PU-AMI’s Context & strategy:

Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non-religious humanitarian organization which aims to provide rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide.
PU-AMI adopts an integrated approach, to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported projects, to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs around 190 projects a year worldwide, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities. 
In Yemen, PU-AMI is supporting 18 health facilities (Health Centers, Health Units and Therapeutic Feeding Centers) in four Districts in Hodeidah (Al Mighlaf, As Sukhnah, Al Mansuriyah and Al Qanawis), three Districts in Raymah (Bilad At Ta’am, Al Jabin and Mazhar) and two Districts in Taizz (Al Mokha and Mawza). PU-AMI’s operations are managed by two field offices in Hodeidah and Mokha cities, both supported by the Sana’a coordination office. PU-AMI recently established a second coordination office in Aden. 
PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.

Job Description

Summary

The Head of Guards is responsible for the overall management and supervision of the security guard team. This role ensures the safety and security of personnel, property, and assets by overseeing daily guard operations, implementing security protocols, and maintaining a high level of security awareness within the organization.

Overall objective

  • Security Access Control : He will ensure only authorised personnel access the premises and that only approved materials are accepted and released it.
  • Loading and Unloading: He will assist the Logistics Assistant in ensuring PU-AMI materials are properly loaded and offloaded to authorised vehicles for transportation to project sites (Waybills, Packing Lists)
  • Security Reports: He will report daily to the Logistics Manager on any security related risks and or threats and also propose any additional measures to be put in place to mitigate against them in future.
  • Power & Generator: He will operate the Power sources including he Generator to ensure there is continued supply of energy to the premises at all times and report any power outages
  • Supervission of the Guards: assist line manager in managing on daily guard’s team( payroll, attendence, leaves, gapfilling, ETC)

Tasks and Responsibilities

Keeping the safety of the compounds:

  • He/sheEnsures the gates are closed at all-time unless a vehicle is leaving or entering.
  • He/she never opens the door before ensuring who is there. Head of Guards will welcome staff and guests and provide guests with visitor’s card.
  • He/she fills in the visitor registration book.
  • He/she accompanies visitors ensuring that office staff are aware of their presence in the compound or office.
  • He/she assists in preparing draft of guards forecasting roster and updated guards roster every month.
  • He/she assists the line manager in addressing weak points and preparing training for all guards to improve their skills.
  • He/she allows entry to non-PU-AMI vehicles to enter the premises must only be granted by the logistics department in extreme necessary circumstances. 
  • He/she also requires to keep watching on the surrounding areas outside the boundary of the PU-AMI premises for suspected suspicious elements roaming in the main street.
  • He/she ensures all guards wear appropriate clothes
  • He/she with guards will regularly check the firefighting system and ensure the correct functioning of fire extinguishers as well the correct locations.
  • He/she in close coordination  with the Line manager/Liaison and Security focal person assesses on the security set-up of the compound and report any security weaknesses and improvement to be done.
  • He/she conducts a detailed search of all non-PU-AMI vehicles entering the premises with checking the vehicles (physical inventory for the emergency equipment) by the beginning of the day and the end of the day with archiving the inventory document sheet. 
  • He/she ensures there’s no smoking/chewing Qat /keeping Qat inside the drivers’ and guards’ rooms 

Fuel and Energy follow up

  • He/she supervises diesel tank levels/Filters and providing regular checkup for generators.
  • Under the management of the line manager, he/she is responsible to contact the generators engineer to do regular maintenance for the generators on time. 
  • He/she ensures the correct use for the tanks stock cards.
  • He/she assists to ensure the proper operation of generators and water pumps according to needs and fills in the generator’s logbook.
  • He/she assists to ensure there’s daily inspection for the generators, before, after and during the operation and informs his line manager about any ongoing problems with the generator. 
  • He/she ensures the correct functioning of generators and water pumps (starting, switching off, record sheet of operating hours). 
  • He/she keeps records of the time of changing fuel, filters, oil for the generators.
  • He/she keeps regular check for the fuel storage and ensures to request fuel on time.
  • He/she assists the line manager/liaison manager to conduct evacuation plan for guards in emergencies.
  • He/she ensures maintenance tools are available and in order.

Reporting:

  • He/she is responsible to report the line manager and Liaison and Security focal person in case of emergency or incident. 
  • He/she attends to weekly meeting with the line manager.
  • He/she reports any problems in the security system to the line manager and Liaison and Security focal person (broken light bulb, failure in fire alarm system, fire extinguisher etc.).
  • Assist the line manager in preparing and updating the weekly and monthly reports (fuel consumption reports, monthly guard’s roster etc.). 

Team Management :

  • He/she is responsible to cope with any issues that may arise between guards and to report them to the Line Manager.
  • He/she is responsible to report any guards’ requirements of supplies.
  • He/she assists the line manager with doing the appraisal once required.
  • He/she ensures no guard leaves the office before the arrival of the one that takes next shift so that a proper handover is done. 
  • He/she assists the line manager in the implementation of trainings for guards (how to do accurate fuel consumption reports, how to do accurate records in tanks stock cards, use of solar system, generators log books, security and safety etc.)

 Miscellaneous:

  • He/she will follow up with the guards to keep compound clean, and the guards are collecting daily outside garbage’s and throwing them in outside dustbins and will ensure cleaning solar panels.
  • He/she ensures that water is available and will follow up with guards to deliver water bottles to the drinking water dispensers,
  • He/she follows up with guards to clean the solar panels 
  • He/she ensures there’s no smoking/chewing Qat /keeping Qat inside the drivers’ and guards rooms

Previous experience as a Security Guard for PU-AMI or any other INGO operating in Mokha or South Areas.

1 Year or more experience as a Security Guard in any I/NGO.

 

Education Degree (Diplomas and/or certificates)

Formal Education to any level

School or College Certificate in any Field. Previous Security Trainings will be a plus.
