Program / Department Summary:
Operations and Security provide key support to the entire country's program in Security, procurement, logistics, administration, and ICT for successful program implementation, Operations and Security sectors is committed to implementing and maintaining the highest standards of efficiency and integrity in the support and services.
General Position Summary:
The Operations and Security Officer is responsible for developing and implementing security protocols, managing office operations, coordinating logistics and deliveries, overseeing IT infrastructure, and handling procurement processes. This role requires conducting risk assessments, maintaining accurate records, ensuring network security, and negotiating with suppliers. Key skills include strong analytical and organizational abilities, technical proficiency, and effective communication to ensure seamless and efficient operations across all departments.
Essential Job Responsibilities:
Security:
- Monitors the security environment and communicates changes to management and staff with routine briefings, recommendations/advises and alerts.
- Provides security briefings and updates to new hires, visitors and as needed. Ensures security orientation is integrated with standard office operational systems.
- Update the security communication phone tree and implement accordingly by sending alerts/advisories and head count procedures.
- Implement the Safety & Security Management Plan in the field.
- Updating of the external safety and security incidents matrix (data bases)
- Ensure that an efficient and well-established vehicle/staff tracking system is in place and the tracking file is sent to the Support Service Manager for comments/feedback.
- Lead the Risk Assessment process at regular intervals for any new areas. Make sure that both primary and secondary routes/roads in MC operational areas are assessed/recommended and well identified/briefed to the staff.
- Investigate security breaches/incidents in the duty station, working closely with local authorities in efforts to ensure MC staff, its assets and interests are protected.
- Maintain a database on information/contact networks and actor mappings throughout the area of assignment in order to enhance MC`s field security capacity.
- Closely monitor MC activities in the area of assignment in terms of security & safety support.
- Provide field staff with travel security clearances.
Logistics and Admin
- Manage all Mercy Corps and donor assets according to the Field Asset Management Manual.
- Manage all Mercy Corps vehicles and transport needs according to the Field Fleet Management Manual.
- Manage all Mercy Corps warehousing and material management needs according to the Field Warehouse Management Manual.
- Ensuring fleet management complies with MC standards through appropriate allocation and safe use of vehicles (and generators) and servicing & maintenance schedules are constantly adhered to.
- Ensuring the validity and availability of all vehicle documents (Insurance, Log sheets, Fuel Coupons, Trip Tickets etc.).
- Ensuring that all contracts related to logistics are tracked, valid and up to date e.g. Fleet Rental Agreements, Fleet Maintenance Agreement etc.
- Arrange the required accommodation for Mercy Corps staff & visitors at times.
- Support in collecting and processing bills of office and expatriate staff residence’s utilities (electricity, water, phone, cellular phones, and internet bills) and process payments in a timely manner while creating a tracking system for all payments.
- Ensure proper inventory of office supplies including kitchen supplies and stationery.
- Ensures that the office property portrays a professional image by ensuring timely maintenance, electricity and furniture fixing.
- Responsible for petty cash management.
Procurement:
- Full understanding of MC procurement policies and formats. Assist, as needed, in training staff on these policies.
- Assist Program and operational personnel in regular procurement planning meetings.
- Assists staff as needed in creating clear and understandable purchase requests and other documentation.
- Collect quotations and bids from the market for PRs as assigned by a manager – as per Mercy Corps standards and formats.
- Prepare the required documentation of supplies and transactions and complete them with Mercy Corps standards.
- Assist in the maintenance of thorough procurement files as outlined in the Field Procurement Policies and Procedures.
- Assist the program and office staff with procurement activities, as required.
Safeguarding
- Actively learns safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g. Integrity Hotline and other options.
- If relevant, briefing or training any external personnel such as when working with service contractors or subaward partners.
Team Management
- Design a robust onboarding orientation and training program for IT and Admin for all new mission Staff members
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
- Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
- Contribute to office and country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.
- Overseeing the Leave Planning and monitoring staff attendance of your team.

- Reports Directly To: Support Services Manager
- Works Directly With: All departments in other offices (Operations, Finance, Programs, HR, and Security team(
Knowledge and Experience:
- University degree in Security or business administration or related field.
- Minimum two-year experience in either Operations and/or security, ideally with NGOs or INGOs.
- High level of integrity and the ability to maintain the confidentiality of sensitive information.
- A demonstrated ability to multi-task and process information into action to not delay program activities.
- Ability to deal with sensitive issues with diplomacy and discretion.
- Attention to detail.
- High potential to learn and implement new skills.
- Excellent organizational skills and interpersonal skills.
- Excellent computer skills, Microsoft Office Suite and Microsoft Windows.
- Excellent written and spoken in English and Arabic.
