Job Purpose:

Site Technical Engineer will be based at field/sub-district level in Al Jawf. The engineers will be in direct contact with contractors to prompt the progress of the project on a regular basis so he can ensure that all activities of the project are conducted as per the designed work plans. Technical Engineers roving in two project locations (IRG and DFA) in Khab wa Asshaf district playing a vital role in the successful implementation of shelter, WASH, and education activities involving rehabilitation and construction across these sectors. Their expertise in technical planning, coordination, and supervision helps create conducive environments that support the main goals of the project while ensuring compliance with relevant regulations and standards.  He will be directly supervising follow-up and tracking the progress on the field for activities ensuring the successful implementation of shelter, water, sanitation, and hygiene and education interventions in Khab wa Ash Sha'f District. They will be reported to Project manager.

Duties and Responsibilities:

1.    Supervise and coordinate all technical and engineering activities related to shelter rehabilitation and construction, WASH infrastructure development, and Learning spaces establishments.
2.    Develop project work plans and timelines, ensuring that activities are completed on schedule.
3.    Ensure that all designs and constructions adhere to safety, quality, and sustainability standards.
4.    Conduct regular site assessments to evaluate conditions and determine the feasibility of proposed interventions.
5.    Collaborate with the project team to identify technical requirements for shelter, WASH facilities, and other project components.
6.    Contribute to assessments of prospective Integrated Shelter, WASH, and Education projects needs to support project design.
7.    Produce weekly and monthly progress reports including key achievements and planning for the following period.
8.    Develop, implement and monitor monthly activity plans to achieve expected results, which include planning of activities, budgets and procurement.
9.    Develop detail bill of quantities (BoQ) and drawings for the WASH, Shelter, and education works, including rehabilitation and construction activities in alignment with project budget estimations.
10.    Develop specifications based on assessment and project requirements, ensuring that recommended work is within the quality standards.
11.    Responsible for the design, establishment of work specifications and quotation, follow-up and evaluation of WASH, Shelter, and Education activities.
12.    Follow Up and Supervise the Construction/Rehabilitation works, ensuring that it is completed within timelines and in accordance with approved BOQs
13.    Strengthen and train Water Committees, LWSC, EO, GARWPS, and local authorities to Manage and successfully operate and maintain the integrated contractual projects.
14.    Establish productive working relationships with Water Committees, LWSC and GARWP government officials to promote good WASH practices.
15.    Monitor construction progress and quality, ensuring compliance with technical specifications and project standards.
16.    Conduct inspections and provide feedback to contractors and workers on-site to resolve any issues promptly.
17.    Evaluate success of WASH, Shelter, and Education rehabilitation and Construction interventions in accordance with organizational policy and maintain related data and records.
18.    Verify that rehabilitation/Construction works done by contractor are carried out according to quality standards.
19.    Ensure that donor compliance requirements are met by developing appropriate checklist.
20.    Certify achievement of contractual milestones.
21.    Seek and obtain appropriate government sign-off on works at the start and completion of the work.
22.    Provide the logistic team and/or the Bid Committees with technical support and analysis.
23.    Validate the progress and quality of work of the contractors, track payments and ensure controls in place to approve payments based on acceptable delivery of terms of contract and meeting of deadlines.
24.    Coordinate rehabilitation/Construction activities with other local actors (governmental and non-governmental).
25.    Support logistical and financial departments in providing necessary supportive documents in order to facilitate procurement and payments.
26.    Perform any other tasks that may be assigned by the supervisor.

Qualifications and Experience:

  • University Bachelor Degree in Civil Engineering, Construction, Architecture with at least 2 years of proven, continuous, active practical experience in building designs, construction supervision and contract management. 
  • Experience in the preparation of timetables to achieve the work and time-bound schemes to implement the activities.
  • Very good analytical skills, process design skills and project planning and management skills.
  • Very good in using Microsoft including (word, excel, power point and emails) as well as engineering programs (Auto CAD, Civilpro., etc.)
