SUMMARY:
Under the supervision of the Data Management Coordinator, The District Health Information System Officer will be responsible for overseeing the implementation, customization, and management of the DHIS 2 system. The officer will ensure that health and nutrition data is accurately collected, validated, and analyzed to support informed decision-making. This role involves customizing the DHIS 2 system to meet the specific needs of the Data Management Département (DMD) priorities and reporting requirements, installing and configuration of the system, and providing ongoing technical support and training to ADRA program team, Monitoring, Evaluation Accountability and Learning (MEAL) team, Health Care Workers (HCWs), Community Health and Nutrition Volunteers (CHNVs), and any concerned staff they deal with the system. The DHIS Officer will collaborate with various stakeholders to enhance the quality of health and nutrition data and contribute to the overall improvement of health and nutrition services in the targeted Health Facilities (HFs).
RESPONSIBILITIES:
The “ District Health Information System Officer” will be responsible but not limited to:
System Customization and Installation:
- Responsible for the installation and initial setup of the DHIS 2 system, ensuring it meets the specific needs of the DMD priorities and reporting requirements.
- Develop and implement data entry forms, data sets, indicators, and validation rules tailored to the DMD needs.
- Customize the DHIS 2 modules and dashboards to align with DMD priorities and reporting requirements.
Data Management (Analysis and Reporting):
- Ensure timely and accurate data entry into the DHIS 2 system.
- Validate and clean data to maintain high data quality.
- Generate regular reports and data visualizations as required.
- Analyze health and nutrition data to identify trends, gaps, and areas for improvement.
- Follow up on the reports received from the field and ensure that all information entered is correct and valid.
- Share data feedback with the program team, including the common mistakes in the reports, and the required corrections.
- Submit regular reports to the Data Management Coordinator, MEAL team and the relevant project manager.
- Maintain correct and up-to-date project data and relevant records in soft and hard-copy files ensuring the security, integrity and confidentiality of the data and records.
- Keep files by month/year stored into the computer with clear segregation (draft version, final versions).
- Provide technical assistance to Data Management Assistants, and field teams regarding data collection and reporting.
Capacity Building:
- Provide ongoing training and capacity-building to ADRA program team, MEAL team, HCWs, CHNVs, and any concerned staff they deal with the system.
- Develop training materials and user guides for DHIS 2 users.
- Organize and conduct workshops and training sessions as needed.
System Management:
- Ensure the DHIS 2 system is properly maintained and fully functional at all times.
- Provide technical support for system upgrades, ensuring all customizations are preserved and effectively integrated.
- Troubleshoot and resolve any technical issues related to the DHIS 2 system, coordinating with IT support as needed.
Collaboration and Coordination:
- Work closely with ADRA program team, MEAL team, HCWs and other relevant stakeholders.
- Perform other relevant duties as assigned by the Direct Supervisor.
QUALIFICATIONS AND SKILLS:
- Bachelor’s degree in computer science or related field.
- Three years of relevant experience in programing frontend and backend, preferably in Health Information Systems, directly implementation of HIMS in INGOs.
- Experience in the implementation, customization, and management of the DHIS 2 system.
- Strong analytical skills and experience in data management and analysis.
- Experience with deployment, end-user training and operation of electronic systems commonly used in public health (e.g., DHIS2, Go Data, eIDEWS) including creation of data entry mechanisms and extraction of data for analysis.
- Knowledge of statistical principles, methods and software packages and data analysis.
- Excellent English writing and spoken skills.
- Very good reporting skills
- Proficiency in MS Office (MS Excel, Word)
