Organizational Context and Scope:

Working under the overall supervision of the Senior Field and Programmes Coordinator and the direct supervision of the Programme Manager (Shelter and Settlements) the incumbent will be responsible for supporting the smooth implementation of shelter Settlements programme activities and objectives as set out in the relevant project documents, and in accordance with the IOM standards and best practices.

Responsibilities:

1.    In close coordination with the Programme Manager and the Project Officer, support the implementation of the project; monitor implementation of Shelter and Settlements activities to confirm work is proceeding according to established plans; analyse difficulties and make recommendations for adjusting implementation modalities and work plans to reflect changing environment on the field.
2.    Support the smooth execution of projects by coordinating necessary activities with field hubs and relevant units, verifying the compliance of donor requirements and directives from the Programme Manager. Promptly notify the Programme Manager of any deviations from project work plans, budgetary constraints, or potential delays, and propose corrective actions.
3.    Coordinate the collection, verification, and analysis of data and background information to verify accurate records for all projects. Monitor that all information is readily available when requested and highlight areas of concern and make recommendations to the Programme Manager, addressing challenges promptly.
4.    Contribute to the development of tools and documents that support the implementation of Shelter and Settlements activities, adhering to programme objectives and donor requirements. This includes Standard Operating Procedures (SOPs), reporting templates, technical procedures, quality control tools, Bill of Quantities (BoQs), and information, communication, and education materials for both field staff and affected communities.
5.    Provide procedural inputs to the programme procurement plans in accordance with IOM policies and donor requirements. Liaise with the Procurement and Logistics unit and Resource Management unit throughout the procurement process, verifying that all procured items meet the necessary requirements.
6.    Assist in the preparation of contracts with implementing partners, reviewing their proposals and budgets in coordination with the IOM grant compliance unit, and monitoring the implementation of their activities. Follow up on payments to partners, verifying that contracted work meets agreed-upon standards and milestones.
7.    Support the monitoring of budget expenditures, verifying the availability of funds and maintaining accurate records of approved project budgets and revisions. Flag any budgetary discrepancies or risks and work with the Programme Manager to resolve them.
8.    Coordinate the timely preparation and dissemination of project reports, briefing notes, presentations, info sheets, narrative and financial reports, and status updates, verifying that all data are being reflected accurately and in compliance with IOM procedures and donor requirements.
9.    In close coordination with the Programme Manager, contribute to the development of concept notes, project proposals, and budgets as required, confirming alignment with programme objectives and donor guidelines.
10.    Verify that all project data and documents across the hubs are collected and consolidated in compliance with IOM policies and donor requirements. Maintain a systematic approach to archiving documents to facilitate easy retrieval when needed.
11.    Plan, coordinate, and conduct capacity-building workshops for internal and external parties, including local authorities, partners, and field staff.
12.    Participate in key forums like cluster meetings, maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
13.    Support the integration of cross-cutting issues such as gender, age, disability, prevention of sexual exploitation and abuse (PSEA), gender-based violence (GBV) risk mitigation, housing, land and property issues (HLP), accountability to affected population (AAP), Communication with Communities (CwC), among others, verifying they are integrated and followed through in shelter and settlements programming.
14.    Perform any other duties as deemed necessary.

Required Qualifications and Experience

 Education

  • High school diploma with seven years of relevant experience; or,
  • Bachelor’s degree in Civil Engineering, Architectural, Mechanical Engineering, or a related field from an accredited academic institution with five years of relevant professional experience.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Minimum of three years of relevant experience in Shelter and Settlements programming and Cash Based Interventions.
  • Experience in a shelter and settlements projects and contract management as part of the Yemen response is an advantage.
  • Experience with supervisory roles for tasks of a similar nature to this assignment.
  • Experience in programme management, budgeting, reporting and record keeping.
  • Proficiency in computer applications (MS Word, Excel, Outlook, PowerPoint, etc).
  • Demonstrated ability to maintain integrity in performing responsibility assigned

SKILLS

  • In depth knowledge of the broad range of Shelter and Settlement related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of financial rules and regulations.

LANGUAGES

For all applicants, fluency in English and Arabic is required (oral and written).
