Background
Rofqa for Humanitarian Development Foundation is an independent, non- governmental,, non- profit foundation. It was established in 2009, . RHD was officially registered at the Ministry of Labor and Social Affairs as per license 52/268.
Fields of work: WASH - Food security and livelihoods - Shelter - Nutrition - Education -Health - Protection. RHD has a strong and close relationship with the Ministry of Labor and Social Affairs and Local authorities, RHD has also a good relationship and acceptance with the host communities, and we have great experience in implementing projects in most Yemeni regions.
Main Responsibilities:
Logistics Officers play a key role in managing stock levels and overseeing the movement of goods, both incoming and outgoing. They are detail-oriented and use computer systems to keep track of inventory, ensuring everything runs smoothly. Typically working in storage facilities or logistics settings, they make sure supplies are delivered on time and meet project requirements.
Additionally, the Logistics Officer is responsible for preparing tender documents following RHD policies, handling procurement needs, and working closely with suppliers to ensure that all materials meet the necessary specifications.
Position Description:
- Ensure smooth and efficient logistics, procurement, and administrative services to keep the project running smoothly.
- Work closely with the program teams to create and manage annual and periodic procurement plans, including budgets.
- Oversee the procurement process, maintaining strong communication with suppliers and ensuring that all documentation is accurate and up-to-date.
- Keep track of procurement items, materials, and their movement, making sure everything is documented properly.
- Assist with local procurement, ensuring smooth coordination with the internal team and compliance with project needs.
- Make sure equipment, vehicles, guesthouses, warehouses, and other essential facilities are well-maintained and in good working order.
- Monitor and record drivers’ performance, fuel consumption, and the usage of vehicles on a monthly basis.
- Keep detailed and organized records of all procurement-related documents and regularly update inventory and stock information.
- Track purchase orders with external vendors and coordinate transportation to ensure timely delivery.
- Prepare and submit accurate and timely reports on the movement of personnel and materials.
- Ensure all logistics and movement activities comply with the organization’s standards and regulations.
- Help update logistics and procurement guidelines and support RHD staff in creating necessary procedures.
- Coordinate all logistics for field movements, ensuring that the project’s needs are met efficiently.
- Ensure that movement and transportation records are accurately archived and up to date.
- Take on any additional tasks as needed to help the Project Manager keep the project on track.
Education and Experience
- A Bachelor's Degree in Business Administration or a related field is required.
- At least 5 years of relevant experience, ideally with NGOs or international organizations.
- Proven leadership skills to motivate and guide a logistics team toward achieving goals and ensuring operational efficiency.
- Solid understanding of laws and regulations governing logistics and shipping practices.
- Proficient in logistics information systems and related software.
- Strong negotiation skills with suppliers and logistics companies to secure the best deals.
- Ability to quickly identify challenges and implement effective solutions.
- Excellent communication skills in both written and spoken English.
- Proficient in Microsoft Office, including Word, Excel, PowerPoint, and email.
