<p>Mercy Corps has developed a Crisis Analysis function to support our programming in the most complex contexts, including Syria, Lebanon, Palestine, Ukraine, and others. The Yemen Country Climate and Development Report highlights the development conflict climate nexus and underscores the need for coordinated approaches that integrate development needs with climate action, particularly given climate-induced disasters such as droughts, floods, and extreme heat that amplify existing vulnerabilities. In parallel, Yemen has demonstrated commitment to strengthening its national climate planning landscape, including the NDC 3.0 vision and framework, the National Adaptation Plan (NAP), and the Long-Term / Low Emission Development Strategy (LT-LEDS). The development of a Climate Finance Strategy and Investment Plan is intended to help Yemen better understand climate finance needs, map current climate finance flows, strengthen institutional coordination, and identify feasible financing pathways aligned with national priorities and implementation realities. Our client has engaged an International Climate Finance Consultant to provide overall technical leadership, quality assurance, and drafting across the assignment. To support the in-country workstream,our client intends to engage two complementary field-based national consultants: (i) a National Climate Finance and Institutional Mapping Consultant; and (ii) a National Climate Stakeholder Engagement and Validation Consultant. Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. S/he will oversee program activities in the targeted areas, register families according to vulnerability and eligibility criteria, will oversee the execution of livelihood activities, S/he will monitor livelihood activities as well as support with reconciliation processing, as necessary. In addition, the Project Officer will represent SCI during community meetings and will ensure that strong M&E systems are in place and results are integrated throughout the project.</span></p><br><p><span><strong>SCOPE OF ROLE: </strong></span></p><br><p><span><strong>Reports to: </strong>FSLProgramme Coordinator </span></p><br><p><span><strong>Reporting to</strong></span><span><i><strong>:</strong></i></span><span>FSL Assistants</span></p><br><p><span><strong>Budget responsibility:</strong></span><span>none</span></p><br><p><span><strong>KEY ACTIVITIES:</strong></span></p><br><p><span><strong><u>Community Mobilization</u></strong></span></p><br><ul> <li><span>Sensitize local authorities and communities to the project’s objectives, activities, and selection criteria.</span></li> <li><span>Review and develop beneficiary selection criteria with government, local authorities, and community members to identify project beneficiaries according to SCI’s and food insecure vulnerability and target criteria.</span></li> <li><span>Organize and run community meetings and workshops in a participatory and inclusive manner, to ensure that project activities are developed in consultation with communities. Conduct trainings as necessary.</span></li> <li><span>Take into account the structures of local government and communities and ensure all project activities have considered the needs of children, women, vulnerable groups, and the environment. </span></li> <li><span>Be in regular contact with communities, to link them to SCI and ensure transparency and information sharing. </span></li> <li><span>Lead in conflict resolution of disputes between communities and members related to SCI project activities. </span></li></ul><p><span><strong><u>Activity Implementation</u></strong></span></p><br><ul> <li><span>To ensure that the planned activities are conducted timely and beneficiaries receive their assistance without hindrances. Support beneficiaries to receive their assistance according to agreed timelines and processes. </span></li> <li><span>Ensure local authorities and communities have been sensitized to the project’s objectives, activities, and selection criteria and that these processes have been adhered to during project selection. </span></li> <li><span>Develop project implementation plan with communities, supervise, guide and advise them in the selection of beneficiaries and community projects based on set criteria that are agreed by all stakeholders.</span></li> <li><span>Carryout initial site assessments and feasibility feedback on project options to assist in prioritization processes.</span></li> <li><span>Verify that project activities are developed in consultation with communities and ensure all project activities have considered the needs of children, women, vulnerable groups, and the environment. </span></li> <li><span>Identifying training and capacity-building needs within the target population. Also, monitoring and evaluating the impact of livelihood interventions (Vocational skills training), collecting data, and analyzing trends to inform program adjustments and improvements.</span></li> <li><span>Carry out regular monitoring of field livelihood activities, report findings, and provide recommendations for improvement. </span></li> <li> <p><span>After completion of the livelihood training, organize regular group mentorship sessions with the participants to provide further support on relevant topics (income generation, revolving funds, etc.), monitor their progress, review any challenges faced, and provide them with guidance to address those.</span></p><br> </li></ul><p><span><u>Coordination</u></span></p><br><ul> <li><span>Coordinate with other project officers to ensure that activities are carried out in line with community needs.</span></li> <li><span>Coordinate with the relevant government ministries to ensure compliance and good relations. </span></li> <li><span>Support the integration and communication with CP sector. </span></li> <li><span>Participate in Field Office meetings with management and other departments, as required. </span></li></ul><p><span><strong><u>Monitoring and Evaluation</u></strong></span></p><br><ul> <li><span>Work with the FSL Database Assistant to ensure a project progress database is complete and regularly updated. </span></li> <li><span>Assist the M&E team in creating appropriate monitoring tools for project impact, quality, Post Distribution Monitoring, and measurement of IPTT indicator tracking.
