PU-AMI’s Context & strategy:

Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non-religious humanitarian organization which aims to provide rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide.
PU-AMI adopts an integrated approach, to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported projects, to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs around 190 projects a year worldwide, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities. 
In Yemen, PU-AMI is supporting 18 health facilities (Health Centers, Health Units and Therapeutic Feeding Centers) in four Districts in Hodeidah (Al Mighlaf, As Sukhnah, Al Mansuriyah and Al Qanawis), three Districts in Raymah (Bilad At Ta’am, Al Jabin and Mazhar) and two Districts in Taizz (Al Mokha and Mawza). PU-AMI’s operations are managed by two field offices in Hodeidah and Mokha cities, both supported by the Sana’a coordination office. PU-AMI recently established a second coordination office in Aden. 
PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.

Overall objective

The WASH Field Assistant will oversee the design, implementation, and supervision of water network activities, ensuring they meet quality standards and compliance requirements. This role involves collaborating with hygiene promoters to integrate sanitation and hygiene practices into water supply initiatives.

Tasks and Responsibilities

Field Responsibilities:

1.    Implementation of the water network activities / WASH in communities activities

Site Assessments and Design of water network system:

  • Conduct site assessments, cost estimations, BOQs, specifications, and drawings to identify water and sanitation interventions, with a focus on water supply.
  • Design water network systems, including pipelines, pumps, and storage facilities.
  • Supervision and Construction:
  • Supervise the construction, rehabilitation, and installation of water supply systems, ensuring adherence to design specifications and safety standards.

Water Quality tests:

  • Monitor and assess water quality at the source and water points.
  • Participate in well pumping tests and prepare reports on the results.
  • Conduct concrete testing at the site.

Community Engagement and Training:

  • Collaborate with hygiene promoters to develop integrated hygiene and sanitation strategies.
  • Participate in the formation of committees for the management of water projects to be rehabilitated.
  • Train established water project committees to ensure quality operation, maintenance, revenue collection, and risk management.
  • Collaborate in the distribution of hygiene kits and other WaSH-related materials.
  • Facilitate training sessions for local communities on water management and hygiene practices.
  • Provide technical support and guidance to water project staff and stakeholders.

Tools and Compliance:

  • Utilize software tools for design and analysis of water supply systems (e.g., AutoCAD, EPANET).
  • Ensure compliance with local regulations and international standards in all project phases.
  • Ensure compliance with PUI and humanitarian standards, process and guidelines of the WASH in communities activities.

2.    WASH activities planning, follow-up, reporting and development 

Activities’ planning and follow up 

  • Ensure proper planning of the water network activities in collaboration with the Rehabilitation and WASH officer guidance 
  • Prepare and implement the activities according to the deadlines and action plan
  • Report any delays and issues in the implementation 

Monitoring and Reporting:

  • Ensure regular reporting on activities to the line manager on a weekly and monthly basis. 

Documentation and Proposals:

  • Contribute to the preparation of detailed project proposals, narratives, and documentation related to WaSH projects, especially those concerning the water supply network.
  • Provide technical support and guidance regarding water project

In General, the assistant has to remain flexible and to perform other duties as required for the good running of the activities and the mission.

Management and follow-up by line manager:

  • Managing the assistant by identifying duties, plans, and reports for the work under the responsibility of the assistant.
  • Providing technical support and capacity building for the assistant
  • Follow up on the completion of the tasks assigned to the assistant and evaluate him accordingly.

Skills and technical knowledge

 

 

The candidate must be demonstrably able to:

  • Minimum of 3 years of professional experience in this field, including supervision of medium and large water network projects (Solar Pump-Water network (Galvanize- PVC-HDPE).
  • Experience of and commitment to work through systems of community participation and accountability.
  • Proven ability to work as part of a team.
  • Strong understanding of water, sanitation, and hygiene situation in the community.
  • Compliance with given local, donors and PU-AMI construction norms.
  • Respect of the norms regarding the quality of the construction materials,
  • Respect of the security measures.
  • He is knowledge able about concrete testing at the site.
  • Proven technical knowledge and skills concerning Rehabilitation and WaSH.
  • Experience in conducting surveys, managing data and statistics.

 

 

Languages

Arabic (written & oral): Fluent.
