SCOPE OF ROLE: 


Reports to: Supply Chain Coordinator.


Staff directly reporting to this post:  Supply Chain Officer.


Key Working Contacts in Yemen Program: Program Director, Supply Chain Coordinator, Director Safety & Security and other World Bank Project Staff.

KEY AREAS OF ACCOUNTABILITY:


Strategy


  • Work with the Project Director and CO Head of Supply Chain to develop Supply Chain Plan for Project for each year.
  • Prepare monthly Supply Management dashboard/reporting for Project Team to understand progress and challenges related to Supply Chain Management and Operations.

Coordination and Planning


  • Plan and implement an effective Purchase order management system   for national and international orders and organize schedules for bulk and economical purchases.
  • Directly involved in the operational planning, mainly the logistical aspect of the projects which includes Procurement, Warehousing, Transport, Distribution, Asset & Fleet Management in Compliance with World Bank & SCI regulations.
  • Make certain that all logistics requirements are delivered in accordance with timescales set and agreed with Project Director.
  • Work with Head of Supply Chain and Supply Chain Coordinator to set up framework agreements with reliable suppliers for the Project.

Supply Chain Support


  • Ensure that World Bank & SCI’s Procurement standards and systems are fully addressed and procedures are adhered. 
  • Responsible for developing & execution of Procurement Plan in coordination & Collaboration with HO Procurement Team.
  • Responsible for assessing and advising on logistical needs for the projects in collaboration with HO Logistics Team. 
  • Conduct regular market survey of goods, services and works and establish vender registration database, framework agreements for commonly procured items.
  • Ensure accountability to donors and beneficiaries through implementation of regular reporting and strong control mechanisms
  • Carry out spot checks of stock in area of operations and analyse warehouse report for management review and action.
  • Responsible for Developing Distribution Plan for all project related Stock in coordination with Project Staff.
  • Responsible for Project Stock Distribution at each identified School in Compliance with Donor & SCI Policy.
  • Responsible to keep track of all assets purchased under world Bank project and report any damage or loss to the Project Management & HO Asset Management Team.
  • Responsible for management of project fleet in coordination with HO Fleet Team.

Staff management


  • Directly lead, manage and motivate World bank Project Management Unit Supply Chain Staff. Ensuring that they have clear work plans and objectives and receive regular supervision and reviews and build up their capacity by effective training, performance management frameworks and development plan. Provide technical leadership to logistics staff in the field offices within the area of operations.

Reporting


  • Ensure that Project Procurement reports as per World Bank requirements are prepared, compiled and submitted to the Project Director on Quarterly basis before 8th of Reporting month.
  • Responsible to submit Monthly Supply Chain reports for the Project as per SCI Requirements are to relevant Supply Chain section’s Head.

QUALIFICATIONS AND EXPERIENCE


  • Recommended a minimum of 5 years in Logistics management experience in NGO environment, including significant field operations experience running both development and emergency programs. Experience & Knowledge of World bank will be strongly preferred.
  • BA/BCS degree or equivalent in management, Development Studies or other social sciences 
  • Diploma/certificate courses in Logistics and Supply Chain strongly preferred.
  • A good understanding of Basic service programs and a working knowledge of the Country program priorities 
  • Substantial experience in logistics, including procurement, supply chain, fleet management & inventory
  • Ability to analyse information, evaluate options and to think and plan strategically 
  • Excellent interpersonal, communication and presentation skills 
  • Fluency in written and spoken English & Arabic
  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
  • Commitment to  and  understanding  of      Save  the  Children’s  aims,      values  and principles  including rights-based approaches

Willingness and ability to travel extensively in country.
