Job Description

Background

Geneva Call is a neutral and impartial non-governmental organisation dedicated to promoting respect for international humanitarian norms in armed conflict and other situations of violence. In situations of armed conflict, Geneva Call, as a neutral, impartial and independent international humanitarian organization, endeavours to strengthen the respect of humanitarian norms and principles by armed groups and de facto authorities, in order to improve the protection of civilians. 
Geneva Call conducts various types of activities including trainings, workshops, dialogue sessions, awareness sessions, ToTs, etc. in different governorates. This Terms of Reference (TOR) document has been prepared to outline the background and scope of work for the recruitment of Trainers. The organization recognizes the valuable contributions that trainers can make in supporting its mission and objectives. The purpose of this TOR is to provide potential trainers with an overview of the organization, its goals, and the specific tasks and responsibilities associated with them. 

Objectives

  • Deliver High-Quality Training on International Humanitarian Law (IHL)
  • Provide Training of Trainers (ToT) on IHL.
  • Strengthen Capacity and Skills in Applying IHL.
  • Promote Compliance and Respect for IHL.
  • Monitor and Evaluate the Impact of Trainings. 

Scope of Work

Trainers from the all governorates are required. 

Roles and Responsibilities

1.    Deliver High-Quality Trainings.

  • Deliver comprehensive training programs on IHL for Armed Groups and Defacto Authorities (AGDA), civilians, Civil Society Organizations (CSOs), journalists, and other relevant stakeholders.
  • Ensure that the training content covers key principles, rules, and obligations outlined in IHL and is tailored to the specific needs and contexts of the target audience.
  • Utilize engaging and interactive training methodologies to enhance participants' understanding and practical application of IHL principles.

2.    Provide ToTs in IHL.

  • Conduct Training of Trainers to build the capacity of selected individuals from AGDA, CSOs, and other relevant stakeholders to become trainers in IHL.
  • Equip participants with the necessary knowledge, skills, and resources to effectively deliver IHL training programs to their respective communities and organizations.
  • Foster a network of trained trainers who can cascade IHL knowledge and promote compliance within their spheres of influence.

3.    Strengthen Capacity and Skills in Applying IHL

  • Enhance the capacity and skills of AGDA, civilians, CSOs, journalists, and other stakeholders in applying IHL principles and rules in their respective roles and contexts.
  • Provide practical guidance and tools to enable stakeholders to effectively navigate and address IHL challenges and dilemmas they may encounter.
  • Foster a culture of respect for IHL, ensuring stakeholders are equipped with the knowledge and skills needed to promote and protect the rights of affected populations.

4.    Promote Compliance and Respect for IHL

  • Raise awareness and promote a culture of compliance with IHL principles among AGDA, civilians, CSOs, journalists, and other stakeholders.
  • Emphasize the importance of respecting the rights and protection of civilians, adhering to humanitarian norms, and minimizing harm during armed conflicts.
  • Encourage participants to integrate IHL principles into their policies, practices, and decision-making processes.

5.    Monitor and Evaluate the Impact of Trainings

  • Establish an assessment mechanism and tool for the ToT trainings. 
  • Submit training reports which include observations, findings, and the overall impact of the training in promoting compliance with IHL.

6.    Adhere to Organizational Policies.

The trainer will adhere to Geneva Call's policies, including maintaining neutrality, impartiality, and confidentiality while carrying out their duties. The trainer will also follow the organization's code of conduct and ethical guidelines, treating all participants and stakeholders with respect and professionalism.

Methodology: 

  • Each governorate/area will include a specific number of trainers. 
  • Trainers will work on a daily basis. 

Expected Deliverables 

  • Conducting interactive and engaging training on IHL.
  • Design and deliver ToT trainings to equip selected individuals with the necessary knowledge, skills, and resources to become trainers in IHL.
  • Submit accurate trainings reports.
  • Develop evaluation mechanism and tool to assess the ToT trainings. 

Selection Criteria:

  • Candidates should have a minimum educational qualification of completing bachelor’s degree or its equivalent. A law degree is preferred as it provides a strong foundation in legal principles and understanding of the relevant legal frameworks.
  • Candidate must be familiar with the specific local context. 
  • Ability to adapt training methodologies to different learning styles and target groups.
  • Ability to engage and interact with diverse stakeholders, including AGDA, civilians, CSOs, journalists, etc.
  • Minimum of five years of experience in International Humanitarian Law (IHL). 
  • Minimum of five years of experience in conducting Training of Trainers (ToT).
  • Minimum of Ten years of experience in leading training. 
  • Report writing skills.
