JOB TITLE: IT Operations Assistant (Data Management)

REPORTING TO: IT Operations Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Aden Area Office is in a continuous enhancement of the accuracy and efficiency of its beneficiary data management. This continuous exercise is critical for ensuring the improvement of the overall effectiveness of our programmes. Given the technical nature of our operations and the need for precise, real-time data, it is important to have dedicated staff members who can manage and administer the technical procedures related to beneficiaries' data.
Within the given authority, the staff member is responsible for administrating and managing the technical procedures related to beneficiaries’ data management. The aim is to provide the Programme with a precise and clean beneficiaries list using near real-time data mechanisms. The staff is considered responsible for data collection during the targeting and prioritization process, as well as in reviewing and cleaning the data. This ensures the accuracy of the beneficiaries’ data before it is uploaded into SCOPE and processed within the system.

Key responsibilities:

The Staff Member will be expected to carry out below tasks that will be initiated during the course of the appointment as and when needed, such as:

1. Standardize and cleanse all raw data received from various sources, including monthly distribution lists from cooperating partners.
2. Execute the biodata registration process by support the implementation of the registration procedures during data collection.
3. The Staff Member is responsible for the technical procedures to extract reports related to SCOPE data processes, aiming to provide the Programme with near real-time data mechanisms. S/he participates in data verifications, ensuring the accuracy of beneficiaries’ data.
4. Administer the sharing of the database within specified deadlines for updates and complaints.
5. Ensure the prompt and high-quality delivery of beneficiary data for further transmission to WFP.
6. Guarantee the security, reliability, and availability of data.
7. Continuously report on database analysis findings and encountered challenges.
8. Organize, and report on the reconciliation exercise between distribution plans and actual redemptions when needed in various relevant interventions.
9. Assist in the implementation of different identity management assurance and digitization plans in the office.
10. Design reports and dashboards for data analysis and analyze pre- and post-distribution lists.
11. Conduct field visits and provide training to various stakeholders, including WFP field staff.

STANDARD MINIMUM QUALIFICATIONS:

Education:  Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Language: Fluent (level C) English and Arabic in both oral and written communication.

Experience: Five years or more of relevant working experience.
