Care is seeking for role of a Data Management Officer who will be a member of the PMU team in the BRIGHTLY Consortium to manage and administrate the data flow of BRIGHTLY consortium partners and oversee the centralized data management system. S/he will assist the team in the development implementation, and management of the Data/Information Management System for the entire consortium. This includes the preparation of data collection forms, managing the consortium data, reflecting data into the appropriate database software, conducting analysis, and preparing internal reports. H/She plays a key role in acquiring, validating, and analyzing data received from a range of sources. Under the supervision of the MEAL Advisor, S/he is also responsible for developing and updating the consortium database and software functionalities for the Data Management System (Activity Info).

Main Responsibilities:

Manage the Consortium Data

  • Manage beneficiary database management system and reflect beneficiary's data into the database software Activity Info and ensure the data reliability and consistency. 
  • Desing the harmonized data collection tools in the Activity info to be utilized by all consortium partners.
  • Updating any changes in the project entered data and other information received from the consortium partners under the supervision of the MEAL Advisor.
  • Ensure data quality by reviewing data for deficiencies, resolving discrepancies by using standard procedures or returning incomplete documents to the partners for resolution. 
  • Coordinate the collection, processing, and storage of data from consortium partners.
  • Support the partners team in designing data collection tools for surveys and assessments. 

Maintain Consortium Documentation and Information

  • Collect, verify, and maintain program documents including (but not limited to) analysis reports, survey reports, training reports, and beneficiaries’ lists.
  • Coordinate with the consortium team, and train consortium data management staff on the field level of consortium documentation.
  • Ensure that staff within the consortium have access to needed information on a regular basis.
  • Coordinate with the consortium Information Management Officers to document/share all the necessary documents.
  • When necessary, verify data by correctly checking and comparing source documentation.
  • Provide support and training to consortium partners in data submission and reporting. 

Centralized Data Management System

  • Oversee the maintenance and optimization of the centralized data management system.
  • Implement data backup and disaster recovery procedures to ensure data security and integrity.
  • Generate reports and dashboards to facilitate data-driven decision-making.
  • Identify and implement strategies to enhance the efficiency and effectiveness of the data management processes.
  • Stay informed of Activity Info system and data management best practices to continuously improve our systems and procedures for the BRIGHTLY consortium.
  • Provide assistance to the MEAL team in analyzing information and maintaining a database of the consortium activities

Comply with all relevant CARE policies and procedures with respect to child protection, workplace environment, employee code of conduct and all other related subjects.

Education/Training Experiences

Education/Training

  • Bachelor’s degree in IT, Computer, Statistics or relevant field

Experience

  • 2-3 years of experience in data management and data security. 
  • Experience in data analysis and reporting.
  • Experience in Data management systems ( DHIS, Activity Info, PowePI).
  • Experience in designing online Dashboards and online platforms.

Technical Skills

  • Bachelor’s degree in IT, Computer, Statistics or relevant field.
  • 2-3 years of Data Entry experience related to development and humanitarian sector.
  • Excellent report writing skills.
  • Excellent computer skills, including Microsoft Office, Database Management System, SPSS.
  • Excellent English language skills.
  • Demonstrable commitment to gender-sensitive practices.
  • Excellent analytical skills.
