One of these services is Energy services. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to: Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with Our client guidelines and standards. This will include but not limited to: Carry out field visits to target facilities - which may include traveling to various governates- to: a. Inspect and verify the actual needs; b. Consult with the facility s management and administration about the expected needs. c. Cooperate with electrical engineer to identify the required space for system required components such as Solar PV panels, distribution and control boards, batteries, Diesel generators and fuel tanks. d. Cooperate with the electrical engineer to Identify possible cable routs and any possible obstacles. e. Instruments. The engineer shall be familiar with measurement instruments and apparatus required for such assignment including Surveying Equipment such as TOTAL STATIONS. Prepare appropriate civil and steek structural designs for target facilities based on proposed energy system either solar or gensets - and according to site suitability. This will include the following: a. A full description of the target facility including its location (with GIS coordinates), existing capacity, functionality, provide photograph for the available areas for the required civil and steel structure either rooftop or on ground. b. AutoCAD drawings for the available areas presenting the south direction and azimuth, illustrating the proposed location and details for the panels, steel structure(s), Battey or Generator rooms. c. The design shall consider HSSE and aesthetic concerns. Provide technical and administrative support throughout all stages of designing processes and respond for any inquiries and modification requests from design review team through Our client energy specialist until getting final approval and design certificate. GENERAL SCOPE The rapid adoption and expansion of information and communications technologies (ICTs) across public and private institutions have fundamentally transformed the way governments, businesses, and individuals interact. This ongoing digital transformation offers significant opportunities for economic growth, innovation, and improved service delivery, while simultaneously giving rise to complex legal, regulatory, and security challenges. In this context, the development, modernization, and effective implementation of e-transactions legislation have become a critical priority for governments worldwide to ensure legal certainty, trust, and security in digital environments. Across the Arab region, several countries have made notable progress in establishing legal frameworks governing e-transactions, trust services, data protection, cybersecurity, and related areas. Nevertheless, the continuous emergence of new digital applications such as cloud computing, mobile platforms, digital identity systems, and artificial intelligence (AI) has requested countries to continuously upgrade those laws to align with the best international practices and the evolving requirements of the digital age. At the global level, the UN continues to promote the responsible, inclusive, and trustworthy use of emerging technologies in support of sustainable development. In September 2024, during the Summit of the Future, world leaders adopted the Pact for the Future, together with its annexes the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC underscores the importance of digital trust, secure and interoperable digital systems, and effective digital governance. These objectives depend fundamentally on robust e-transactions legislation that provides legal recognition to e-communications, signatures, trust services, and contracts mechanisms, thereby enabling safe participation in the digital economy. The UN ESCWA has a long-standing engagement in supporting its member States in the field of cyber legislation. In 2007, UN ESCWA published the study Models for Cyber Legislation in UN ESCWA Member Countries , which reviewed regional and international legal developments and introduced practical templates for assessing and reforming national cyber laws. The objective of those templates is to support Arab countries in drafting and harmonizing national cyber laws. Through its technical cooperation program, UN ESCWA remains committed to assisting member States in strengthening legal and institutional capacities related to the digital and emerging technologies. Recently, the Ministry of Telecom and Information Tech (MTIT) in Yemen requested UN ESCWA s advisory services to develop e-transactions and trust services law aligned with international standards and regional best practices. In response, UN ESCWA is engaging a qualified legal consultant to provide specialized expertise in the area of e-transactions and trust services, with a particular focus on the Yemeni legal and institutional context. The consultant shall use as primary reference frameworks the ESCWA Cyber legislation directives, UNCITRAL Model Law on Electronic Commerce (1996), the UNCITRAL Model Law on Electronic Signatures (2001), and the UNCITRAL Model Law on Electronic Transferable Records (2017), supplementing these with the EU eIDAS Regulation and relevant Arab country implementations. For the purposes of this consultancy, 'trust services' include: qualified electronic signatures and seals, electronic timestamps, electronic registered delivery services, website authentication certificates, and preservation services for electronic signatures, consistent with the eIDAS framework or its functional equivalent. This consultancy is part of a coordinated package of three inter-related legal instruments being developed simultaneously for Yemen: Access to Information Law, Personal Data Protection Law, and an e-Transactions and Trust Services Law. The consultant shall be aware of this broader legislative package and shall flag, in the drafting notes annex, any provisions in the assigned law that intersect with or depend upon the other instruments, to ensure coherence across the three laws. The provision of this advisory service, including the scope of work and expected outputs, is outlined in these Terms of Reference III. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report on e-transaction law. To produce the draft report, the consultant is requested to conduct, among others, the main following tasks: 1. Benchmarking and Best Practices Review current national laws related to digital and emerging technologies in Yemen; Review best regional and international practices in e-Transaction and trust services law (at least 2 selected regional and 2 international cases) and justification for case selection provided in the report; 2. Stakeholder Engagement Identify main national stakeholders, hold, in coordination with MTIT, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; Contribute to sectoral workshops to discuss needs and priorities, if needed; Discuss priorities and needs with MTIT and ESCWA; Document findings, priorities, and challenges. 3. Situational analysis Analyze existing legislation, and regulatory frameworks; Conduct a comprehensive gap analysis; 4. Law Development Draft a suggested law based on national needs, gap analysis, international/ regional best practices, and ESCWA template for cyber legislations. </p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>An advanced university degree in law or a related field is required. A Ph.D. degree is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 5 years of demonstrated experience in the drafting or advisory assessment of e-transactions legislation, electronic signature law, or trust service regulation is required. Familiarity with PKI (Public Key Infrastructure) frameworks and certification authority regulatory models is desirable. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms. About the mission SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. About the job General objective: The Grants and Partnership Manager will ensure the follow-up of the grants for the country office and ensure the compliance with the Donor Regulations. The role will be also to support the CO in the external communication for various audiences. The position ensures quality services to clients in line with SCI Policies and Procedures.</span></p><br><p><span><strong>SCOPE OF ROLE: </strong></span></p><br><p><span><strong>Reports to:</strong> Director of Finance</span></p><br><p><span><strong>Staff reporting to this post: </strong>N/A</span></p><br><p><span><strong>Dimensions:</strong> Yemen CO is a high complex country, with multi-member interest, and an annual budget of around $25+m, and approximately with 200 staff members.</span></p><br><p><span><strong>KEY AREAS OF ACCOUNTABILITY: </strong></span></p><br><p><span><strong>Financial Accounting, Reporting and Control </strong></span></p><br><ul> <li><span>Review the monthly payroll calculation sheet, process the payroll, prepare staff salary transfer letters, and send them to related banks.</span></li> <li><span>Review staff entitlement documents, verify the calculation, and prepare the check or bank transfer letter.</span></li> <li><span>Maintain the control accounts and ensure the balance is zero before the hard close.</span></li> <li><span>Check the debtor and creditor accounts and reconcile them.</span></li> <li><span>Monitor cash balance KPI and ensure having less than $100k balance at the end of each month. </span></li> <li><span>Responsible to prepare the monthly financial report (MFR), provide any explanation needed for the items in the report, have it signed, and saved on the shared folder for the Global Team.</span></li> <li><span>Work with the Finance Manager and the Director of Finance to adjust any coding errors for posted transactions in the system when and if needed.</span></li> <li><span>Update staff on any new SOFs and DRCs opened or closed in the system through sharing the Data Validation GLOSS sheet on regular basis.</span></li> <li><span>Ensure smooth and proper closeout of CO books on monthly basis and by end of each month.</span></li> <li><span>Responsible for the communication and coordination with the Tax authority regarding our income tax file, answer their queries if any, and submit the audited financial statements.</span></li> <li><span>Answer queries from the RO or/and the Centre related to our finances.</span></li> <li><span>Ability to identify weaknesses and drive continuous improvement.</span></li> <li><span>Ability to coach, mentor, delegate appropriately, and provide developmental guidance to supervised staff where applicable</span></li> <li><span>Assist in other tasks reasonably required by the Director of Finance.</span></li> <li><span><strong>FMS, ER/CAM, TIM and Financial Data Quality </strong></span></li> <li><span>Review and check the financial data in Agresso on regular basis by generating and reviewing the Traffic Lights Report and Data Quality Assessment Report.</span></li> <li><span>Update the monthly exchange rates for specific awards with donor rules for FX when needed.</span></li> <li><span>Being the CO focal point for Agresso and communicate with the Global Team, the Centre, or/and FMS Support any issues we face and can't handle in Agresso.</span></li> <li><span>Being the CO Finance ER Super User.</span></li> <li><span>Run the invalid Timesheet Data Report throughout the month and ensure all employees correct any invalid codes before timesheet submission.</span></li> <li><span>Review the Timesheet Summary Report (TSR01) to identify any incorrect coding for both awards and the shared cost SOF. This review can be done throughout the month on bi-weekly basis, but must be completed before timesheets are approved by line managers and salary allocation process is run on the 5th working day following the end of the month.</span></li> <li><span>Responsible to do the single account reconciliation for the CO accounts on the financial system and follow up if there are mistakes to be adjusted or payments that should be paid.</span></li> <li><span>Process the Salary Allocation to transfer all salary and related employee costs to awards. Before doing this, finance should review the TSR01 report and approve the final coding with confidence. Salary allocation can only be run after salary GLACOS has been posted to the system and transferring timesheet process has been completed successfully. </span></li> <li><span>Generate the EXP02 report, review charges made to shared cost SOF, post corrections in Agresso before hard close on the 8th working day, and notify budget holders/line managers to make employees aware to use correct codes for the following month.</span></li> <li><span>Review charges made to the Premise SOF, post corrections in Agresso before hard close on the 8th working day, and notify budget holders/line managers to make employees aware to use correct codes for the following month.</span></li> <li><span>Recode costs that are unallowable to all awards to the Non-Award Fund (NAF) against DRC XX0001 XTC/NTC Unrecoverable.
