Project Summary
The School Kitchens Project aims to provide healthy and nutritious meals to school students, targeting 7,000 male and female students in the capital city of Sana’a and Al-Hodeidah Governorate. The project is funded by the World Food Program (WFP) and implemented under the supervision of the Ministry of Education, represented by the School Feeding and Humanitarian Relief Program (SFHRP).
This initiative seeks to enhance students' nutritional intake, improve their overall health, and foster a better learning environment by addressing food security challenges in schools
Job Objective
The HR Officer is responsible for managing all human resource operations within the School Kitchens Project, including recruitment, training, performance management, and record-keeping. The role ensures adherence to organizational HR policies, fosters a collaborative work environment, and contributes to achieving the project’s goals.
Duties and Responsibilities
1. Recruitment and Onboarding:
English:
- Prepare job announcements in coordination with the Project Manager and the HR Department.
- Screen applications, conduct preliminary interviews, and coordinate final interviews.
- Issue job offers and ensure employment contracts are completed.
Arabic:
- إعداد إعلانات الوظائف بالتنسيق مع مدير المشروع وإدارة الموارد البشرية في المؤسسة.
- فرز الطلبات وإجراء المقابلات الأولية والتنسيق للمقابلات النهائية.
- إصدار عروض العمل والتأكد من استكمال عقود التوظيف.
2. Records and File Management:
English:
- Create and maintain employee files, including contracts, personal documents, and performance records.
- Regularly update the HR database to ensure data accuracy.
Arabic:
- إنشاء وحفظ ملفات الموظفين بما يتضمن العقود، الوثائق الشخصية، وسجلات الأداء.
- تحديث قاعدة بيانات الموارد البشرية بشكل منتظم وضمان صحة المعلومات.
3. Performance Management:
English:
- Implement the performance evaluation system in collaboration with supervisors.
- Prepare periodic performance reports and recommend actions for improvement or recognition.
Arabic:
- تنفيذ نظام تقييم الأداء بالتعاون مع الإدارة المباشرة للموظفين.
- إعداد تقارير دورية عن أداء الموظفين، ورفع التوصيات لتحسين الأداء أو التحفيز.
4. Training and Development:
English:
- Identify training needs in coordination with department managers.
- Organize workshops and training sessions to enhance employee skills.
- Monitor the impact of training programs on employee performance.
Arabic:
- تحديد احتياجات التدريب والتطوير بالتنسيق مع مديري الأقسام.
- تنظيم ورش عمل ودورات تدريبية لتحسين مهارات العاملين بما يتماشى مع متطلبات المشروع.
- متابعة تأثير البرامج التدريبية على أداء الموظفين.
5. Compliance with Policies and Laws:
English:
- Ensure adherence to local labor laws and organizational HR policies.
- Address employee complaints and issues in coordination with management.
Arabic:
- ضمان الالتزام بالقوانين المحلية وسياسات الموارد البشرية في المؤسسة.
- معالجة أي شكاوى أو قضايا متعلقة بالموارد البشرية بالتنسيق مع الإدارة.
6. Payroll and Benefits Administration:
English:
- Coordinate with the Finance Department to prepare accurate payrolls.
- Manage leave requests, overtime, and incentives according to policies.
Arabic:
- التنسيق مع قسم المالية لإعداد كشوفات الرواتب والتأكد من دقتها.
- متابعة طلبات الإجازات، الساعات الإضافية، والحوافز وفق السياسات المعتمدة.
7. Enhancing Work Environment:
English:
- Implement activities to improve employee satisfaction and motivation, such as team meetings and social events.
- Support management in resolving conflicts among employees fairly and according to policies.
Arabic:
- تنفيذ أنشطة تعزز من رضا الموظفين وتحفيزهم، مثل اجتماعات الفريق والأنشطة الاجتماعية.
- دعم الإدارة في حل النزاعات بين الموظفين بشكل عادل ووفق السياسات.
8. Reporting:
English:
- Prepare periodic reports on HR needs, training, performance, and compliance.
- Provide recommendations for improving HR systems within the project.
Arabic:
- إعداد تقارير دورية عن احتياجات الموارد البشرية، تقارير التدريب، تقارير الأداء، وتقارير الامتثال.
- تقديم مقترحات لتحسين نظم الموارد البشرية في المشروع.
Job Requirements
Educational Qualifications:
- Bachelor’s degree in Business Administration, Human Resources, or a related field.
Work Experience:
- Minimum of 2 years of experience in HR management, preferably in developmental projects or NGOs.
Technical and Personal Skills:
