Job Title: Nexus and Climate Change Study in Yemen Consultant

Background
The Yemen Nexus Initiative (YNI) aims to strengthen the integration of humanitarian, development, and peacebuilding efforts to address the complex challenges facing Yemen. Climate change poses an additional threat to Yemen, exacerbating existing vulnerabilities and hindering sustainable development.
To better understand the intersection of the Nexus approach and climate change in Yemen, YNI seeks to commission a study to analyze the current state of play, identify key challenges and opportunities, and develop recommendations for integrating climate change considerations into future Nexus initiatives
Objectives
The primary objective of this study is to:
1. Assess the current state of Nexus implementation in Yemen:
- Review existing Nexus initiatives and projects in Yemen.
- Identify key stakeholders involved in Nexus-related work.
- Analyze the level of integration between humanitarian, development, and peacebuilding actors.
2. Analyze the impact of climate change on humanitarian and development efforts in Yemen:
- Identify climate-related risks and vulnerabilities affecting Yemen.
- Assess the impact of climate change on existing Nexus initiatives.
- Explore the potential for climate change adaptation and mitigation strategies to enhance Nexus approaches.
3. Identify opportunities and challenges for integrating climate change into Nexus approaches in Yemen:
- Analyze the existing policy and institutional frameworks for climate change and disaster risk reduction.
- Identify gaps and opportunities for strengthening coordination and collaboration between different actors.
- Assess the capacity of local organizations and communities to address climate change impacts.
4. Identify the actors involved in the climate change response and type of response
- Identify and classify the main actors involved in climate change responses at national, and local levels.
- Analyze the types of responses (e.g., mitigation, adaptation, advocacy, policy-making, funding, innovation) undertaken by each group of actors.
- Provide a comprehensive understanding of the interconnected roles of these actors in combating climate change.
5. Develop recommendations for integrating climate change into future Nexus initiatives:
- Propose strategies/ action plans to strengthen the resilience of communities to climate change.
- Recommend specific actions for humanitarian, development, and peacebuilding actors to integrate climate change considerations into their work.
- Develop a framework for monitoring and evaluating the impact of climate change adaptation and mitigation efforts.
Scope of Work
The consultant will be responsible for:
1. Literature Review: Conduct a comprehensive review of relevant literature, reports, and policy documents on the Nexus approach, climate change, and their intersection in Yemen.
2. Data Collection: Collect data through a variety of methods, including:
- Interviews with key stakeholders (government officials, UN agencies, INGOs, NGOs, and community representatives).
- Document analysis of relevant policies, strategies, and project documents.
- Field visits to selected locations to observe the impacts of climate change and Nexus initiatives.
3. Data Analysis and Synthesis: Analyze the collected data to identify key trends, challenges, and opportunities.
4. Report Writing: Prepare a detailed report that includes:
- Executive summary
- Introduction and background
- Literature review
- Methodology
- Findings and analysis
- Recommendations
- Conclusion
- References
5. Presentation: Present the key findings and recommendations to YNI three groups and other relevant stakeholders.
Deliverables
The consultant will deliver the following:
- Inception report outlining the methodology and work plan.
- Draft report presenting preliminary findings and analysis.
- Final report, including executive summary, findings, recommendations, and annexes.
- Presentation summarizing key findings and recommendations.
Remuneration
The consultant will be compensated according to a mutually agreed-upon rate, which will be based on their experience, qualifications, and the scope of work.
By completing this study, the consultant will contribute to a better understanding of the Nexus approach in the context of climate change in Yemen and provide valuable insights to inform future programming and decision-making.
Timeline
The consultant is expected to complete the study within 35 days starting from January to Feb 6 .

Experience and Qualifications and skills
The consultant should have:
- Advanced degree in a relevant field (e.g., environmental science, climate change, international development, or related fields).
- Strong understanding of the Nexus approach and its application in complex contexts.
- Proven experience in conducting research and data analysis, particularly in conflict-affected settings.
- Knowledge of climate change impacts and adaptation strategies.
- Excellent communication and report writing skills.
- Fluency in English and Arabic.
- Experience working in Yemen or similar contexts is preferred.
