Human Resources Officer– Aden, Yemen (National)

Mission

Role

With Head of Support (HoS) to ensure the efficient management of Human Resources and related support functions for Geneva Call, including recruitment, records, orientations, daily HR maintenance, and support matters.

Core responsibilities

The main tasks include as follow:

Human Resources:

  • Providing support on the regular updating of project and country HR recruitment plan.
  • Drafting of monthly updates/report on HR and finalize with Head of Support (HoS) for presentation to management. 
  • On regular (daily basis), complete the HR matters, including maintenance of all records of current employees, probation, evaluation, performance evaluations, objective settings, payroll, staff exit procedures.  To be main focal point for ensuring process, documentation and record for staff onboarding, orientations, induction, objective settings, probation, evaluations.
  • Initiate and process the salary including salary allocation to projects, payroll approvals, payslips drafting finalizing, salary disbursement, tax and social security payments.
  • Ensure the process of recruitment initiated (JD available, Request done, advertisement), Recruitment conducted (longlisting, shortlisting, tests, interviews), recruitment finalized (recruitment markings, reference checks, due diligence check, offer, contract). Ensure that staff start with proper emails, IDs, user online rights and all equipment ready for staff.
  • Recording regularly the information and documents in hard files, and also in different modules of Swiss HR system online, to be reviewed by HoS. 
  • Representation to tax, social security, local labour and related authorities on regular basis and when and when needed. Ensure best practices related to local social security and taxation are informed to management and also implemented. Participate on different forums (groups, meetings, workshops) for the HR matters. 
  • Ensure the donor and organizational compliances before the offers and contract, by having due diligence checks on staff, consultants, trainers and all HR related parties.
  • Assist on audit matters, and directly coordinate with auditors’ staff for audits execution matters. Ensure documentations and records ready for the donor reporting matters and help HoS on donor reporting matters related to HR.
  • Independently supervise and ensure availability and retainership of proper supporting documents and systematic filing system for the payments and adjustments on timely basis for all payments, receipts, banks, vendors, taxes, social security, and payroll.
  • Keep records of staff leaves/holidays online and also on hard copy. Ensuring HQ deadlines are met for HR reports to management, HQ, auditors, external stakeholders.
  • Ensure full compliances to HR framework (HR manual, HR guidelines, terms and conditions, local laws. 
  • When needed participate in HR investigation matters and report to HoS or CD.

Admin and Logistics Task (around 20%)

  • Assist HoS on project HR and procurement plans.
  • Assist HoS on some procurement process.
  • Assist HoS on basic market surveys on HR and Logistics.
  • Assist Hos and program staff on travel arrangements, hotel events and meetings.
  • Assist HoS that office supplies and related material available for staff, at offices and GH.
  • Manage cleaning staff, and basic office utilities.

Others

  • Attend and represent GC as required at meetings and other fora of interest to the organisation as delegated or assigned;
  • Perform any other tasks as assigned by the line manager.

Main qualifications

Education

Completed degree of Higher Education in relevant field such as statistics, development studies, Political or Social Science, International Humanitarian Law or Human Rights or equivalent. 

Languages

Besides Arabic Excellent English is must for this role.

Experience and Technical knowledge required

  • 2+ year relevant experience in the fields of HR function, with INGO.
  • 1+ years of experience of running online systems for HR.
  • 2+ years of experience of HR principles and rules. 
  • 2+ Year of experience of practicing the local labor and other related laws of Yemen. 
  • 2+ Years of experience of HR related donor compliance matter on HR reporting, and donor HR auditing.

Personal qualities

  • Good report writing, communication and presentational skills.
  • Organized personality for keeping more better records on various support processes matter.
  • Knowledge and practice of IT Tools (MS Office, Power point, outlook, HR online systems);
  • Advanced level knowledge of MS Excel and accounting systems.
  • Strong interpersonal skills including ability to work with geographically remote individuals.
  • Fluent in English and Arabic: Written and spoken with demonstrable track record in presentation and interpersonal skills.
  • Understanding and respect for organizational principles and confidentiality.
  • Strong logic and organizational skills, flexibility, and adaptability to change.
  • Independent initiator, Leadership qualities and unwavering integrity. Can maintain confidentiality of records and information on support functions.
  • Ability to work independently as well as in a team.
  • Proven ability to work well with colleagues and partners from diverse ethnic/cultural backgrounds.
  • Accuracy and reliability, ability to reach results and meet deadlines under pressure.
