In this highly fragile context, WFP is currently implementing its Interim Country Strategic Plan (ICSP), which entails one of the organization s largest emergency portfolios globally. The incumbent will serve as the designated Activity Manager (URT1) currently based in Aden, driving day-to-day operational excellence, supervising technical field teams, leading and coordinating complex retargeting exercises. JOB PURPOSE To provide strategic leadership, operational oversight, and technical direction for WFP s Targeted Emergency Food Assistance operations in Yemen. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to: Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with Our client guidelines and standards. The development of a Climate Finance Strategy and Investment Plan is intended to help Yemen better understand climate finance needs, map current climate finance flows, strengthen institutional coordination, and identify feasible financing pathways aligned with national priorities and implementation realities. Advanced university degree (Master s level or higher) in a relevant field is highly desirable.</li><li>Minimum 5 years of relevant professional experience in finance, public finance, development finance, institutional analysis, policy analysis, project research, or related analytical work.</li><li>Demonstrated experience in data collection, evidence synthesis, institutional mapping, finance-related analysis, and preparation of analytical inputs or reports.</li><li>Experience working with government institutions, development partners, UN agencies, or international programmes on finance-related topics in Yemen.</li><li>Experience supporting finance-related assessments, public expenditure reviews, donor mapping, climate-related projects, or policy/process mapping.</li><li>Experience on climate finance and green economy.</li><li>Knowledge of Yemen s climate, environmental, development, and institutional context is required.</li><li>Strong drafting, documentation, spreadsheet/data management, and analytical skills, including the ability to maintain clear records of evidence, sources, classifications, and assumptions.</li><li>Experience in fragile and conflict-affected settings is highly desirable.</li><li>K.
