Damage to and disruption of water, sanitation, and hygiene (WASH) services have increased the risk of waterborne diseases, including cholera and acute watery diarrhoea (AWD), as well as malnutrition, particularly among children under five and other vulnerable populations. To address these challenges, the Yemen WASH Consortium (YWC), composed of Oxfam, NRC, and YFCA, is planning to implement an integrated WASH interventions in eight districts across Hajjah, Al Hudaydah, Ibb, and Marib governorates. Building on the partners' extensive humanitarian experience and long-standing presence in Yemen, the consortium works to improve access to safe water, sanitation, and hygiene services for crisis-affected internally displaced persons (IDPs) and host communities. The programme aims to reduce morbidity and mortality associated with waterborne diseases and malnutrition through sustainable, climate-resilient, and shock-responsive WASH interventions. It seeks to ensure equitable access to quality WASH services while strengthening community resilience to future emergencies and climate-related shocks. One of these services is Energy services. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to:</p><p>Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Carry out field visits to target facilities - which may include traveling to various governates- to:</li><ul><li>a. Inspect and verify the actual needs;</li><li>b. Consult with the facility s management and administration about the expected needs.</li><li>c. Cooperate with electrical engineer to identify the required space for system required components such as Solar PV panels, distribution and control boards, batteries, Diesel generators and fuel tanks.</li><li>d. AutoCAD drawings for the available areas presenting the south direction and azimuth, illustrating the proposed location and details for the panels, steel structure(s), Battey or Generator rooms.</li><li>c. About the role Your responsibilities include defining, adapting, planning, and overseeing the implementation of the mission s human resources framework, including internal procedures and policies, compensation and benefits, talent management, staff discipline, career development and learning, as well as team building, while ensuring alignment with the local context, applicable legislation, and MdM policies and values. What you ll do • Define and implement HR strategy, workforce planning, and budgeting in coordination with leadership • Maintain organizational structure and contribute to HR components in project proposals • Ensure accurate HR administration, including employee records, databases, payroll, and reporting to HQ • Implement and monitor salary structures and national staff compensation policies • Recruit, manage, and develop the HR team, including performance reviews and capacity building initiatives • Develop, update, and enforce HR policies in line with local legislation and organizational values • Oversee recruitment processes, labour market analysis, and support conflict resolution procedures • Strengthen HR capacity through field visits, training programs, and technical support across the mission • Support the implementation of PSEA policies, including awareness, reporting mechanisms, and prevention actions • Ensure full compliance with local labour, tax, and immigration laws, and manage legal documentation • Oversee expatriate HR processes, including visas, housing, and administrative follow-up • Prepare HR reports, contribute to donor reporting, and coordinate with external HR stakeholders Whom you will work with? • You are reporting to the deputy general coordinator for support services • You have a functional link with the HR advisor at HQ • You directly supervise a coordination team composed of 1 HR advisor, 2 HR assistants, and 1 liaison officer • You provide functional supervision to field teams, including 1 admin officer and 1 HR assistant.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>• Degree in HR, Management, or a related field</p><p>• Minimum 5 years of relevant experience, including 3 years in a similar position in the humanitarian sector</p><p>• Experience in complex or conflict-affected environments is an asset</p><p>Technical skills</p><ul><li>Strong HR management expertise (policies, procedures, legal framework)</li><li>Budget and payroll management</li><li>Recruitment, training, and team management</li></ul><p>Soft skills</p><ul><li>Leadership and decision-making</li><li>Adaptability and resilience in challenging environments</li><li>Strong interpersonal and cross-cultural communication skills</li></ul><p>IT & Languages</p><ul><li>Proficiency in Microsoft Office</li><li>Fluent in English; Arabic and/or French are assets</li></ul><p><br></p><p></p></section>
