FSL Engineer Officer - Sa’ada.

ROLE PURPOSE:

Save the children Saada office will implement CFW (Cash For Work) in Saada; Alsafra, Kitaf, Saqein, and Razih districts and may be applied to other districts.

The CFW engineer support the Program Manager in ensuring the effective implementation of all aspects of this project related to the rehabilitation of the target sites.

KEY AREAS OF ACCOUNTABILITY:

Mobilization :-

  • Sensitize local authorities and communities to the project’s objectives, activities, and selection criteria.
  • Adhere to standard operating procedures for registration of Cash/voucher.
  • Review and develop beneficiary selection criteria with government, local authorities, and community members to identify project beneficiaries according to SCI’s economic, vulnerability , target criteria and FSAC recommendation   .
  • Organize and run community meetings and workshops in a participatory and inclusive manner, to ensure that project activities are developed in consultation with communities. Conduct trainings as necessary.
  • Be in regular contact with communities, to link them to SCI and ensure transparency and information sharing.
  • Lead in conflict resolution of disputes between communities and members related to SCI project activities.

Activity Implementation :-

  • The Engineer will support the Program Manager in ensuring the effective implementation of all aspects of this project related to the rehabilitation of the target site.
  • Supervise the progress of the implementation of the assets rehabilitation
  • Assessing the target sites against internal guidelines for suitability of the activity
  • Preparing BoQs outlining the necessary tools and materials as well as the rehabilitation plan
  • Assessing the standards of delivered materials
  • Following up with the cash for Assets activities
  • Training communities on the maintenance of the rehabilitated site
  • Writing reports in weekly and monthly basis as requested;
  • Assisting and feed Data base assistant and AMEU team with field data of project
  • Assisting Program Manager to identify new activities;
  • Submitting daily reports for achievement of the activities
  • Supporting data entry, documentation and the preparation of documents
  • Provide technical support to participants in work sites
  • Preparing the required document for financial payments after completion of work
  • Preparing the contracts of the skilled labors
  • Managing the tools and materials in the work sites
  • Any other relevant tasks requested by the Program Manager.

Coordination :-

  • Coordinate with other FSL officers and assistance to ensure that activities are carried out in line with community needs.
  • Coordinate with the relevant government ministries to ensure compliance and good relations. 
  • Support the integration and communication with other sectors: WASH, protection, Health & Nutrition activities.
  • Participate in Field Office meetings with management, SCMCHA and FSAC if required.

Monitoring and Evaluation :-

  • Work with the FSL Database Assistant to ensure a project progress database is complete and regularly updated.
  • Assist the M&E team in creating appropriate monitoring tools for project impact, quality, Post Distribution Monitoring, and measurement of IPTT indicator tracking. Focus on quality control checks for each project type.
  • Conduct regular feedback sessions with the M&E Officer and Accountability Assistants to ensure that all findings are addressed and adjustments made to the project throughout implementation.
  • Carry out regular implementation monitoring and submit relevant reports to the Programme Coordinator.
  •  Continuous field visits to work sites to know the nature of the work sites, conduct surveys, determine the actual needs, know the challenges and what are the appropriate ways to solve them

Reporting :-

  • Compile and write weekly and monthly progress reports, (narrative and data) in English.

 QUALIFICATIONS, EXPERIENCE AND SKILLS: -

  • A university degree in engineering (civil or WASH engineering preferred) 
  • Minimum 3-year experience in a position with similar responsibilities
  • Strong technical expertise in rural projects such as wells, roads, community structures,
  • Able to access and work in Alsafra, Kitaf, Saqein, and Razih districts, Saada governorates, and willing to travel to other sites in governorate on occasion if necessary
  • Cross cultural awareness and sensitivity (esp. gender and ethnicity) is required
  • Excellent interpersonal skills required, as well as the ability to communicate clearly and efficiently with a variety of audiences (e.g. beneficiaries, community committees, and other team members)
  • Leadership and organizational skills are required
  • Ability to manage multiple tasks and responsibilities, work efficiently under pressure and in changing circumstances
  • Fluency in Arabic and strong English skills required
  • Good computer literacy (Microsoft Word, Excel, Power Point) required
  • Understanding of the principles of non-governmental organizations is an essential.
