tone, and readability in line with UNDP standards.</li> </ul> <p><strong>5- Ensure editorial support and quality control and support knowledge sharing </strong></p><br> <ul> <li>Assist CCWEE teams by editing and formatting official reports, concept notes and policy briefs to ensure clarity, coherence and alignment with UNDP standards.</li> <li>Review and edit written content (in English and/or Arabic) produced by the portfolio, enhancing tone, style and accuracy.
