OVERVIEW OF THE POSITION

Under the overall guidance the Fisheries Program Chief Technical Advisor, our client in Yemen intends to hire aqualified & motivated local representative.

The individual will have a background in fisheries & be based in the Mukhalla Sub Office (S.O.) & provide support for the overall management & implementation of the fisheries program. The appointed individual will collaborate closely with operations, program & projects teams in the County Office(C.O.).

Role objective: 

Summary of key functions: Liaising & acting as a local representative with the local authorities with a specific focus on GAF but including others at governate & district levels. Liaising closely with the two program implementing partners SMEPs & PWP with respect all the work in Hydramout & Almarah. 

  • Supporting the identification & implementation of key infrastructure projects such as landing sites. 
  • Advise on all issues associated with the fishery sector. 
  • Other duties as & when required. 
  • Specific tasks & responsibilities include but are not limited to: Liaising & acting as a local representative with the local authorities with a specific focus on GAF but including others at a governate & district level as & when required: Developing strong contacts with government representatives at the local level. 
  • Reaching out & coordinating with other organisations international & local who are operating in the Hydramout & Almarah.
  • Developing & building relationships at every level with regards to our clients fisheries program in the region.
  • Liaising with the full range of actors in the fisheries value change & developing relationships at every level. 
  • Developing relationships with other UN projects & programs operating in Hydramout & Almarah. 
  • Liaising closely with the two program implementing partners SMEPs & PWP with respect all the work in Hydramout & Almarah: Working in close coordination with the program M&E Officer & the Project Coordinator on the M&E & reporting aspects of the implementation. Performing spot checks of any construction activities that are implemented under the program. 
  • Monitoring & liaising with PWP with regards implementation of all projects under their responsibility with the program. 
  • Monitoring & liaising with SMEPs in regards to the implementation of their activities in the Hydramut & Almarah governates.
  • Supporting the identification & implementation of key infrastructure projects such as landing sites: Assist in the identification & selection of priority infrastructure projects. Monitor any infrastructure works that are under implementation & report back to the Project Engineer.
  • Advise on all issues associated with fisheries: Assist & advise on all issues associated with planning & investments in infrastructure that will support the fisheries sector in particular that associated with landing sites. Assist & advise on all procurement of significant inputs associated with the fisheries sector in particular those associated with the purchase of inputs for the production of ice. Provide significant input to any processes engaging with the private sector associated with the fisheries sector. Provide advice & input with regards sustainability for all investments in the fisheries sector.

ESSENTIAL EXPERIENCE

Education: Relevant qualification in the fisheries sector but sound knowledge & understanding of the sector are the most important factors with a minimum 5 years of professional experience fisheries

Work experience: Minimum of 5 years of demonstrable relevant experience in the fisheries sector experience. (essential)

Key competencies: Ideally a qualification in the fisheries sector but sound knowledge & understanding of the sector are the most important factors with a minimum 5 years of professional experience fisheries

  • A good practical knowledge & understanding of the fisheries sector. 
  • Experience in working in complex & crisis environments & civil works. 
  • Excellent & proven experience in dealing with contractors & local partners. 
  • Knowledge of the general situation & similar working experience in the region. 
  • Experience in the usage of computers & Microsoft Office software packages (Word, Excel, Power Point etc.) & advance knowledge of web based management systems.
  • A proven track of excellent communication skills both oral & written.
  • Experience with UN or international organization would be an advantage. 
  • Proven ability to work with multi disciplinary teams & liaison with local authorities. 
  • A valid driving licence & be ready & willing to drive. Fluent English & Arabic, both spoken & written. Demonstrates commitment to UN’s mission, vision & values.
  • Exerts strict adherence to corporate rules, regulations & procedures.

Good writing & drafting abilities for the purpose of writing clear & concise reports.
  • Ability to work under pressure & to meet deadlines.
