Organizational Context and Scope Under the direct supervision of the Chief of Mission and in close coordination with the Programmes Managers, Heads of Offices, Head, Resources Management, and relevant Heads of Units, the Programme Coordinator (Programme Support Unit (PSU)) will be responsible for coordinating and implementing the Programme Support related activities of the Unit. In close coordination with the relevant units at the Regional Office and Headquarters (HQ), the Programme Coordinator (Programme Support Unit (PSU)) will be responsible and accountable for project development and donor liaison activities through the development, review and submission of project proposals and donor reports, coordinating the project development, donor and institutional reporting in the fields of migration management, emergency response, other programmes in the Country Office (CO), as well as identifying opportunities for developing and promoting International Organization for Migration s (IOM s) strategic objectives through programmes in CO and for developing Strategic Partnership with counterparts in the government, United Nations (UN) agencies and other relevant stakeholders in line with IOM global, regional and country strategies including the Strategic Results Framework (SRF).</p><p>1. Identify project opportunities based on national needs, in close collaboration with relevant Units in the CO, and the Regional Thematic Specialists (RTSs) and the Regional Project Development Officer (RPDO). Keep up to date about funding trends, policies and strategic priorities and budgetary planning cycles of donors and governments. Pro-actively seek funding sources among government and non-government donors, in line with IOM s strategic priorities.</p><p>2. Maintain effective working relationships with donors and potential donors, liaising, as necessary, with Regional Office (RO) and IOM COs with resource mobilization functions.</p><p>3. Coordinate the design and development of new programmes/projects based on solid results framework responding to emerging trends and priorities, in close coordination with the Chief of Mission, Regional Office, Headquarters Programme Managers, as well as with Government counterparts and other relevant public/private sector s partner organizations.</p><p>4. Ensure the review and endorsement of concept notes, proposals and donor reports on IOM s relevant software application, while also ensuring compliance with donor interests and requirements, and IOM s Project Handbook Guidance and results-based management standards.</p><p>5. Maintain up-to-date knowledge of all projects and programmes implemented by IOM Yemen.</p><p>6. Support Project Managers in coordinating the operational, administrative and financial aspects of all ongoing projects, including oversight responsibility of projects implementation, in coordination with the Resource Management units as required. Liaise between IOM Finance colleagues and Programme Managers to ensure that the latter are observant of IOM and Donors financial requirements.</p><p>7. Contribute to the development of IOM Yemen annual consolidated appeal, external reporting on emergency response and engagement with UN Office for Coordination of Humanitarian Affairs (OCHA) on the Humanitarian Needs Overview/Humanitarian Response Plan. Ensure IOM is successfully providing input into and reporting in line with the Grants Management System and the Financial Tracking System and the Online Projects System.</p><p>8. Coordinate with Programme Managers, Chief of Mission and senior management and support the drafting of regular progress reports to be submitted to the donors, partners and IOM Headquarters.</p><p>9. Support Programme Managers in the continuous review of project s implementation strategies as well as provide guidance and suggest corrective measures and actions to be taken as necessary.</p><p>10. Ensure logical/efficient planning and deployment of monitoring staff to achieve established objectives and collect necessary data.</p><p>11. Contribute to the process of raising awareness on issues relevant to IOM s mandate and Yemen, to promote project/programme related activities.</p><p>12. Identify, train and supervise reporting, project development and monitoring and evaluation team members, placing emphasis on the development of new team members and training on humanitarian systems and donor protocols.</p><p>13. Undertake duty travel with the aim of project/programme assessment, liaison with counterparts and donors, problem solving and the development of new initiatives, as required.</p><p>14. Act as IOM Yemen focal point and respond to inquiries from Headquarters and network of IOM regional offices. Chief of Mission Support</p><p>15. In coordination with the Chief of Mission, represent the CO in donor meetings, briefings, conferences, UN Working Group meetings and liaise with donors, governmental partners, project partners, think tanks policy centers at the international and national level.</p><p>16. In Coordination with the Programme Managers and Resource Management Unit, identify areas of projects/programme implementation which require the Chief of Mission intervention.</p><p>17. Represent the Chief of Mission in inter-agency meetings when related to the development and implementation of joint programmes, in coordination with Programme Coordinators/Managers as well as in any other meetings, as requested by the Chief of Mission.</p><p>18. Ensure adequate follow-up with relevant staff in support of the Chief of Mission strategic inputs and key decisions, including oversight of the mission's development of the country programme.</p><p>19. Unique terrestrial and marine ecosystems, including globally significant island biodiversity, extensive coral reefs, diverse highland agro-ecosystems, and culturally important dryland forests, provide essential services that underpin livelihoods, food security, water systems, and cultural identity across the country. </p><br> <br> <p> Yet Yemen faces a complex set of environmental and development challenges. Institutional capacity constraints, limited environmental monitoring, and pressures on public resources have affected the management of natural ecosystems. </p><br> <br> <p> Yemen’s ability to address biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. </p><br> <br> <p>The Global Environment Facility (GEF) Small Grants Programme (SGP) is implemented by UNDP on behalf of the GEF Partnership. UNDP oversees the Small Grants Programme (SGP) through the Vertical Hub and the Nature Hub of Bureau for Policy and Programme Support (BPPS). Funded by the Global Environment Facility (GEF), the Small Grants Programme efficiently channels direct grants to non-governmental and community-based organizations to help them cope with climate change; conserve biodiversity; protect international waters; reduce the impact of Persistent Organic Pollutants; and prevent land degradation. Helping communities with their initiatives for sustainable livelihoods while generating global environmental benefits is the core inspiration of the Small Grants Programme. </p><br> <br> <p>Launched in 1992 as a corporate programme of the GEF, the GEF Small Grants Programme (GEF SGP) has supported local action for over thirty years to address global environmental concerns. SGP aims to deliver global environmental benefits in the GEF focal areas of biodiversity conservation, climate change mitigation, protection of international waters, prevention of land degradation, and elimination of persistent organic pollutants through community-based approaches. To date, SGP has funded over 29,000 community-based projects covering more than 120 countries. Description </p><br> <p>Yemen continues to face a severe humanitarian and development crisis driven by prolonged conflict, economic decline, and institutional fragility. These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country. </p><br> <p> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture. </p><br> <p> UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency. </p><br> <p> RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance. </p><br> <p> LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus.
