Program / Department Summary:
The departments of Finance and Human Resources are part of the overall support units that provides support to program teams on specific aspects of human resources, and financial functions to Hadramout office.
General Position Summary:
The Finance Assistant & HR will work on key tasks under the technical supervision of the Support Services Manager and Senior Finance Coordinator.
Essential Job Responsibilities
Finance:
- Prepare checks or wire transfer payments based on fully approved documents and present them to final authorizers for EFTs
- Receive all documentation from other departments for finance review and assign them to respective finance reviewers as per AAM.
- Ensure Hadramout Cash is well managed including petty cash replenishments, Cash counts and safety guidelines adhered to.
- Ensure daily update of Hadramout office finance trackers.
- Perform accurate Weekly and end month cash counts and reconciliations for Hadramout cash transactions
- Ensuring that all supplier payments have receipts acknowledging payment attached to them in a timely manner.
- Ensure that compliance with the Approval levels of all supporting documents before proceeding to make a payment
- Creating ProSource Purchasing Invoices (PIs) & submitting them for financial review as per the approved AAM.
- Making entry of Cash transactions, purchase Invoices (PIs) and General Journals (GJs) in the Accounting Software for review by the Finance Senior Officer and posting.
- Prepare and compile End of Month Package to make it ready for sending to Country Office for month closing.
- Managing bank relations and ensuring any changes are updated timely for smooth running of the finance function.
- Stamping of All transactions for Hadramout office with PAID and CLEARED stamp respectively as per requirement.
- Compile copies of vouchers and other supporting documentation as may be required for Audit.
- File all cash and bank vouchers and maintain a systematic voucher filing system, well labelled such that files are clearly identifiable.
- Maintaining an updated advance register for Hadramout office and ensuring that employee advances are cleared within the limits of MC advance policy.
- Offer prompt support and backstopping to finance team, other finance assistants whenever required.
- Support new Finance Team members settle in by providing necessary logistics for their work
- Any other tasks that may be assigned by the supervisor.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission.
- Any other tasks as needed.
HR:
- Primary responsible person for security process in the south including:
- a. Monthly process of SS checks.
- b. Preparation of SS forms based on payroll calculation.
- c. Weekly visits to SS to follow up connection to team members accounts.
- Maintains personnel files for all Hadramout staff, including recruitment documents, CVs, valid contracts, PAFs, timesheets, employee data sheets, disciplinary papers and performance evaluations and health insurance docs.
- Follow up on Hadramout team members adherence to working hours, policies and procedures.
- Maintains confidentiality of all national staff personnel issues including contracts/pay rates and disciplinary matters.
- Proactively supports Hadramout office teams in recruiting new staff members and welcoming candidates for other offices (full-time and short-term/casual staff) and this includes, inviting candidates, arrange for interviews and/or written tests, attend some interview as requested, long longlisting for some position as requested from the direct supervisor.
- Proactively ensures that new staff members receive a comprehensive orientation on Mercy Corps Yemen policies, procedures and systems; Ensure the orientation package is shared and filed in the staff personnel files.
- Conducts himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
- Any other tasks as needed.
Safeguarding:
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g. Integrity Hotline and other options.
- If relevant, briefing or training any external personnel such as when working with service contractors or subaward partners.

Accountability
- Reports Directly To: Senior Finance Coordinator &Support Services Manager
- Works Directly With: Finance, HR, Ops, and other Mercy Corps team members.
Knowledge and Experience:
- University degree in finance, HR, business administration or related field.
- Minimum one year to two years of experience in finance plus HR, ideally with NGOs or INGOs.
- High level of integrity and the ability to maintain the confidentiality of sensitive information.
- Ability to multi-task and deal with sensitive issues with diplomacy and discretion.
- Attention to detail.
- High potential to learn and implement new skills.
- Excellent organizational skills and interpersonal skills.
- Excellent computer skills, Microsoft Office Suite and Microsoft Windows.
- Excellent written and spoken in English and Arabic.
