Job Title: Health and Nutrition Project Manager (70%)

Reporting to Job Holder: Health and Nutrition Manager; nutrition, health and MHPSS staff, including supervisors, officers, assistants, nurses, pharmacists, midwives

Overall Purpose: The Health and Nutrition Project Manager develops, leads, monitors, and evaluates the assigned nutrition and health project, working as an important member of a diverse team which is committed to serve the world’s most vulnerable with practical and compassionate care. This involves effectively managing and reporting on the projects in line with the objectives, time frame, and budget with a focus on health and nutrition system strengthening, training, and coordination. Providing technical support, leadership, and strategic direction, other important aspects of the role include managing and training health and nutrition staff to meet quality standards in health and nutrition delivery, encouraging beneficiary participation, liaising with other stakeholders and managing and training health/nutrition staff, anticipating, planning, and contributing to the development of new health and nutrition project proposals and reports.

Project Overview: 

In response to the ongoing humanitarian crisis in Yemen, Medair will implement its activities focussed on delivering life-saving health, nutrition and psychosocial support services to conflict affected communities. Medair’s approach is to provide lifesaving care to  the most vulnerable, preferentially targeting women and children most susceptible to morbidity and mortality, with integrated health, nutrition (CMAM) and WASH services, supporting  Ministry of Health facilities with community and facility level support in line with the national Minimal Service Package guidelines. Medair currently supports health facilities in Al Dhale Governorate and Lahj Governorate. Medair also supports an MHPSS project in IDP camps in Lahj, alongside its support to health and nutrition mobile teams. Medair strives to protect beneficiaries in all projects, upholding the ‘Do No Harm’ principle. The project design includes gender and protection mainstreaming components and a demonstrated accountability to the affected population.

Health and Nutrition Project Management

  • Manage the assigned health and nutrition project(s) to meet the project objectives within budget and within the allotted time frame and report promptly any operational concerns to line manager and country nutrition advisor (e.g., projected failure to meet objectives; increased beneficiary needs; projected over or under spending on project budget).
  • Provide strong leadership of the assigned health and nutrition project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local nutrition authorities (where applicable), and local staff.
  • Contribute to development and implementation of an appropriate and effective health and nutrition strategy including proactive planning for responsible exit in consultation with country Health & Nutrition Advisor, other health and nutrition staff, and local authorities.
  • Set clear objectives and indicators for health and nutrition activities in collaboration with the country Health Advisor, health and nutrition staff, field managers and, where appropriate, with the local communities.
  • Continuously monitor and supervise nutrition activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health and nutrition team (and where applicable local health authorities) in analysis and taking appropriate action as needed to ensure continued progress.
  • Provide input into the integration of beneficiary participation and accountability and protection in all aspects of the project.
  • Ensure accurate and timely reporting of activities according to Medair, donor, and other applicable time frames and formats.
  • Develop new proposals, linked to the assessed needs and gaps and the Medair country strategy, in conjunction with the country Health Advisor and relevant field managers.

Staff Management

  • Line-manage the Health and Nutrition Manager(s) of the assigned project(s), including day-to-day management, development and training, appraisals, etc. It may also be necessary to line manage other health and nutrition project staff.
  • Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.
  • Provide coaching and technical supervision to staff to develop ownership and full responsibility for health and nutrition activities.
  • Assess the training needs of health and nutrition staff and ensure that appropriate training is conducted in line with Medair Yemen’s learning and development plan.

Financial Management

  • Develop budgets for new projects accounting for location needs, available funding, and proposed activities and staff.
  • Manage the health and nutrition budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards regarding financial management, including accountability and good governance.

Communication and Coordination

  • Develop and maintain appropriate, regular, transparent, and supportive communication structures with the assigned health and nutrition team, Medair in-country and GSO health and nutrition managers and advisors and other relevant stakeholders (e.g., beneficiaries, community leaders, local and national government officials, UN agencies, and other NGOs), with the objective of ensuring good cooperation and partnerships.
  • Participate in health and nutrition coordination meetings, Medair internal trainings,  and other working groups or meetings as required, representing Medair and feeding back to the health and nutrition staff and field managers on relevant issues.

Logistics

  • Prepare and keep updated appropriate project  and procurement plans
  • Support the logistics activities of project staff, particularly in relation to the purchasing of medicines, supplies, and equipment for the assigned health and nutrition facilities and activities.
  • Liaise, as necessary, with the nutrition, health, logistics, and finance staff to ensure items are procured, transported, stored, managed, and accounted for correctly.

Quality Management

  • Promote and use the Medair intranet and other operating procedures, ensuring that all standardised formats are used, and guidelines are followed.
  • Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country, and international standards i.e., Sphere and HAP standards.

Delegated Responsibilities

  • Implementation of the assigned health and nutrition project(s) within budget and the agreed time frame
  • Development and management of the project budget for the assigned project(s)
  • Authorisation of expenditure on applicable budget lines up to $5,000 USD
  • Line management of assigned staff, including recruitment, performance monitoring, disciplinary action, learning and development, etc.
  • Management of the technical aspects of the assigned health and nutrition project(s), including staff knowledge and performance
  • Representation of Medair at meetings and through relationships with external partners (e.g., community leaders, local and national government officials, UN agencies and other NGOs) in coordination with the country Health & Nutrition Advisor

Clinical degree or diploma (doctor, nurse, midwife)

Medical doctor

Public health degree/diploma

University degree in a relevant subject, preferably health/nutrition/public health/psychosocial support

Work experience

2 years post-qualification professional experience in a relevant field

 

1-year experience working in a nutrition / health programme, ideally in a humanitarian context

 

Experience in implementation of Community Management of Acute Malnutrition (CMAM)

Experience implementing MHPSS, e.g. Psychological First Aid, mhGAP

 

Experience working in humanitarian emergency response

Experience in health and nutrition programme start up

Languages

Good English (spoken and written)

Computer literate with good working knowledge of Microsoft Excel, Word and Outlook

Knowledge and experience using +/- designing ODK forms

Work conditions: This is a field-based position located in Aden, Yemen. Working hours are Sunday to Thursday 08:00-16:30. 

WORK CONDITIONS     

Position will be based in in Aden Governorate, Yemen, with field trips outside the city/town. The candidate will need to be flexible on time depending on the project needs. Accommodation and travel allowance are not provided 
Regular working hours will be 08:00 to 16:30 with 30 minutes for lunch, but may require flexibility as the work dictates.
