Job Title: Consortium Project Officers (National)    

Locations: 1 Aden, 1 Taiz, 1 Marib and 1 Hadramout (In-country) 

About the Organization:

In situations of armed conflict and violence, Geneva Call (GC), as a neutral, impartial and independent international humanitarian organisation, endeavours to strengthen the respect of humanitarian norms and principles by armed actors, in order to improve the protection of civilians, while supporting local communities in their efforts to enhance their own protection.

GC is currently focusing its efforts the following thematic areas under the umbrella of international humanitarian norms – banning the use of anti-personnel mines, protecting children and education, prohibiting sexual violence and gender discrimination, prohibition of forced displacement, protection of cultural heritage and the protection of health care – all in the context of armed conflict and violence.

Summary of the Role:

The Consortium Project Officer, under the supervision of Consortium Project Manager is responsible for the implementation and the FCDO funded Sustainable Pathways for Peace and Stability in Yemen project according to the project plans, internal procedures and guidelines as well as donor requirements. S/he is expected to take the lead with specific project activities in the field. The Consortium Project Officer will contribute to mitigating protection risks to vulnerable communities and aim to support the creation of a culture of protection of rights among community, armed actors, and other players as well as contributing to local peace initiatives in Yemen.

The Consortium Project Officer will be responsible for timely implementation of the project activities and deliverables according to the approved project documents and within the prescribed timeframe and budget following internal procedures and donor requirements. The Consortium Project Officer will also ensure proper documentation and reporting of project activities.  

Professional and Personal Qualifications

Education

  • Completed degree of Higher Education in relevant field such as Political or Social Science, International Humanitarian Law or Human Rights or equivalent. 

Languages

  • Besides Arabic Excellent English is must for this role.

Technical knowledge or experience in

  • IT Tools (MS Office, Excel, email, KOBO); 
  • More than 3 years’ officer level experience in project implementation. reporting, monitoring and research;
  • Demonstrable knowledge and experience of humanitarian work and capacity for in-depth analysis;
  • Experience in developing professional relationships with various stakeholders including armed actors and working in a neutral and objective manner;

Internal and External relations

Reports to the Consortium Project Manager; coordinates with the Program team, Admin/Finance/HR Officers. Coordinates with the consortium members to ensure harmonized and coordinated implementation of project activities.  

General description and main activities

I. Project Implementation

  • Organize and Conduct IHL trainings, and other trainings to different beneficiaries such as AGDAs, CSOs and local communities in different locations in as required by Geneva Call Program. 
  • Assist in the development and adoption of Geneva Call’s training material according to the respective audience of the training.
  • Assist in project implementation and help in the setting up and coordination of meetings and training sessions in the framework of the project, and ensure that work is conducted according to plan, budget and timeline.
  • Implementing GC’s consortium project activities, notably awareness raising sessions and trainings on IHL and humanitarian norms, 
  • Responsible for quality project implementation and monitoring in accordance with Geneva Call and donor work plans, budget and procedures; 
  • Monitor and report on the implementation of all project activities, outputs and outcomes, submitting required reporting and documentation accurately and on time including supporting local partners in their reporting and ensuring their reports follow GC formats;
  • Manage safe-keeping of information and knowledge, including filing of program documents and materials;
  • Collect and analyze information relating to the context, conflict situation, humanitarian needs and potential impact on Geneva Call’s work in project area(s) and relay this to the program coordinator and HoP;
  • Monitor and report on all project expenses of budgets and available funding, including supporting documents;
  • Provide material (photos, videos, stories from the field) about the project and timely reports to showcase project outcomes and achievements; 
  • Support implementation of communications strategy including the production of external communication materials, activities, campaigns, events and other initiatives

II. Security

  • In coordination with security focal point of the country programme ensure adherence to GC’s security policies and protocols.
  • Support regular assessments of the security situation vis-à-vis the project, project partners, beneficiaries and GC, preparing risk assessments and suggesting mitigating measures and following up on incidents as necessary;

III. Communications & External relations

  • In coordination with the Consortium Project Manager:
  • In coordination with the Program Coordinator and Consortium Project Manager, engage local and international organizations regularly;
  • Provide material (photos, videos, stories from the field) about the project and timely reports to showcase project outcomes and acheivements; 
  • Support implementation of communications strategy including the production of external communication materials, activities, campaigns, events and other initiatives

IV. Financial Management

  • Contribute to transparent and timely project-related financial management following GC protocols;
  • Develop costed activity plans for the consortium project to ensure implementation in line with the consortium project budget.

V. Human Resource Management

  • Develop annual objectives with the team and conduct quarterly review of the progress made towards achieving them. Also ensure development plans are in place for the direct report
  • Supervise and provide ongoing support, capacity development and mentoring to the Consortium Project Assistants, to enable them to successfully perform in their positions, and supporting them to do the same with the staff they supervise.
  • Ensure staff well-being and care is prioritised and is an integral part of work;

VI. Others

  • Attend and represent GC as required at conferences and other fora of interest to the organisation as delegated or assigned;
  • Perform any other tasks as assigned by the line manager.

Any candidate affiliated to, or openly supporting, one or more interest groups opposed to the Foundation’s principles and values, or whose previous position could engender safety issues for co-workers at Appel de Genève / Geneva Call, will be excluded from this selection process.

  • Type of Contract: Fixed-term contract, for one year, with the possibility of extension subject to satisfactory performance and availability of funds.
