ICT SUPERVISOR
Position status: Full-time
Location: Mother and child Hospital – Taiz_Al-huoban .
Contract duration:1 year with a probation period; possibility of renewal.
Doctors Without Borders / Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.

Main Purpose of the position
Executing the maintenance, follow-up and monitoring of all IT and Telecom equipment, tools and ser-vices, as well as ensuring onsite technical support and training of users under his/her responsibility in ac-cordance with MSF standards, policies, protocols and procedures, in order to guarantee the efficient use of all IT and Telecom services and infrastructure.
Accountabilities
- Monitoring, maintaining and following up on all Information Technology (IT) and Telecom equipment, tools and services in the mission, in accordance with MSF standards, policies, protocols and procedures ;
- Supervising, implementing and improving data protocols (data saving, firewall, User Access right, backup, security for equipment and software, etc.) to ensure data availability, and immediate operational recovery and continuity in case of emergency ;
- Providing technical support and presenting MSF standards, policies, protocols and procedures to all users. Providing advanced technical support to logistics experts dealing with IT. When needed, liaise with the Information Systems (IS) Specialist and/or HQ Technical Referent for 2nd line support, as well as with external providers, to ensure any incidents or problems that cannot be solved at his/her level are appropriately escalated ;
- Providing educational support (briefing, training and support, etc.) to all users. Providing advanced educational support (briefing, training and support, etc.) to logistics experts dealing with IT and Telecom systems ;
- Providing regular activity reports for the sites under his/her responsibility in accordance with MSF guidelines. Updating and archiving all user and ICT (Information Technology) related documentation due to changes in the IT.
- Participating in the establishment of the annual budget of the IT and Telecom families. Providing his/her technical expertise in the local purchase process ;
MSF Section/Context Specific Accountabilities
- ICT helpdesk [1st line support in the project]: repairs all occurring software and hardware problems;
- Together with the ICT specialist in the coordination, analyze the ICT needs of the project, draw up a draft of the ICT budget, and design an adapted strategy aiming to optimize the investment on information technology.
- Support ICT specialist in the coordination in comparing the quality of equipment, software, and internet providers/services in the project, in order to optimize purchasing decisions and to ensure proper local assistance.
- Support in identifying and implementation of Information management practices to enhance the project system’s effectiveness and reliability (development, check-up, deployment of applications, systems or new ITC standards, etc.)
- Provide network system as MSF ICT standards to ensure that appropriate access control is used internally on the LAN/WLANs, and to prevent intrusions.
- Provide corrective and preventive maintenance activities (check-up, cleaning, etc.), managing and updating a small stock of spare parts and replacing obsolete materials when necessary and share the stock reports with ICT specialist in the coordination.
- Provide technical support like: updating and upgrading activities in order to ensure that all the users and their equipment’s on the network are standardized with respect to virus protection, software, hardware, and network configuration,on remote and through regular visits to the project locations.
- Ensure questions and problems related to ICT, from projects, are solved (if appropriate, according to MSF policies and procedures in force at any time). Register, report, and refer unsolved questions and problems, as well as unusual requests, to the respective support units in order to actively provide solutions and ensure quality standards.
- Request the monthly telephone invoices from the different telecommunication companies, and forward the invoices to line manager for validation.
- Execute cyber management protocols (backups, anti-malware updates, and software patching, firewall protection, radioprotection, etc.) in order to ensure an immediate operational recovery, continuity, and data security availability in case of emergency.
- Implement ICT policy to enhance the project ICT system's effectiveness and reliability (checkup, deployment of applications, etc.)
- ICT Asset Management, monthly ICT asset inventory and reporting, follow up the loan certificate of
- ICT equipment, draft incident report when any ICT equipment is damage.
- Carry out the preventive maintenance of CCTV equipment and its accessories (NVRs, Screen Monitors inside and outside).
- Support TAS in the supervision of Watchmen in the Hospital follow the set regulation when delegated.
- Support TAS by following up the job request in the Hospital when delegated.
- Perform any other related duty as assigned by the hierarchical manager;
- The above-mentioned activities and responsibilities are not exhaustive, and staff may be assigned additional responsibilities or tasks as required by their line manager.
- Staff, are not allowed to chew Qat during working hours.
Requirements
Education
- Essential B.Sc. or its equivalent education in ICT with formal technical training and Certifications in the domain would be an asset.
Experience
- Preferably 1-2 years of proven experience in IT or technical functions
Languages:
- Mission language: English and local language: Arabic
Knowledge
- Expertise in latest version of Microsoft Operating System and business applica-tions (Office365)
- Good knowledge of computer hardware and maintenance processes, network theory and their respective protocols, main email systems, IT security best prac-tices and IT service management tools (ITSM)
- Understanding in Server Management (latest version of Microsoft Operating Sys-tem, Active directory) and virtualization (Hyper-V)
- Understanding of radio telecommunication concepts (HF, VHF, GSM, Satellite)
