In Yemen, JSI has been managing public health programs since 1988, focusing on improving child health and routine immunization, strengthening the supply chain, and improving reproductive, maternal, and newborn health.
Project Overview
The Strengthening Healthcare Access project is a five-year USAID-funded initiative aimed at enhancing access to and equitable utilization of evidence-based maternal, newborn, and child health; nutrition; family planning; and reproductive health (MNCHN/FP/RH) services in Yemen. Led by JSI, the project collaborates with partners to employ a community-led strategy encompassing demand generation, supply-side reinforcement, and enabling environment support. Through engagement with midwives, community reproductive health volunteers, and community structures, the project will create awareness, facilitate access, and enhance the quality of care.
Position Description:
The FP/RH Manager post is located in JSI’s office in Aden. S/he will report to the Technical director, who provides overall direction and supervision, and plays the lead role for FP/RH interventions in the USAID’s Strengthening Healthcare Access Project in Yemen and maintains close coordination with MoPHP and relevant stakeholders.
Duties & Responsibilities:
Technical Assistance and Mentorship
- Provide expert technical assistance and mentorship to project staff, partners, and stakeholders, ensuring high-quality implementation of family planning/reproductive health (FP/RH) interventions and fostering a culture of continuous learning.
- Integrate family planning competencies and gender considerations into all project-related activities to promote inclusive practices.
- Design and implement the project’s FP/RH related activities, including contraceptive method selection, counseling, and community mobilization strategies.
- Train healthcare providers on FP methods, counseling techniques and quality standards.
- Build capacity within the healthcare workforce to deliver effective FP services.
Program Integration and Collaboration
- Collaborate closely with interdisciplinary health program teams to develop and implement integrated approaches to reproductive health, ensuring alignment with overarching health objectives.
- Facilitate synergy across all program teams to optimize strategies and enhance the effectiveness of FP/RH initiatives.
- Advocacy and Policy Engagement
- Advocate for evidence-based FPpolicies and practices that improve access to reproductive health services, engaging with key stakeholders and decision-makers.
- Lead the comprehensive review and approval process for FP documents and guidelines in partnership with the Ministry of Public Health (MoPHP).
Monitoring and Evaluation
- Proactively identify barriers to accessing FP/RH services and design targeted interventions to address these challenges.
- Collect and monitor project-related FP/RH indicators, providing strategic guidance to achieve targets and enhance health outcomes, working with the project’s M&E director.
- Contribute to all project reports by providing technical expertise and insights to inform decision-making.
- Supply Chain and Awareness Activities
- Oversee the FP/RH health supply chain component, ensuring efficient management and distribution of resources.
- Supervise and coordinate all FP/RH awareness and social behavior change (SBC) activities, collaborating closely with the project SBC manager and team to maximize impact.
Communication and Coordination
- Conduct monthly reviews and updates of the workplan with project partners, delivering comprehensive feedback to the technical director to ensure alignment with project goals.
- Engage in constructive discussions with partners regarding challenges, activities, and implementation strategies to foster collaboration and problem-solving.
- Actively represent the project in external meetings (clusters, technical working groups, etc.), promoting project objectives and fostering partnerships.
Compliance
- Ensure adherence to donor requirements for family planning and reproductive health, maintaining transparency and accountability in all project activities.
- Adhere to JSI’s policies on accountability, fraud/ethics management, child safeguarding, and protection from sexual exploitation and abuse, fostering a culture of integrity.
Flexibility and Travel
- Demonstrate adaptability by taking on additional responsibilities as needed to support project objectives.
- Willingness to travel to field sites as necessary to support implementation and stakeholder engagement.
Qualifications and Requirements:
- Bachelor’s degree in medicine or public health. A Master degree is preferred for this position.
- At least seven years of experience working in FP/RH projects/services with previous experience working in a managerial role.
- Experience in contraceptive methods, FP counseling and reproductive health service delivery.
- Strong understanding of gender dynamics and cultural sensitivities in Yemen.
- Strong interpersonal and communication skills to effectively engage diverse populations and stakeholders.
- Strong problem-solving skills and the ability to navigate challenges in fragile contexts.
- Ability to exercise sound judgment and make decisions independently.
- Ability to cope with stressful situations and frustrations, demonstrating extreme flexibility.
- Team player, with the ability to relate to and motivate local staff effectively.
- Creative and able to work with limited resources.
- Excellent oral and written communication and presentation skills in Arabic and English required.
- Expert computer skills in Microsoft Office including Word, Excel, PowerPoint and Outlook.
- Familiarity working with the Google Suite of projects (Gmail, Drive, Sheets, etc.) preferred.
