Job Purpose:
M&E Officer is responsible for collecting and organizing data on project activities, such as the number of IDPs served, the types of services provided, and the impact of project activities on the well-being of BNFs. M&E Officer will develop and implement a comprehensive monitoring and evaluation (M&E) framework for the Integrated Shelter, WASH, RRM, and Education Response project for conflict-affected IDPs and host communities in Khab Wa Ash Sha'af District, Al-Jawf Governorate. This role ensures effective monitoring of activities aligned with project objectives, focusing on data collection and analysis to assess intervention impact. The M&E Officer will promote accountability and transparency through stakeholder engagement, facilitating feedback and collaboration to enhance project responsiveness. Ultimately, this position contributes to continuous improvement and best practices in humanitarian response.
Duties and Responsibilities:
- Compile field level information required to prepare regular reports on project activities and outcomes;
- Maintains a close collaboration with project manager, field and technical teams to ensure a smooth exchange of information.
- Analyse collected data to assess project performance, outcomes, and impact.
- Prepare regular M&E reports, including progress updates, impact assessments, and recommendations for improvement.
- Collaborate with project teams, local authorities, and community stakeholders to ensure M&E activities are integrated into project implementation.
- Facilitate feedback sessions with beneficiaries to gather insights and improve project delivery.
- Ensure compliance with organizational M&E standards and donor requirements.
- Regularly review and update M&E processes to enhance quality and efficiency.
- Day to day follow-up of projects activities according to the monitoring and evaluation projects’ plans.
- Undertake regular visits to field sites to support on monitoring the activities implementation.
- Conduct regular field visits to monitor project implementation and gather firsthand insights.
- Attend distribution events to observe processes, engage with beneficiaries, and ensure adherence to M&E protocols.
- Follow up the project activities and report any deviations.
- Supervise and oversee the design and implementation of evaluations in coordination with field team.
- Participate in baseline, midline, and end line surveys as required.
- Enter monitoring data into computer-based data collection system according to schedule, and or supervise this process.
- Support an on-going process of beneficiary verification.
- Monitor distributions and submit field visit report to the Project Manager as requested.
- Conduct PDM, after each distribution and collect beneficiaries' feedback, and train the field Enumerator on different M&E tools.
- Preparing a log of lessons learned and case studies related to good practice from reviews and evaluations and reflecting them to the field team.
- Weekly & Monthly reports about the achievements & challenges to the project manager.
- Preparing the format for the evaluation and conducting the impact evaluation study (pre and post).
- Conduct evaluations (mid-term and end-line) to assess the overall effectiveness and impact of the project.
- Document lessons learned and best practices to inform future interventions and enhance organizational learning.
- Any other tasks as requested by the project Manager.
Qualifications and Experience:
- University degree in (Administration- Managements - Social Science- Statistics – IT) or relevant experience and advanced training / courses in journalism, English, international relations, communications, or other related fields.
- Minimum 3 years of experience in Reporting and Data Analysis;
- Excellent fluency in written English and Arabic is required;
- Proven writing and design skills and ability to present information clearly and concisely visually and narratively;
- Strong communication and interpersonal skills;
- Excellent organizational skills and ability to deliver reports according to strict donor requirements;
- Knowledge of report writing software such as Microsoft Publisher, Excel, and PowerPoint are required.
- Experience in graphic design is an advantage;
- Proactive, motivated, innovative and adaptable individual, who can take initiative;
- Ability to work well in a team environment, handle multiple assignments and meet deadlines;
- Ability to travel to the field if needed.
