Background:
The global focus on addressing exploitation, abuse, and sexual harassment has emphasized the critical role of civil society organizations (CSOs) in protecting vulnerable individuals.
These organizations serve as frontline responders, often working in challenging environments where communities face heightened risks. To strengthen their capacity, a comprehensive awareness guide is necessary to provide CSOs with the tools and methodologies to address these pressing issues effectively.
This activity is part of a broader initiative supported by the Community Awareness and Protection from Sexual Exploitation and Abuse Fund, in partnership with the International Council of Voluntary Agencies (ICVA). The goal is to empower CSOs through targeted training and resources to create safer environments for beneficiaries. The guide aims to address key gaps in knowledge, response mechanisms, and institutional practices, ensuring that CSOs are better equipped to handle cases of exploitation and abuse while promoting awareness within communities.

The main objective of the activity
To develop a comprehensive awareness guide and methodologies that enable CSOs to enhance their capacity to prevent and respond to issues of sexual exploitation, abuse, and harassment, while fostering safe environments for beneficiaries.

- Enable CSOs to understand the nature and dynamics of exploitation, abuse, and harassment.
- Build the capacity of CSO staff to prevent SEA and manage reported cases effectively.
- Disseminate the guide widely and provide training on its usage.
- Strengthen institutional capacities of CSOs.
- Equip CSOs with tools and mechanisms to create safer environments for beneficiaries.
Tasks:
The consultant is expected to perform the following tasks:
Initial Planning:
- Conduct meetings with stakeholders to understand the project’s logic, objectives, and activities.
- Develop a detailed work plan outlining key deliverables and timelines.
Needs Assessment:
- Conduct a survey to identify the training needs of CSOs.
- Review literature on SEA in domestic and international contexts.
- Analyze existing practices, challenges, and gaps faced by CSOs.
Guide Development:
- Organize the guide’s content in a logical and accessible manner.
- Write content in clear, simplified language suitable for diverse audiences.
- Include practical examples, case studies, and actionable recommendations.
- Ensure the guide is visually appealing and user-friendly.
Data Collection and Analysis:
- Design and translate data collection tools into Arabic.
- Use a combination of desk reviews, site visits, focus group discussions (FGDs), and interviews for data collection.
- Process collected data through entry, verification, and analysis.
- Incorporate feedback from key stakeholders during the development phase.
Guide Finalization:
- Submit the first draft of the guide in English and Arabic to SOS Foundation for feedback.
- Revise the guide based on feedback and submit the final version.
Capacity Building:
- Organize workshops to train CSO staff on the effective use of the guide.
- Provide ongoing technical support during the implementation phase.

- Extensive experience in child protection and human rights.
- In-depth knowledge of issues related to sexual exploitation, abuse, and harassment.
- Proven track record in developing training materials and awareness programs.
- Strong communication skills to engage with diverse audiences.
- Ability to work independently and collaboratively.
The task timeline:
The task of developing a comprehensive awareness guide should take 20 days to complete.
Deliverables:
- A comprehensive awareness guide in English and Arabic.
- Data collection tools and analysis reports.
- Finalized training content, incorporating feedback from stakeholders.
- Submission of all deliverables in both digital and hard copy formats.
- Workshops and training sessions for CSO staff.
Payment Method:
- Payment will be made in full (100%) upon receipt of the finalized guide.
- Payment will be processed through an intermediary upon submission of a financial claim and completion of all procedural requirements
