Background

Rofqa for Humanitarian Development Foundation is an independent, non- governmental, non- profit foundation. It was established in 2009, . RHD was officially registered at the Ministry of Labor and Social Affairs as per license 52/268.
Fields of work: WASH - Food security and livelihoods - Shelter - Nutrition - Education -Health - Protection. RHD has a strong and close relationship with the Ministry of Labor and Social Affairs  and Local authorities, RHD has also a good relationship and acceptance with the host communities, and we have great experience in implementing projects in most Yemeni regions.

Job Summary:

The Finance Officer is responsible for managing the project's finances, ensuring funds are used effectively, transparently, and in line with donor and organizational guidelines. This includes keeping accurate financial records, tracking budgets, preparing reports, and ensuring smooth and timely financial processes to support the project's success.

The role involves overseeing audits, reviewing expenses, and making sure all financial activities follow established policies and procedures. The Finance Officer also ensures accountability by monitoring spending, reconciling accounts, and keeping all transactions well-documented. Their work is key to maintaining the project's financial health and integrity.

Duties and Responsibilities

  • Ensure proper management of all financial documents, including payment records, vouchers, and financial reports, to support smooth project operations.
  • Maintain a robust internal control system to ensure all financial transactions are accurate, complete, and compliant with organizational policies.
  • Provide regular updates on the status of financial resources and offer insights to support decision-making.
  • Collaborate with the Project Manager to develop and manage the project budget, ensuring resources are allocated effectively.
  • Review and audit invoices, purchase orders, and financial documents to ensure accuracy and alignment with agreements.
  • Disburse funds based on approved mechanisms, ensuring compliance with donor agreements and budget limits.
  • Complete financial liquidations on time and in line with project requirements.
  • Regularly monitor the operational budget to prevent overspending and ensure adherence to financial policies.
  • Archive all financial documents properly, maintaining both physical and electronic records for easy retrieval and compliance.
  • Prepare and submit monthly exchange rate reports to the Finance Department.
  • Participate in the evaluation of suppliers and service providers to ensure they meet financial and program standards.
  • Coordinate and authorize project bank transfers with the Project Manager and relevant team members.
  • Communicate with donors on financial matters, including submitting reports and addressing any queries.
  • Review contracts with vendors to confirm compliance with tender specifications and project requirements.
  • Perform final reviews of financial liquidations and ensure they are ready for submission to managers and donors.
  • Reconcile bank transactions with approved budget allocations to maintain accuracy and transparency.
  • Prepare and deliver clear, detailed financial reports in both Arabic and English.
  • Take on additional financial or administrative tasks as requested by the line manager.

Education and Experience

  • A university degree in Accounting, Business Economics, or Business Management is required.
  • At least five years of experience in finance and accounting, preferably with NGOs or international organizations.
  • Strong proficiency in computerized accounting systems.
  • Solid understanding of internal accounting procedures and reporting systems.
  • Experience managing project finances and ensuring donor compliance.
  • Familiarity with internal and external audit processes.
  • Skilled in MS Office (Word, Excel, PowerPoint) and email communication.
  • Fluent in both English and Arabic, with good typing skills in both languages.
