The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Aldalea.  Currently IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

SCOPE OF WORK:

Working under the supervision and guidance of the Monitoring, Evaluation, Accountability, and Learning  -MEAL- Officer, the MEAL Assistant will be based in the IRC Al-Hodeida Office with field travel, Yemen. The MEAL Assistant will work closely with all program staff in the Al-Hodeida office and field team to implement the IRC Yemen MEAL commitments and improve program quality through enhanced data management systems and processes. The position will also be the focal point for MEAL in the Al-Hodeida Office.
The Assistant will be responsible for managing day-to-day MEAL issues arising in the Al-Hodeida Field Office and providing technical support to field teams to ensure effective implementation of projects.

JOB SUMMARY:

The Monitoring, Evaluation, Accountability, and Learning -MEAL-Assistant will be responsible for supporting MEAL Activities in Collecting client feedback through various channels including community meetings, surveys, focus group discussions, hotlines, and suggestion boxes, collection of data for baseline, endline, verification, DDM and PDM, compilation, and data quality audit with regular field visits to field offices.

WORKING RELATIONS:

This position will report to the MEAL officer. 

MAIN RESPONSIBILITIES:

  • Provide direct support to monitoring, evaluation, accountability, and Learning processes of all the projects in the field site
  • Support projects to adhere to the IRC`s monitoring, evaluation, accountability, and Learning standards
  • Working with MELA officer in Baseline, Endline Evaluations, Post Distribution Monitoring (PDMs), Satisfaction Surveys, Post-planting and Post-harvest surveys, and other related household surveys in all locations
  • Conduct regular data verification and audit exercises to assess the quality of data reported and address any anomalies identified
  • Collecting client feedback through various channels including community meetings, surveys, focus group discussions, hotlines, suggestion boxes, and SMS among others
  • Updating the feedback registry on a routine basis and flagging cases including breach of the IRC code of conduct, allegations of child abuse or sexual exploitation, and other major programmatic complaints
  • Supporting the preparation of CRA logistics before field visits e.g. data collection tools, promotional materials, etc.
  • Ensuring proper and confidential filing of CRA documents including client feedback, questionnaires, reports, and datasets among others 

Other:

  • Represent IRC Yemen at inter-agency field-based MEAL coordination forums
  • Foster good relationships and team spirit with program and operations staff in the field
  • Perform any other MEAL tasks assigned by the MELA supervisors

REQUIREMENTS: (Qualifications, Skills and Abilities):

A.    Education:

A postgraduate or bachelor`s degree in Social Sciences, Information Technology, Development Studies, Statistics, or a related field

B.     Experience:

  • Work Experience in data collection using mobile data collection systems such as Commcare, KoBoCollect, or ODK. 
  • Experience in data analysis using Excel, PowerBI, SPSS, and/or STATA. 
  • Ability to manage multiple tasks in an effective, proactive, and timely manner.
  • Good English and Arabic writing and verbal skills
