Roles & Responsibilities

The MEAL function plays a critical role in ensuring that programmes are implemented effectively, transparently, and in line with NRC standards and donor requirements. It supports programme teams to generate reliable data and evidence on project progress, results, and impact, while strengthening accountability to affected populations and promoting continuous learning and improvement. The MEAL Officer contributes to the implementation and strengthening of MEAL systems at the Country Office level, supporting data collection, analysis, reporting, and learning processes to ensure that programme decisions are informed by accurate and timely information.

Generic Professional Competencies

  • Bachelor s degree in statistics, economics, social sciences, development studies, or another relevant field.

  • Minimum of 2 3 years of relevant experience in MEAL within humanitarian or development contexts.

  • Experience in quantitative and qualitative data collection methods, including surveys, key informant interviews, and focus group discussions.

  • Experience in data cleaning, analysis, and interpretation using tools such as Excel, Kobo, or other data management platforms.

  • Knowledge of monitoring and evaluation concepts, including indicators, logframes, and results frameworks.

  • Experience supporting assessments, baseline/endline studies, post-distribution monitoring, or similar exercises.

  • Good documentation and reporting skills.

  • Fluency in spoken and written English.

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) is required; experience with Microsoft 365 (SharePoint, Teams, OneDrive, Planner) is an advantage.

Generic Responsibilities

  1. Contribute to the implementation of MEAL systems and Standard Operating Procedures (SOPs) at AO or CO level.

  2. Conduct and supervise quantitative and qualitative data collection for assessments, outcome monitoring, and evaluations.

  3. Ensure timely and accurate entry, cleaning, and organisation of monitoring and assessment data.

  4. Contribute to data analysis and preparation of summary reports for programme use.

  5. Support the maintenance of MEAL databases and proper filing/documentation (digital and hard copies).

  6. Support verification of project activities, distributions, and beneficiary lists.

  7. Assist in harmonisation of data collection and reporting across projects and partners.

  8. Promote safe, inclusive, and ethical engagement with communities during monitoring and assessment activities.

  9. Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the MEAL policies and procedures.

Specific Responsibilities

Monitoring:

  • Develop progress and indicators tracker tables for each project, incorporating all donor and internal indicators, location-specific targets, and key metrics.

  • Ensure that output and outcome data are collected and documented for timely reporting in NRC reporting system and others ITTs.

  • Ensure that project monitoring evaluation and learning tools and CO MEAL SoPs are properly used in the field area offices, as well as by partners when relevant, through capacity building and cross and spot checks.

  • Support to develop and implement MEL matrixes at the area office level. This includes supporting tools development, data collection, data management, and data analysis according to the CO MEL SoPs.

  • Present the ITTs during PCM events to ensure program teams understand project objectives, indicators, targets, and monitoring frameworks.

  • Conduct routine checks on the accuracy of figures reported in the ITTs, cross-verifying them with data in NRC reporting system and other reporting forms. Identify discrepancies and address them promptly to maintain consistency and accuracy across reporting platforms.

  • Ensure all Means of Verification MoVs for progress and achievements accurate in content and are uploaded, properly named, and systematically archived for easy access. And regularly review the MoVs repository to ensure compliance with reporting standards and readiness for reporting, audits or reviews.

  • Support the program team in conducting assessments and data collection activities, such as baseline, endline, PDM, and MSNA. Assist in designing tools, performing data analysis, and drafting comprehensive reports to ensure high-quality outputs.

  • Review all assessments reports prepared by program teams before submission to donors, ensuring alignment with project objectives, data accuracy, and compliance with donor requirements.

  • Ensure the data is transferred or shared securely in line with NRC data protection policy.

  • Support capacity building for programme staff and local partners.

  • Any other task relevant to the position as requested by the line manager.

Learning:

  • Support in developing, archiving, and disseminating lessons learned and best practices by maintaining and updating the learning tracker to capture lessons learned from all projects.

  • Ensure lessons learned are tracked, documented, and shared regularly with program teams.

  • Support in promoting the adaptation of lessons learned in the design and implementation of similar projects to enhance program quality and impact.

  • Support in facilitating reflection and learning sessions with program staff to ensure insights from MEL data are effectively utilized to enhance project design and implementation
