ORGANISATIONAL CONTEXT:

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). The Job holders report to a Head of the Unit, Chief or Information Technology Officer.
At this level job holders typically have independent responsibility for technical, specialized work including planning, organization, coordination and setting objectives. They deal with issues that are often undefined and involve areas of uncertainty and complex inter-relationships. The instructions received are broad and the job holders are expected to consistently demonstrate a high degree of personal responsibility and initiative to respond independently to queries. Job holders have a level of IT expertise and knowledge to adapt and develop standard systems and processes to continually improve the level of support provided. Job holders are typically expected to motivate and develop a team of support staff and/or are responsible for specialized support service(s) where the work is undertaken with the help of specially designed techniques, methods, and processes.

JOB PURPOSE:

To lead ETC & WFP Information Technology maintenance and support activities as well as to enable the effective delivery of services in UN Hubs in Mocha, Turbah & Marib.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

1. Recognize, and act on, your accountability towards good people management practices. Role models the WFP values and the associated behaviours as laid out in the WFP Leadership Framework, to contribute to the creation of an inclusive and collaborative work environment.
2. Handle ETC/ TEC tickets for Mocha field office in the service management system (EasyVista) and ensure prompt time entry on all tickets. Classify incidents and request types, prioritize the tickets according to urgency and importance, follow up tickets to make sure that the solution is provided on time. This includes generating daily, weekly, and monthly report about tickets.
3. Provide ETC/ TEC equipment/services to the UN Hub staff in Mocha field office to ensure that all the staff have the required equipment and services (like laptop, peripheral devices, AD accounts and other related services).
4. Maintain Internet connections, configure WAN routers, FortiGate and monitor Internet health status to ensure that the connectivity is always available at the Hub.
5. Maintain network devices like switches, wireless controller, wireless access points and microwave solutions. Perform network installation works, documentation, design and perform cable management in the server rooms and network cabinets.
6. Prepare a full bandwidth report every week and formulate key data indicators to be presented to the senior TEC team in Aden Area Office.
7. Maintain technology, including standard repairs, configuration, and storage, in accordance with data security and access controls to ensure IT equipment required for WFP staff is available. Conduct the required maintenance for computers, upgrade firmware and software, and troubleshoot hardware and software problems.
8. Maintain servers and make sure that they are available to the end users. Ensure that daily, weekly, monthly, and yearly data backup are done in accordance with WFP standards.
9. Maintain printers/photocopiers, perform stock management of toners and spare parts. This includes generating consumption and stock level reports.
10. Ensure that all ETC/ TEC assets are registered in GEMs and the details are up to date to maintain the assets record accuracy. Assist in ETC/ TEC assets annual physical count exercise.
11. Maintain security communication systems and equipment, to ensure optimal services in compliance with standard operations procedures.
12. Conduct technical assessment for the ETC/ TEC works by preparing the required diagrams, BoQ, follow up the procurement process, follow up the implementation process to make sure that the works are implemented in accordance with the project plan.
13. Maintain telephone PBX system to support IP, SIP, digital/analogue telephone, VSAT voice calls and assign staff extension numbers.
14. Maintain the availability of the mobile SIMs connected to PBX in Mocha field office including following up the bill's payment.
15. Troubleshoot and monitor security surveillance system in the server rooms, access control system, standalone UPS and central UPS by coordinating with admin team when needed.
16. Ensure that server room is always organized and maintain a cool environment to ensure the network devices and equipment stays protected from overheating.
17. Maintain KPI indicator of Mocha field office to 100% according to WFP standards. Respond to vulnerabilities remediation actions on servers and end-point devices.
18. With support of senior colleagues, provide standard training to end users of technology and systems to ensure staff use standard technology and systems effectively.
19. Follow up the delivery of ETC/ TEC equipment to ensure that the received items are of high quality and meet the WFP standards.
20. Suggest improvements to methods and processes to support the continuous improvement of TEC services.
21. Follow set emergency response processes and procedures as required to provide support in enabling emergency food assistance needs to be met.
22. Perform any other duties as required by the organization.

QUALIFICATIONS AND EXPERIENCE

Education: Completion of secondary school education. A post-secondary certificate in the related functional area (in Computer Science or Information Technology, or an equivalent
Combination of Education and Training in database maintenance and upkeep) is desirable.

Experience:

  • Minimum six years of relevant work experience.

Language: Fluency (level C) in English language & Fluency (level C) in Arabic language.

Desired Experience:

  • Minimum 6 years work experience in TEC/ IT and/or Database Management, or a combination of study.
  • Training and professional work in a related field; preferably in the Humanitarian or Development Fields; Experience working in an International Organization.
  • Ability to work under pressure, and ability to work independently.
  • A minimum of 3 year of experience in networking environment (LAN/WAN)
  • Experience with Windows Server software in a multi-site environment, TCP/IP, MS Office, Antivirus Software, and IT utilities. Experience with HP/Compaq, IBM, and Cisco equipment.
  • Has participated in development of IT governance processes.
  • Has gained additional exposure building relationships with the business counterparts on key IT initiatives.
  • Has the required skills in managing and troubleshooting network infrastructure and IT solutions.
  • Has the required skills in assets management systems.
  • Has experience project managing small office level IT initiatives.
  • Has coached, trained, and mentored junior staff on building their technical capabilities.
  • Has experience in procurement/budgeting process.
