Position: Finance Coordinator (national position)
Location: Aden, Yemen with travels inside Yemen 
Contract details: Permanent / Full-time–depending on the grant
Duration: A full time position with a probationary period of 3 months
Starting date: ASAP

About PAH Yemen Mission 

PAH Yemen Mission has been officially established in July 2019 and currently provides humanitarian assistance in WASH, Health, Education in Emergencies, CCCM and Protection for most vulnerable communities affected by conflict in Ad Dhale, Abyan, Marib and Aden governorates.

Position reports to: Head of Operations 

Responsibilities:

 

  • Support the Head of Operations in overseeing financial processes across the Country Office
  • Supervision of accounting staff including coordinating preparation of financial reports from field offices.
  • Identify and assess risks of financial transactions, implement risk mitigation strategies, and report potential financial risks to the Head of Operations.
  • Provide new solutions, prepare templates to ensure effective accounting management in line with PAH procedures.
  • Verify financial documents for eligibility with budget and for financial compliance with PAH procedures (procurement, payment, description in line with PAH Financial Instruction)
  • Participate in the allocation procedure: leading and review the preparation of allocation splitter, verify and approve allocation files for financial correctness
  • Monitor accrual expenses (RMK) allocation to projects and validate on monthly basis
  • Monitor execution of the project budget using available tools (Business Central, Budget Monitoring Tool, forecast), provide monthly updates to Program Staff and relevant stakeholders;
  • Enable Project Coordinator’s budget monitoring - prepare and technically maintain Budget Monitoring Tool and other relevant tools necessary for financial project management;
  • Lead the technical preparation of new budgets/budget revision in collaboration with Project Coordinator/Finance Manager.
  • Verify the cost entries posted in Accounting System (Business Central) for compliance with original documents.
  • Produce financial reports of projects as required by PAH internal regulations and donors.
  • Participate in monitoring cashflow - status, monthly request, payment - including liaising with Program Staff and providing information for operational costs forecast.
  • Coordinate with field offices on financial management and current expenditure in the field.
  • Provide advice to team members on good practices concerning financial transactions and documentation.
  • Liaise with HQ ensuring effective information sharing and flow of documents.
  • Liaise and maintain effective relations with other teams (i.e. Accounting, Logistics, Program) and external financial entities (i.e. partners, donors, banks, tax authorities)
  • Facilitate all audit processes and implement audit recommendations;
  • Follow up on donors/partners/vendors/coordinators/staff issues and ensure they are addressed in a timely manner, in collaboration with Project Coordinator/Manager, Operational Department in the Country Office and Financial Desk in HQ.
  • Perform any other duties as directed and instructed by the Direct supervisor.

Requirements:

Educational Requirements: 

  • A Bachelor degree in Finance, Economics or other relevant field (a Master degree would be an asset).
  • Accounting qualification desirable

Work Experience: 

  • At least 3 years of professional experience with similar scope of responsibilities (3 years minimum, 5 years desirable)
  • At least 3 years of professional experience in working with INGOs & NGOs 
  • Experience at supervision and coordination role is an asset

Languages: 

  • Excellent command of English and Arabic

Other Skills:

  • Experience in coordinating financial activities and projects.
  • High level of professionalism and ethical standards in financial practices.
  • Strong problem-solving and troubleshooting skills.
  • High level of accuracy and attention to detail in financial tasks
  • Ability to work effectively with different teams and departments.
  • Strong command of Excel and other MS Office applications.
  • Ability to provide analytical insights and present data in clear manner.
  • High-level cross-sectional communication skills
  • Skills in budget preparation and planning

Desirable: 

  • Experience in reporting Donor funded projects (working knowledge of institutional donors like EU, ECHO, UNICEF, USAID, ACF, BHA is a plus).
  • Proficiency in tracking  and managing expenses, maintaining financial records and documentation.
  • Strong organizational and multitasking abilities.
  • Ability to identify and implement process improvements.
  • Strong independent work ethic.
  • Proficiency in accounting software.
