نبذة عن وحدة الاستجابة السريعة:
وحدة الاستجابة السريعة هي إحدى الوحدات الاستراتيجية التي أُنشأت بهدف دعم تنفيذ برنامج رئيس الوزراء. وتهدف الوحدة إلى تمكين تنفيذ سياسات الإصلاحات والتدخلات ذات الأولوية والأكثر إلحاحاً لمساعدة المؤسسات القائمة على تنفيذها ضمن الإطار الزمني والمتطلبات التي يحددها برنامج رئيس الوزراء وفق توجيهاته.
المسؤوليات الرئيسية:
تتمثل المهام الرئيسية لأخصائي السياسات فيما يلي:
- مساعدة المدير التنفيذي للوحدة في إعداد الخطط التفصيلية لوضع الإصلاحات الرئيسية ذات الأولوية الموكلة إلى وحدة الاستجابة السريعة.
- إجراء البحوث المكتبية والميدانية لمراعاة السياق بشكل شامل وتحديد أبرز المشاكل في بعض السياسات العامة.
- دراسة وإعداد العديد من خيارات السياسات العامة التي يمكن طرحها لمعالجة المشاكل.
- إجراء تحليل سريع للاقتصاد السياسي وتحديد أصحاب المصلحة الرئيسيين.
- تقييم خيارات السياسة وفقاً للقيود الفنية والمالية والسياسية.
- تجهيز الشروط المرجعية وإدارة عملية اختيار الاستشاريين ذوي الاتقان العالي لصياغة حلول السياسات وتنفيذها حسب الحاجة.
- العمل مع الاستشاريين في الوحدة على صياغة وتنفيذ الحلول/المقترحات الفنية وفقاً لخطة مشروع الوحدة.
- العمل كحلقة وصل بين الاستشاريين المعينين وأصحاب المصلحة عند إعداد وتنفيذ إصلاحات السياسات الرئيسية.
- مراجعة الجوانب الفنية لأي مواد مترجمة مقدمة إلى الاستشاريين الأجانب لإنجاز مهامهم.
- إعداد تقارير الإنجاز المرحلية الدورية.
- عرض عدد من خيارات السياسات العامة الموصى بتنفيذها على المدير الإداري للوحدة وكبار المسؤولين الحكوميين ورئيس الوزراء، إذا لزم الأمر.
- وضع الخطط اللازمة لدعم فريق التنفيذ في تنفيذ خطة العمل.
- إعداد وإدارة أنشطة بناء القدرات اللازمة لتنفيذ سياسات الإصلاحات عند الضرورة.
- التنسيق مع أعضاء الفريق الآخرين لضمان تحقيق أهداف وحدة الاستجابة السريعة في الموعد.
- المساعدة في أي مهام لإدارة المشروع حسب طلب المدير التنفيذي.
المؤهلات:
- درجة الماجستير أو أعلى في السياسات العامة أو الإدارة العامة أو الاقتصاد أو إدارة الأعمال أو المالية أو أي مجالات أخرى ذات صلة من جامعة معترف بها.
- خبرة لا تقل عن 5 سنوات في الإدارة العامة أو الإدارة المالية أو إصلاحات السياسات العامة أو في التخطيط العام والتنمية.
- معرفة عالية بالتحديات التنموية الرئيسية في البلاد.
- فهم واسع لخطط التنمية وبرامج الإصلاحات السابقة في اليمن.
- القدرة على استخدام البرامج واللغات الإحصائية مثل "STATA" و"R" وتُعد أفضلية للمتقدم.
- الطلاقة في اللغتين الإنجليزية والعربية كتابةً وتحدثاً.
- إجادة استخدام برامج المايكروسوفت أوفس "MS Office".
Prime Ministry – Rapid Response Unit
- Job Title: Policy Specialist
- Location: Aden / Yemen
- Expected Start Date of Assignment: July 2024
- Duration: 4 months with possibility of extension to 12 months
About the Rapid Response Unit (RRU)
The Rapid Response Unit (RRU) is one of the strategic units established to support the implementation of the Prime Minister’s program. The RRT aims to enable the implementation of priority reforms, programs and interventions of highest urgency when the existing institutions are unable to deliver them within the timeframe and requirements set by the Prime Minister’s program and directives .
Key Responsibilities
The Policy Specialist’s main tasks would be to:
- Assist the Managing Director of the Unit in preparing the detailed plans for the development of the key priority reforms tasked to the RRU
- Conduct desk and field research to comprehensively account for the context and properly define the policy problem at hand
- Study and develop multiple possible policy options that could be deployed to address the problem
- Conduct rapid political economy analysis and identify the key stakeholders, their interests and incentives
- Evaluate the policy options in accordance with the technical, financial and political constraints present at the time
- Develop policy briefs and presentations for the policy problems analysed
- Develop ToRs and manage the process of selecting high quality consultants to develop and deliver the policy solutions as needed
- Work with selected consultants on developing and implementing technical solutions/proposals as per the RRU project plan
- Act as a liaison between hired consultants and relevant stakeholders when developing and implementing key policy reforms
- Review technical aspects of any translated materials provided to foreign consultants to complete their assignment
- Review consultants’ work deliverables and ensure that the deliverables meet the objectives of the assignment and the highest standards of quality
- Certify the payments for activities under his/ her supervision
- Prepare periodic progress reports
- Present a number of policy options and the recommended policy solution to be implemented to the MD of the Unit, senior government officials and the Prime Minister if needed
- Develop the necessary plans to support the implementation team deliver the approved solution
- Prepare and manage capacity building activities required to implement the policy reforms, when necessary
- Coordinate with other team members to ensure a timely delivery of the RRU objectives and
- Assist in any tasks of the project administration per the Managing Director’s request
Qualification
- A master’s degree or higher in Public Policy, Public Administration, Economics Business Administration or Finance or any other related fields from a recognized University
- At least 5 years’ experience in public administration, financial management, public policy reforms or in public planning and development
- Strong knowledge of the country’s major development challenges
- Robust understanding of the country’s previous development plans and reform programs
- Strong ability to use statistical software and languages such as STATA and R is an asset;
- Fluency in written and spoken English and Arabic languages; and
- Proficiency in MS office applications
